Secretary of State for Integration and Migration of the Portuguese Government Regional Review of the Global Compact for Safe, Orderly and Regular Migration in the UNECE region (12 and 13 November 2020) Roundtable 1 – GCM Objectives 14, 15, 16, 19, 20 and 22 Statement “From the Floor” Portugal has worked in the field of migration for more than 20 years, developing public policies to better integrate migrants in our society, as recognized in the most recent OECD International Migration Outlook 20. Portugal stands out in the development of a whole of society approach, evolving not only the Central administration, but also the local level as well as civil society in the development of integration policies. Integration is a two-way process, where both the hosting society and migrants benefit from each other, in each territory and specific reality. The Portuguese long tradition on welcoming migrants is anchored in a policy of integration of proximity. Since 2003, with the creation of the local centres for the support of the integration of migrants, we developed a proximity service that improves the local participation and integration, allowing migrants to be part of their integration process. Today, we count with 3 national support centres and 109 local support centres spread across the country. These proximity services provide support for migrants in their integration process, namely regarding documentation, access to Portuguese language courses, housing and education. This focus on our main objective: we want to develop structural policies to reduce inequalities between migrants and nationals and to provide equal rights for every citizen that seeks our country to live and contribute, now and for the future. -

GENERAL ELECTION IN GREECE 7th July 2019 European New Democracy is the favourite in the Elections monitor Greek general election of 7th July Corinne Deloy On 26th May, just a few hours after the announcement of the results of the European, regional and local elections held in Greece, Prime Minister Alexis Tsipras (Coalition of the Radical Left, SYRIZA), whose party came second to the main opposition party, New Analysis Democracy (ND), declared: “I cannot ignore this result. It is for the people to decide and I am therefore going to request the organisation of an early general election”. Organisation of an early general election (3 months’ early) surprised some observers of Greek political life who thought that the head of government would call on compatriots to vote as late as possible to allow the country’s position to improve as much as possible. New Democracy won in the European elections with 33.12% of the vote, ahead of SYRIZA, with 23.76%. The Movement for Change (Kinima allagis, KINAL), the left-wing opposition party which includes the Panhellenic Socialist Movement (PASOK), the Social Democrats Movement (KIDISO), the River (To Potami) and the Democratic Left (DIMAR), collected 7.72% of the vote and the Greek Communist Party (KKE), 5.35%. Alexis Tsipras had made these elections a referendum Costas Bakoyannis (ND), the new mayor of Athens, on the action of his government. “We are not voting belongs to a political dynasty: he is the son of Dora for a new government, but it is clear that this vote is Bakoyannis, former Minister of Culture (1992-1993) not without consequence. -

02_EHQ 31/1 articles 30/11/00 1:53 pm Page 101 William Lee Blackwood German Hegemony and the Socialist International’s Place in Interwar European Diplomacy When the guns fell silent on the western front in November 1918, socialism was about to become a governing force throughout Europe. Just six months later, a Czech socialist could marvel at the convocation of an international socialist conference on post- war reconstruction in a Swiss spa, where, across the lake, stood buildings occupied by now-exiled members of the deposed Habsburg ruling class. In May 1923, as Europe’s socialist parties met in Hamburg, Germany, finally to put an end to the war-induced fracturing within their ranks by launching a new organization, the Labour and Socialist International (LSI), the German Communist Party’s main daily published a pull-out flier for posting on factory walls. Bearing the sarcastic title the International of Ministers, it presented to workers a list of forty-one socialists and the national offices held by them in Germany, Austria, Czechoslovakia, Belgium, Poland, France, Sweden, and Denmark. Commenting on the activities of the LSI, in Paris a Russian Menshevik émigré turned prominent left-wing pundit scoffed at the new International’s executive body, which he sarcastically dubbed ‘the International Socialist Cabinet’, since ‘all of its members were ministers, ex-ministers, or prospec- tive ministers of State’.1 Whether one accepted or rejected its new status, socialism’s virtually overnight transformation from an outsider to a consummate insider at the end of Europe’s first total war provided the most striking measure of the quantum leap into what can aptly be described as Europe’s ‘social democratic moment’.2 Moreover, unlike the period after Europe’s second total war, when many of socialism’s basic postulates became permanently embedded in the post-1945 social-welfare-state con- European History Quarterly Copyright © 2001 SAGE Publications, London, Thousand Oaks, CA and New Delhi, Vol. -

Chapter 1 Green Parties and Elections, 1979–2019 Green parties and elections to the European Parliament, 1979–2019 Wolfgang Rüdig Introduction The history of green parties in Europe is closely intertwined with the history of elections to the European Parliament. When the first direct elections to the European Parliament took place in June 1979, the development of green parties in Europe was still in its infancy. Only in Belgium and the UK had green parties been formed that took part in these elections; but ecological lists, which were the pre- decessors of green parties, competed in other countries. Despite not winning representation, the German Greens were particularly influ- enced by the 1979 European elections. Five years later, most partic- ipating countries had seen the formation of national green parties, and the first Green MEPs from Belgium and Germany were elected. Green parties have been represented continuously in the European Parliament since 1984. Subsequent years saw Greens from many other countries joining their Belgian and German colleagues in the Euro- pean Parliament. European elections continued to be important for party formation in new EU member countries. In the 1980s it was the South European countries (Greece, Portugal and Spain), following 4 GREENS FOR A BETTER EUROPE their successful transition to democracies, that became members. Green parties did not have a strong role in their national party systems, and European elections became an important focus for party develop- ment. In the 1990s it was the turn of Austria, Finland and Sweden to join; green parties were already well established in all three nations and provided ongoing support for Greens in the European Parliament. -

Published by American Research Institute for Policy Development Politics of Coalition in India Farooq Ahmad Malik1 and Bilal Ahmad Malik2 Abstract The paper wants to highlight the evolution of coalition governments in india. The evaluation of coalition politics and an analysis of how far coalition remains dynamic yet stable. How difficult it is to make policy decisions when coalition of ideologies forms the government. More often coalitions are formed to prevent a common enemy from the government and capturing the power. Equally interesting is the fact a coalition devoid of ideological mornings survives till the enemy is humbled. While making political adjustments, principles may have to be set aside and in this process ideology becomes the first victim. Once the euphoria victory is over, differences come to the surface and the structure collapses like a pack of cards. On the grounds of research, facts and history one has to acknowledge india lives in politics of coalition. Email: [email protected] Abstract Anti-establishment parties with either a left-wing or a right-wing ideological slant have been entering contemporary European Democracies with sizeable vote shares. During the Great Recession, the Greek and the Italian party system could be perceived as convergent case-studies for the formation and breakthrough of anti-establishment parties. Given the fact that ideologically diverging anti- establishment parties – the Coalition of the Radical Left - Social Unionist Front (SYRIZA) and the Independent Greeks (ANEL) in the Greek case, as well as the Five Star Movement (M5S) and the League in the Italian one – came to power and formed coalition governments, the primary goal of this article is to enquire into supply-side parameters, exploring potential associations along a range of programmatic stances and policy dimensions that effectuated these governing alliances. Using the Comparative Manifesto Project dataset, our findings confirm the existence of expected programmatic differences as well as a converging policymaking basis between the anti-establishment coalition partners of both governing alliances. Fue al votar en contra, en marzo, del cuarto Programa de Estabilidad y Crecimiento (PEC IV), con el que el Ejecutivo socialista esperaba achicar el desmedido déficit público y solucionar la crisis de la deuda soberana, grave hasta el punto de arrastrar al estado luso al límite de la insolvencia. Las condiciones del rescate financiero de Portugal, solicitado por Lisboa, siguiendo la senda trazada por Atenas y Dublín, el 6 de abril y acordado con la Comisión Europea, el BCE y el FMI el 17 de mayo, dominaron la campaña electoral, en la que Passos asumió el sacrificio de austeridad con pragmatismo liberal. -
