MALE ASSOCIATES 1.0 INTRODUCTION This report presents the findings of a Records Search conducted by C.T. Male Associates Engineering, Surveying, Architecture & Landscape Architecture, D.P.C. (C.T. Male) at the Hudson Valley Regional Airport (the “Site”) which is located in the Town of Wappinger, Dutchess County, New York. This Records Search has been performed pursuant to a New York State Department of Environmental Conservation (NYSDEC) Order on Consent and Administrative Settlement, dated March 28, 2018 and in accordance with the NYDEC, Division of Environmental Remediation’s, Technical Guidance for Site Investigation and Remediation (DER-10), Section 3.12 and Appendix 3A. 1.1 Purpose The purpose of this Records Search was to reasonably identify any areas of concern (AOCs) on the property in accordance with NYSDEC DER-10. An AOC is defined in DER-10 as: “any existing or former location at a Site where contaminants are known or suspected to have been discharged, which is considered a source area. These include locations where contaminants were generated, manufactured, refined, transported, stored, handled, treated, disposed or where they have or may have migrated.” The identification of AOCs related to potential Per & Polyfluoroalkyl Substances (PFAS) contamination was the primary focus of the Records Search. However, this report also includes information and records related to previously identified AOCs which were investigated and remediated in the past under management/oversight by the NYSDEC, NYSDOH and Dutchess County DOH. 1.2 Scope of Work This Records Search consisted of the following scope of work: • Site reconnaissance, including a walkthrough of the Site buildings and Site grounds to identify areas of potential environmental concern; • Interviews with Site representatives knowledgeable of current and former Site operations; • Review of municipal property records and information provided by local government agencies; • Review of historical information and documents; -3- C.T. MALE ASSOCIATES • Review of federal and state agency database information for the Site and neighboring properties to identify potential concerns that could adversely affect the environmental conditions at the Site; and • Preparation of a report documenting the findings of the search. 1.4 Limitations and Exceptions of the Records Search Report The information presented in this report is limited to the search conducted as described in the referenced DER-10 guidelines. The findings of this search are based on the data and information reviewed, and observations and conditions that existed on the date and time of the Site visit. Specific limitations included the following: • Access Limitations: None, except to the interior portions of approximately 20 small hanger/storage spaces located on the north-central portion of the Site. These small spaces are owned by the County and leased to private parties. • Physical Obstructions to Observations: None, however the roofs of buildings on-site were not accessed as part of this records research. • Outstanding Information Requests: None • Historical Data Source Failure: None • Other: The information presented in the report is based on information gathered. Information provided by Site contacts and local, State and County officials known to be responsible for regulating and enforcing Site area environmental conditions was utilized. The accuracy of the information included is, therefore, dependent upon the accuracy of the information provided. -4- C.T. MALE ASSOCIATES 2.0 SITE DESCRIPTION 2.1 Site Location The subject Site is located at 18 Griffith Way in the Town of Wappinger, Dutchess County, New York. The subject Site was identified on the Town of Wappinger tax map as a tax parcel with section/lot/block number 135689-6259-03-225301-0000. The following Site maps are located in Appendix A: Figure 1 - Site and Surrounding Area Map; Figure 2 – Areas of Concern; Figure 3 – AAG Hangars (AOC). 2.2 Property/Business Owner Hudson Valley Regional Airport (POU), a publicly-owned, public-use, General Aviation facility, serves the aviation needs of Dutchess County, metropolitan New York City area, and the southeastern region of New York State. According to assessment records, the current property owner for parcel located at 18 Griffith Way, with tax map number 135689-6259-03-225301-0000 is Dutchess County. 2.3 Current

    Summer 2008 Terra Firma Summer 2008 Department of Earth Science & Geography Vassar College Greetings from Earth Science & Geography at Vassar! In this issue of Terra Firma, our biennial newsletter, you will read about the people and events associated with our department during the last two years. As in the past, we continue to offer distinctive disciplinary perspectives on the world’s geo-physical structures, spatial systems, and human environments. We welcome you to visit us whenTerra you are next on campus! Firma Some of you may wonder about the department’s new name. Although we still teach geology, we have rechristened the program “Earth Science” to keep pace with evolving areas of inquiry in earth systems. As you can see in our A. Scott Warthin Museum of Geology and Natural History, the department cherishes our traditions while we embrace contemporary approaches to science. Of course, we also offer degrees in Geography, Geography-Anthropology, and Earth Science and Society. In fact, ours remains Vassar’s only department to span two divisions—the natural sciences and the social sciences. This cross-fertilization promotes a collaborative, inquiry-centered approach to teaching and learning about the many challenges facing the planet. More than fifty majors and correlate sequences now focus their efforts in our department, while some 500 students enroll in our courses annually. Our many alumnae/i, who have gone on to contribute so much in various walks of life, also fill us with pride. Recently, we particularly benefited from the creation of the Mary Laflin Rockwell Fund for field research in Earth Science, Geology, and Geography—thanks to the generosity of Joan Rockwell ’72 and Ellen Rockwell Galland '67.

    Merchant Category Codes MasterCard, Visa, and online debit card networks (card types 013-018, 021-027, and 029- 030) use a 4-digit numeric merchant category code (MCC) to identify the type of business conducted by a merchant. Merchant category codes are used when a new merchant account is added to the System. They are also used in warning bulletins, authorizations, chargebacks, settlement, and in certain types of transactions classified as “quasi-cash” transactions by Visa. Merchant category groups (MCGs) are used with the Commercial Market Analysis product and are general categories under which merchant category codes fall. The System recognizes the following seven merchant category groups when generating the Commercial Market Analysis Reports. MasterCard also requires a single-letter transaction category code (TCC) to identify general merchant categories. The transaction category codes follow. Photo by Geoff Goodall The D18S was the first new commercial Beechcraft model at the end of World War II. It began a production run of 1,800 Beech 18 variants for the post-war market (D18S, D18C, E18S, G18S, H18), all built by Beech Aircraft Company at their Wichita Kansas plant. The “S” suffix indicated it was powered by the reliable 450hp P&W Wasp Junior series. The first D18S c/n A-1 was first flown in October 1945 at Beech field, Wichita. On 5 December 1945 the D18S received CAA Approved Type Certificate No.757, the first to be issued to any post-war aircraft. The first delivery of a new model D18S to a customer departed Wichita the following day. From 1947 the D18C model was available as an executive version with more powerful 525hp Continental R-9A radials, also offered as the D18C-T passenger transport approved by CAA for feeder airlines. Beech assigned c/n prefix "A-" to D18S production, and "AA-" to the small number of D18Cs. Total production of the D18S, D18C and Canadian Expediter Mk.3 models was 1,035 aircraft. Such decisions include strategies to minimize future Flood Resilience Education in the Hudson River Estuary: Needs Assessment and Program Evaluation flooding impacts while also properly responding to storm impacts to streams and adjacent and associated infrastructure. This project had three main components: 1) a flood education needs assessment of local municipal officials (2013), 2) an evaluation of a flood education program for highway personnel (2013), and 3) a survey of riparian landowners (2014). The riparian landowner needs assessment determined that the majority of riparian landowners in the region have experienced flooding, yet few are actually engaging in stream management to mitigate flood issues on their land.

R ECENTLY Colonial Airlines attempted for a period of several months to prevent the United States Government from imple- menting an air transport agreement with Canada. Colonial finally terminated its court action against the Government and the matter was closed. Actually, however, the withdrawal of the case from the docket of the United States Supreme Court did not answer any of the basic issues which could be summarized under the heading of the mutual responsibility of government and business with regard to the inter- national position of the United States.
