Overall in 2009 the State Audit Office completed 58 audits, including 31 financial audits and 27 legality audits. Within the audits special attention was drawn to rational and efficient utilisation of the State and local governments’ resources. Although implementation of the State Audit Office recommendations upon completion of conducted audits has facilitated improvement of the State administration, financial management and legislation, the State Audit Office in the audits still discloses unlawful or inefficient action with the State resources or risks of such possibility in various amounts. -

City profile for Riga Main characteristics of the town Riga is the capital of Latvia and the main industrial, business, cultural and financial centre in the Baltics. Over 700 000 people live within the city boundaries, whereas the number of inhabitants in the Riga agglomeration is 1.15 million, which is almost half of the population of Latvia. The land area of Riga is 304 km2, mainly dwelling areas (29.9%) and green areas (28%). The rest of the city land is divided in port areas (5.5%), technical building spaces (2.9%) and industrial areas (2.3%). Riga is a city with a unique cultural and historical heritage – the Historic Centre of Riga has been included in the UNESCO World Heritage List and is remarkable with Art Nouveau architecture. Riga is a beautiful European city that develops large and small businesses. Great attention is paid to the tourism industry. Riga City Council and its leadership is making every effort to create favourable conditions for business development. Main characteristics in terms of temporary use practice Up to the global economical crisis in 2008 Riga was the fastest growing capital of European Union with booming property development market and emerging repurposing processes of old industrial and harbour areas around the city centre. The first experiments in temporary use were spearheaded by the interest of private investors in revitalizing degraded areas. For example, after the initial plans for the development of Andrejsala, former dock-land area just next to the historical city centre, the investors in 2005 opened the area for temporary use by artists and social projects, making this area of Riga attractive again for the population. -

Dear participants of the Conference! The time flies by. It feels like only yesterday we said goodbye to each other in the previous conference. It seems like the pace of changes, dictated by the globalization, is so fast that only by meeting and taking a breath we may notice that actually we change too. It affects our perception, attitude and way of thinking, our scales and values. We want to achieve more and faster, and sometimes it is hard to accept even inevitable compromise. However, the world is too big and even similar problems are solved differently in every country, though every approach may be considered proper and appropriate for specific region or circumstances. Hence we express our gratitude to the Conference that gives us an opportunity to compare and evaluate our accomplishments and, if necessary, to adopt the best practise from a neighbour. We thank the Conference for a chance to meet each other and get more familiar. Maybe tomorrow economical considerations, imperceptible today, will make us agree on one joint action and then today’s contacts will be worth its weight in gold. May we all succeed in our intentions! ______________________________________________________________________________ 60 Years of History ______________________________________________________________________________ Joint Stock Company BMGS was established in 1993 on the basis of the BaltMorGidroStroy Trust and is its successor in professional activities. The BaltMorGidroStroy Trust was founded in 1952 and its purpose was to restore the destroyed marine and commercial ports and shipyards in the Baltic region (Kaliningrad, Klaipeda, Liepaja, Ventspils, Riga and Tallinn). In subsequent years, the tasks of the trust were expanded due to the reconstruction of restored ports, construction of new fishing and commercial ports, hydraulic facilities and complexes for the Ministry of Defence, shipbuilding, chemical industry, other ministries and governmental agencies of the union and republican subordination. During its existence from 1952 to 1993, the trust built and put into operation more than 900 objects. Among the most significant constructed objects are: reconstruction and construction of 17 new commercial and fishing ports in such cities as Kaliningrad, Klaipeda, Liepaja, Ventspils, Riga, Tallinn, Pionersk, Svetly; construction of 12 shipyards in these cities; construction of ferry complexes in Lithuania, Latvia and Estonia; construction of oil storage facilities in Klaipeda, Ventspils and Kaliningrad; creation of offshore drilling platforms; for different ministries and departments more than 100 km of berthing, enclosing and coast protective structures were built and renovated; a large number of container terminals, warehouses, pile foundations, general utilities, port facilities, industrial and residential buildings, roads, railways and other structures were built. From 1956 to 1969, Riga Commercial Port was not only restored, but reconstructed and considerably expanded. From 1957 to 1965, Riga Fishery Port was built (port capacity - 1.5 mln. tons). -
