The conclusions in this paper are based on the results of the responses received from parishioners to the 2020 Parish Survey. The Parish Council, whilst able to raise the matters with County Council Highways, District Council and other organisations referred to on behalf of the Parish, cannot offer any commitment/ has no legal or statutory authority to implement the wishes expressed by parishioners.

Construction Management Plans

Comments received from the survey limit of one van per company (therefore van sharing)

Maximum of 3 vehicle permits made available which with policing of construction vehicles not having this permit,

Too many vans and skips left on site for months.

I believe in builders are permitted to drop off at work premises but then have to leave their vans in the Park and Ride.

Noss also has a problem with builder’s vans

Construction traffic has an effect here too. Builders tend to get their vehicles in place early and remain for the day. This causes overspill for more casual users in the rest of the day.

Construction management plans should be beefed up and properly in forced to prohibit the parking of builders vans and skips on public roads and to restrict the unloading times of builder’s vehicles

Construction workers need to share transport, thereby reducing vehicle numbers. Possible Actions

1. Endeavour to identify parking location out of villages 2. Formalise CMP template and process with South Hams to become an enforceable planning condition 3. Meet / discuss with local builders / architects’ the reason for CMPs and to endeavour to obtain agreement that they will support.

Speeding

There should be (20) repeaters in all 20mph areas, especially Stoke Road and Pillory Hill, also (20) signs painted on the road surface as a reminder. The road to should be made 40mph all the way, with repeaters.

I feel strongly that the whole area should have a 20 mph limit, starting at Widey Cross. I also agree with the need for all the above.

Not necessary at Butts Park but certainly required in vicinity of Primary School.

Before providing extra signage, a review of what is there already is essential and then adjust as appropriate. Over signage is counter-productive. speeding groups of cyclists are causing ever increasing risks of collision with other traffic.

Traffic speeds into the village are far too fast. Please consider traffic islands with priority through Butts Park and past Peters Field.

There's a 60mph limit for 200 yards between the 30mph speed limits @ Butts Park and Parsonage Road. Should be 30mph throughout.

Speed humps would work....same as Estover /hospital route

Speeding in Stoke Road is usual. This road is used by pedestrians, mothers and children going to school by the time traffic has reached Archers Close the speed ought to be reduced to 20mph for the remainder of the village. Possible Actions

To meet with and investigate with Devon County Councillor Richard Hosking and the Local Highways Officer:

1. Physical speeding prevention at entrance to Village at Butts Park / top of Parsonage Road – Traffic Island / Chicane or Road Cushion / Hump 2. Flashing signs ( WigWags ) outside the school 3. Vehicle Activated Speeding sign – initially at Butts Park, but moveable around the Village 4. Blanket 20 mph throughout . 5. Noss Mayo is already 20mph, but very little compliance and very poor road signs 6. Addition of Repeater signs ( both pole and road markings ). 7. Communication with major delivery companies to reduce speed through the villages.

HGV's and Delivery Vans

Restrict lorry size entering some areas

Sat navs send vehicles down unsuitable roads. "Ignore your Sat Nav" signs with alternative signage certainly at each end of Widey lane and Middlecombe Lane. No through road sign at Hannaford and a deterrent each end of Foundry Lane

Widey Lane should be closed to large vehicles

A not suitable for HGVs/access only sign on Junket Corner is essential as satnavs always direct traffic this way.

Ban commercial vehicles from Widey lane and Puslich Bridge road.

As for HGV's, they should be prevented from crossing Puslinch bridge with proper signage and all developments should show planning for vehicle size.

"Single Track with passing places" is a good deterrent. Widely Hill should be restricted to cars only.

HGV entry to the Villages (mainly construction traffic) should be permitted by exception and only at specific times. All bulk deliveries for construction should be made to an exchange point at Collaton and then shuttled into the Villages using designated contractor vehicles (flat-bed utility vehicles and small dumpers). These shuttle vehicles should be prevented access into the Villages during the school run times when school busses, parents cars and pedestrians (parents and children) make the area of Parsonage Road, Bridge End Hill, and Stoke Road both congested and dangerous. too many delivery vans in Village

Explosion of online shopping has brought more vans

Synchronised supermarket food deliveries by roads to reduce van numbers

Possible Actions

To meet with and investigate with Devon County Councillor Richard Hosking and the Local Highways Officer:

1. Endeavour to notify GPS / mapping companies of narrow roads that are unsuitable for HGV’s (potentially long term to work through to individual SatNavs ).

2. To investigate funding/process for additional signs on Widey Hill, Puslinch, Pillory Hill and Creekside "Ignore Satnav - single track with passing places" 3. Yellow Lines / Traffic Warden

Only when Coop is restocking when using HGVs

The invisibility of yellow lines which are present on Yealm road but covered in dirt does not help in reducing illegal and irresponsible parking.

Maybe an occasional visit by a traffic warden on an advisory basis as well as perhaps clearer signs and guidance about where you can park and for how long

We need regular enforcement of parking on double yellow lines.

I think the village could employ a parking warden, with the fines going into the village to fund said wardens wage, and more yellow lines (ie by school, co-op and church) and ultimately an out of village car park (park and ride)

In high season only.

Particularly on the slight bend before the Bridgend junction. I have seen a number of larger delivery vehicles stuck their because with the parking there wasn't room.

At present there is no effective enforcement. e.g. 45 minute limits ignored alongside the Dolphin with vehicles left for days continuously. Double yellow lines by the cross ignored so blocking the road.

More yellow lines around Noss village Hall and the Tilley Institute and first section of Passage Road combined with pay and display meters.

Appropriate yellow lines - do not want the villages covered with sign s / yellow lines. Enforcement will be required. Possible Actions

1. To request Highways to implement road cleaning to expose existing yellow lines 2. Request Traffic warden from Devon County Council attend on a regular “irregular times” basis particularly during summer holiday period, Bank Holidays and key weekends 3. Access / Restrictions / Signs

Restrictions, but in summer only, should be considered. Paddleboard companies should have to apply for a permit to offload, valid only at designated points and at designated times.

visiting boats picking up parties of people who leave their cars by the harbour office for weeks on end.

Create a large hatched no parking area for drop off with no cars unattended at top of Yealm Steps yachts based in Plymouth who pick up their crews from the Yealm because parking is free. camper vans have been overnighting there, using free dustbins, water and toilet and shower facilities. Overnight parking should be banned.

At junction of Wrights Lane & Yealm Rd put barrier ...same as Stoke Holiday Park

At Bridgend I note that the road narrows significantly and yet there are no clear parking restrictions here.

A one-way traffic system ˜clockwise” ie up Noss church Hill, past village hall and back through swan and junket corner would be a sensible option and cut back on congestion massively during busy periods. some cars park in what otherwise would be considered passing places and do not consider they might be blocking waste collection lorries, or emergency services.

The passing bay outside Saltwind is used as a parking bay obstructing traffic especially the bus, refuse lorry and builders lorries. Double yellow lines here would be the answer.

The No Through Roads (Passage Road and Hannaford Road) need to be more clearly signed and there should be much more prominent notices that parking and turning are not permitted in Hannaford Road past the tennis courts.

Hannaford lane has been dreadful this year - home owners at Hillside Cottages have been unable to park outside their homes. After visitors find the car park full, they then drive up to park outside our houses even though there is a sign at bottom of road stating no public parking beyond that point. I believe we need a better placed sign so people can read it - not half way up a telegraph pole. They also park in the turning bay which causes complete chaos as no one can turn around.

Parking at Bridgend at narrow spots and near the hairpin bend should be banned and/or restricted to residents of the area. Parking on Passage Wood Road should be banned except in the small parking area near Ferry Cottage turning. Clearer signage would discourage visitors from using this road in the first place, needed owing to the very few passing places.

Children / 5mph warning signs needed Pillory Hill, Creekside Road, Hillhead, Village Hall, Tilley Institute

The option of a one-way system using Widey Hill, and Bridgend Hill should be considered.

We live in a lovely area that is not blighted with excessive "street furniture"; let's keep it that way

We wouldn't like to see a digital sign but yes to flashing lights by the school

Large sign by the Brook - to stop traffic coming along Riverside Road west " No Through Road and No Turning" we have had our guttering knocked down by a "lost" Tesco van

Please include Bridgend Quay and ensure trailers are taken away immediately

No overnight stays in key parking areas unless you've got a resident permit - for permanent residents

There is some signage from the tennis courts upwards that says "no public parking" but it's not hugely visible and is very often ignored. More visible / emphatic signage would be appreciated.

I would like to see specific parking for those living in Dillons. All parking spaces have been taken from us. I would like to see more disabled parking bays in this area as there are 9 residents who are registered disabled and only three bays available. I would like to see people stop exercising their dogs on the grass by car park as they wait for their children.

Residents Parking permits. Different colour for holiday homes. Or consider a plan for Summertime and weekends all year.

Enforcement of the parking restrictions above the car park in Noss Mayo where the council sign indicates 'No public parking or turning beyond this point'. This sign is placed so hardly anyone sees it resulting in parking up past the Coombe cottages and Hillside Cottages which is often irresponsible, leaving no room for emergency vehicles etc.

Suggest the 'No Through Road' sign placed at the start of the Passage Wood road be replaced where it can be seen to discourage so many people setting off only to have to turn at Kilpatricks steps.

"The ""No overnight parking"" order should be re-instated. Some years ago, such an order existed in Yealm Road between International Paints and the Lifeboat House. This prevented ""travellers"" from setting up camp in that area and it had the good effect of preventing yacht people from away and leaving their cars there. The signage fell into disrepair or was illegally removed and this excellent rule was lost."

Elderly Ship Inn customers, etc., would find it easier / prefer driving Stoke Road / Revelstoke Road than Pillory Hill and would greatly welcome helpful signage at Junket Corner!

I suggest the ˜downhill road”, Bridgend Hill to Bridgend - be one way only downwards - whilst Widey Lane be made one way ˜upwards” to Parsonage Road. This may add a little, minuscule, distance between Bridgend and Newton Ferrers but will make the journey much smoother with less shuffling about trying to pass vehicles as the present outdated system causes.

Possible Actions

1. To investigate, with Devon County Council, the implementation of a 2 Hour Parking zone on Yealm Road from the Cinder Path to end of Yealm Road 2. To investigate, with Devon County Council, the implementation of a hatched area on Yealm Road above the Harbour Authority Office– “Unloading only - No Waiting zone “

To investigate introduction of local Byelaw prohibiting overnight camping in Camper Vans / Motorhomes within the villages. 5. Paddle Boards

The facility to park then launch paddle boards without cost or any form of safety oversight has encouraged many from outside the area to visit thereby making it difficult for more local folk (Who pay harbour fees and local taxes) to park near the water. local paddle boarding website putting up about the FREE PARKING AND WATER ACCESS IN NEWTON

Paddleboard hire companies should have to apply for a permit to offload in a public road, valid only at designated points, and at designated times.

"Paddleboards and kayaks (car-top water sport devices) need to be directed by signage at village entrances. Told what is expected of them and how to regularize their activity. Licences need to be issued and rules laid down. Harbour Authority to issue annual stickers to allow use and regulate by mobile inspection. Parish Council should precept for enough funds to cover at least half of the cost of this, to be given to the RYHA . Harbour Authority have enough reserve funds available to set up this regulatory system, which will be partly self funding by licence income.

By making this charge, visiting recreational floaters may be discouraged from visiting the Yealm. This would be a side benefit." Possible Actions

Car Parking

Ideally a proper car park nearer the water is there answer, but where?

A system of alternate side alternate day parking would reduce long term parking

I think visitors should pay to park and to have access to the water with a limit to the parking time.

Angle parking in marked spaces should be considered as a means of increasing the number of available parking places.

Tennis Car Park - Vehicles left for months

Parking increased at the tennis courts.

We need to provide a car park at the entrance to the village for visitors as this is only every going to get worse. We want to welcome people to our village not hound them out.

The car park should be Pay & Display other than for village residents.

Need to double size of carpark at tennis courts, and charge in summer. The field adjoining is large and very infrequently used by many people.

No, it's because at high tide the Ship Inn customers take all of the spaces. Why has it been allowed to develop so much without providing any parking at all.

I think it's much more caused by the Ship Inn which keeps expending and promoting to attract more and more people for further and further away. Noss Mayo shouldn't be the Ship Inn parking!

The other cause of the problem that you don't mention is the Ship Inn, which is too big for the village. While it is a successful business, it inflicts a heavy cost in terms of traffic congestion and parking. In an ideal world, the Ship Inn would agree to limit its bookings at peak times. More practically, the Ship Inn should be asked to manage and/or part finance a Park and Ride facility at its peak times.

Possible Actions

1. Park and Ride outside the village for visitors 2. To investigate opportunities for temporary parking in the village over the summer, Bank Holidays, summer Weekends.

Information and General Village comments

A village information board and map, on a lay-by, possibly near Collaton, that shows facilities and roads that are narrow and only suitable for access, e.g. Passage Wood. Many visitors drive around the village lost, many looking for the Ship.

The 'Harbour' sign is misleading and could be better signed 'Harbour Office'.

What about some action to tidy up the village. It looks a real mess. No one seems to take a pride in the areas around their homes. Clear weeds from the sides of roads and walls. Get the streets swept of leaves and mud. Get the drains cleared. All this leads to flooding in the heavy rain. Newton Hill can resemble a river on occasions! The PC should be badgering the District and County Councils to get out here and start working, we seem to get forgotten. Also, if Bridgend Hill was cut back and the two foot of mud/debris cleared from the sides of the road it would be wider and not cause so much congestion.

Possible Actions

1. Map / Signs at the entrance to the village to help explain and direct visitors 2. Improve Tourist signs a. Harbour Office b. Swan Inn 3.
