The Canadian Department of Peace: History and Potential by Victor David Kliewer A Thesis Submitted to the Faculty of Graduate Studies of the University of Manitoba in Partial Fulfillment of the Requirements of the Degree MASTER OF ARTS Joint Master’s Program in Peace and Conflict Studies University of Manitoba/University of Winnipeg Winnipeg MB Copyright © 2019 by Victor David Kliewer ii ABSTRACT This thesis examines the possibility of establishing a Department of Peace (DOP) as a Department of the Government of Canada. The topic has been introduced in Parliament twice— in 2009 as Bill C-447 and in 2011 as Bill C-373; neither Bill received any further action beyond the First Reading. The introduction of the bills could only happen on the basis of significant support among Canadians. At present, in 2019, efforts to reintroduce the DOP into the Government, although somewhat muted, continue; and the concern for peace—including all of its diverse aspects, both within Canada and around the world—remains as urgent as ever. The thesis, based on relevant literature and oral interviews, evaluates the establishment of a DOP in the context of the Canadian peace tradition as well as other global peace developments. It concludes that a DOP has great potential to move the peace agenda in Canada forward but that, in view of the priorities of the current government and the general mood in Canadian society, it is not realistic to expect a DOP to be implemented at present. The recent appointment of the Women, Peace and Security Ambassador in December 2018 represents a step in this direction, but a fully structured DOP would provide a more significant framework for the advancement of peace, defined in the preamble of Bill C-373 as “not simply the absence of active hostilities but rather a state of non-violence, harmony, and amity.” iii Someday, after harnessing the ether, the winds, the tides, and gravitation, we shall harness for God the energies of love; and then, for the second time in the history of the world, [we] will have discovered fire. -

Strategy Childhood comes but once National strategy to combat violence and sexual abuse against children and youth (2014–2017) Strategy Childhood comes but once National strategy to combat violence and sexual abuse against children and youth (2014–2017) 4 FOREWORD As a society, Norway has come a long way in its efforts to protect children and adolescents from violence, sexual abuse and bullying. The progress we have achieved is attributable to policy decisions, legislation, increased knowledge, public discussion, media attention and the work of professionals, parents and children themselves. We do not permit parents to harm their children, and we express collective grief and alarm when we hear of children exposed to serious abuse. To the vast majority of parents in Norway, nothing is more important than the well-being of children. All the same, violence and sexual abuse, whether in the family or elsewhere, are a part of daily life for many children. Extensive research shows how consequential violence may be, whether it is directed at a parent or the child itself, and whether it takes the form of direct physical violence, sexual abuse or bullying. Violence can lead to extensive cognitive, social, psychological and physical problems in both the short and long term. Violence against children and adolescents is a public health challenge. The approach to violence and sexual abuse against children in Norwegian society must be one of zero tolerance. We want safety and security for all children, enabling them to enjoy good health and a good quality of life as they grow. Taboos must be broken. -

Preface In September 1998, I was commissioned by the Norwegian Ministry of Foreign Affairs to carry out a preliminary study looking into Norway’s role in the Middle East. According to the agreement with the Ministry, the study should focus on the years prior to 1993 and examine whether Norway’s political past in the Middle East – and, not least, the mediating and confidence-building efforts of Norwegians prior to the opening of the secret Oslo Back Channel – had had any influence on the process that followed. The study should also try to answer the question ‘Why Norway?’ – that is, what had made Norway, of all countries, suitable for such an extraordinary task? The work on the study started on 15 September 1998. The date of submission was stipulated as 15 April 2000. This was achieved. The following report is based on recently declassified and partly still classified documents (to which I was granted access) at the Norwegian Ministry of Foreign Affairs, the verbatim records of the Parliamentary Foreign Affairs Committee, records of government proceedings and the Norwegian Parliament, Labour Party Archives, documents from the US State Department and the Socialist International – to mention the most important. -
