Feasibility Study and Assessment for River Training Work on Mu River close to Pyawt Ywa Pump Irrigation Scheme

1. General

Pyawt Ywa Pump Irrigation Project (PY PIP) is one of the over 300 Pump Irrigation Projects built by the Government of in last 20 years in order to provide the irrigation service and eventually increase the income of beneficiary farmers. This system was built in year 2005 in Township, Region of Myanmar and draws water from Mu River through one primary and two secondary pump stations. The total lifting head from Mu River to stilling basin of main pump station is 100feet. The primary pump includes 4 sets (capacity of 30 cusecs with 315kW motor) and secondary pumps includes 8 sets (capacities of 20 cusec with 185 kW motor (4 nos.) and 15 cusec with 90kW capacity (4nos)).The irrigation is being made through main and Distributary (Secondary) and Minor (Tertiary) canal network. The main canal length is reportedly 12.08 mile (19.08 km) and total length of distributary canal is 19.6 mile (31.5 km). The total numbers of canal structures along these canals are reported as 392 in numbers. The project aimed to provide irrigation services to 5000 Acre of land benefitting about 1160 households (Population -7500) located in seven villages. The performance of this irrigation system has been reduced over the year due to technical, operational and agronomic issues. It is reported that the system at present provides irrigation services only to about 950 acre. In addition, the irrigation service to present area is also not reliable and adequate. The reduction in command area and irrigation efficiency is attributed to the poor operation and maintenance, and inefficient Management. The resources allocated for system operation maintenance is far less than the requirement. This has drastically reduced the irrigation efficiency and eventually reduction in crop production. Considering all these issues, United Nations Office for Project Services (UNOPS) and Irrigation and Water Utilization Management Department (IWUMD) of Ministry of Agriculture, Livestock and Irrigation (MOALI) signed an agreement on 8th September 2015 to rehabilitate this Pump Irrigation Scheme with the fund support from Livelihood and Food Security Trust Fund (LIFT). The rehabilitation project is undergoing and the project duration is from September 2015 to September 2019. The infrastructure activities under this rehabilitation works were completed by April 2019 and included: 1. Upgrading of Pumping Station 1 by adding two new pumps with floating barge and Pumping Station 2 by adding one new pump 2. Re-modelling of Main Canal, Left Main Canal, Right Main Canal including lining works 3. Replacement of existing Hydraulic Structures 4. Replacement of damaged irrigation canal gates 5. Construction/upgrading of Canal Service Road 6. Upgrading/Cleaning of Drainage Canal

2. Background

Earlier and ahead of more than 10 year time, the right bank of Mu River close to recently rehabilitated Primary Pump Station 1 in PY PIP scheme is continuously wearing off and the occurrence of bank erosion and deposits in other side are extremely noticeable. In the past, IWUMD had carried out some river training structures in Mu River with the support and the collaboration of Directorate of Water Resources and Improvement of River System (DWIR) of Ministry of Transport and Communication. Due to the limited budget, absence of other funding sources

and improper design, the river training structures were not last long and damaged. Therefore, the project is considering to carry out feasibility study and assessment to deliver the long term sustainable solution of river training work to prevent the ongoing erosion of the bank.

3. Project Location and study area

The PY PIP scheme is located in Pyawt Ywa village, Myinmu Township, Sagaing Region, Myanmar. The source of water for this scheme is River Mu, which is one of the tributary of Ayeyarwaddy River. The scheme area is about 30 miles west of Airport. The scheme area is connected with all-weather road. The geographical location of the project is Latitude of 21° 59' 18" and Longitude of 95° 38' 30". Feasibility Study and assessment should be along the Mu River side: 3 km to upstream and 1km to downstream of Pump Station 1 on Mu River.

4. Objective of the service

The objective of the feasibility study and assessment is:

 To study the problem as indicated in the scope below and decide whether implementing a river training is feasible and economically viable.  To come up with a the long term feasible and sustainable solutions for the protection of the bank erosion and bank stabilization

5. The scope of services

Feasibility Study and assessment should broadly cover the following but should not be limited to this:

1) Carry out the topographical survey to understand the specific site 2) Carry out the geotechnical survey to understand the specific site 3) Carry out the hydrographic survey to understand the nature of Mu River (Bed level, Water discharge, Maximum/minimum water level, etc…) 4) Analyze the existing river bank and river system; 5) Identify the erosion problems; 6) Define possible bank protection alternatives for the entire bank of the study-area; 7) Evaluate the protection alternatives by means of a cost-benefit analysis.

8) Develop and propose the engineering design for the river training works (longitudinal/transversal) structures 9) Estimate the required resources and budgets for the river training works

7. Human Resources Requirement

The following professionals shall be involved for the study and assessment:

8. Duration of the work
