Perisai Putih (Besi Putih) Berbingkai Les Merah Melambangkan: Perisai yang berfungsi sebagai pelindung, penangkis, pertahanan jiwa yang suci masyarakat Pulau Morotai sampai kapanpun, dan dalam keadaan apapun, senantiasa membingkai dan terbingkai dalam Negara Kesatuan Republik Indonesia (dalam semangat merah putih). 2. Lapisan Perisai Biru Laut Melambangkan: a. Pulau Morotai sebagai daerah maritim, yang luas wilayahnya melebihi luas wilayah daratan, kaya akan potensi kelautan yang belum teridentifikasi secara menyeluruh. b. Laut juga merupakan sumber penghidupan paling pokok bagi masyarakat Pulau Morotai, yang sebagian besarnya adalah sebagai masyarakat pesisir. c. Pulau Morotai sebagai gugusan pulau terluar nusantara, yang Wilayah lautnya merupakan jalur eksklusif, persis berada pada bibir Samudera Pasifik “Laut Halmahera”, berbatasan dengan wilayah laut Negara Filipina dan laut Negara Amerika. d. Laut Pulau Morotai merupakan pintu pertahanan dan ketahanan Negara Kesatuan Republik Indonesia yang harus diperkuat oleh seluruh elemen bangsa, terutama masyarakat sebagai Komponen Dasar Sishankamrata (Sistem Pertahanan dan Keamanan Rakyat Semesta) dalam memperjuangkan dan mmpertahankan Pulau Morotai sampai kapanpun, tetap dalam bingkai Negara Kesatuan Republik Indonesia. 3. Biru Muda (Biru Langit) Melambangkan: a. Wilayah udara Pulau Morotai merupakan geostrategic bagi Negara Kesatuan Republk Indonesia dalam menjaga stabilitas ketahanan negara b. Pulau Morotai memiliki sejarah wilayah udara yang kuat, dengan landasan penerbangan sekutu terbesar pada jamannya seperti Pitu Strep atau Pitu Guama Air Line pada perang dunia kedua, untuk menciptakan pedamaian dunia, dan kontribusinya terhadap kemerdekaan Negara Kesatuan Republik Indonesia. 4. Pasir Putih Degradasi Hitam (Pasir Biji Besi) Melambangkan: a. Daratan Pulau Morotai maupun gugusan pulau- pulau kecil, di kelilingi hamparan pasir putih dan pasir hitam yang halus, serta memiliki nilai pariwisata pantai yang mempesona sejak dahulu kala, baik bagi masyarakat lokal, maupun internasional. b. Hamparan pasir yang sebagian besarnya adalah pasir hitam, memiliki potensi yang paling besar sebagai biji besi. 5. Pintu Gerbang Putih Melambangkan: Pulau Morotai di simbolkan atau dengan predikat yang melekat secara geografis dan strategis sebagai gerbang pasifik atau gerbang asia pasifik, ini telah dan harus selalu menjadi icon Pulau Morotai sampai kapanpun. 6. Peta Pulau (Pulau Morotai) Melambangkan: Pulau Morotai secara geografis dan strategis merupakan pulau yang menjadi titik perhatian seluruh dunia, karena menjadi fakta sejarah peradaban dan perdamaian dunia pada masanya. Bentuknya yang unik memunculkan beragam interpretasi, beberapa Negara sekutu yang pernah mendudukinya menyatakan dan mempublikasikan Pulau Morotai sebagai pulau kenangan. Pulau dengan warna kuning yang menggambarkan cahaya matahari yang menyinari kegelapan hidup di penjuru dunia. 7. Burung Elang (Godhoba) Melambangkan: Masyarakat Pulau Morotai sejak dahulu kala (jaman bacanga) hingga kini, telah mengidentikan atau mendedikasikan dirinya sebagai lambang keperksaan dan keberanian. 8. Pakata Suku Galela (perahu canga) Melambangkan : Perahu nelayan tradisional dalam memenuhi kebutuhan hidup sehari-hari di laut (tradisi basiu ngawaro/ikan julung) ; sesungguhnya perahu ini juga memiliki sejarah besar dan panjang masa lalu, yaitu perahu canga untuk melakukan ekspansi dan ekspedisi di berbagai wilayah. Sangat dikenal di Jazirah Moloku Kieraha, dari dulu dan sampai kapanpun. 9. Monumen Kemenangan Melambangkan: Monument yang dibuat berbentuk bulat, lonjong, berdiri tegak dengan warna putih (seperti bom peninggalan sekutu tahun 1943), bentuk dasar bertangga 2 dengan warna merah. Secara artistik monument tersebut merupakan bagian dari tonggak peradaban sejarah perang abad ke-2 (oleh tentara sekutu), sampai perebutan Irian Barat ke pangkuan NKRI (oleh Tentara Kesatuan RI). Warna putih dan merah pada monumen ini bermakna “sebuah kekuatan besar yang berkobar dilandasi dengan i’tikad yang suci, demi terciptanya perdamaian dunia”. 10. Parang, Tombak dan Salawaku Melambangkan : a. Parang dan salawaku ataupun tombak dan salawaku merupakan simbol kekuatan dan keberanian suku Galela dan Tobelo dalam mempertahankan diri, wilayah dan negara kesatuan. Simbol ini juga merupakan bentuk kolaborasi integrasi dua suku pada satu ekspresi tarian perang, yaitu cakalele, namun memiliki dua ciri khas gerakan yang menjadi gambaran psikologis masing-masing. b. Tiga jenis komponen alat perang tersebut juga merupakan pengkiasan dari bulan peresmian Pulau Morotai menjadi Kabupaten, yaitu pada bulan Maret/bulan tiga berdasarkan angka bilangan. 11. Pita dan Semboyan (Kasuba) Melambangkan: Ikatan kasuba (pita) putih berbis merah melambangkan tekad dan komitmen masyarakat Pulau Morotai dalam memperjuangkan tegaknya keadilan dan kebenaran di tengah-tengah kehidupan bermasyarakat. 12. Rangkaian Daun Kelapa, Buah Cengkeh, Buah Pala Melambangkan : a. Rangkaian daun kelapa pada sisi kiri dan kanan yang berjumlah 39 helai, rangkaian buah cengkeh pada sisi kiri dan kanan yang berjumlah 20 buah, dan buah pala yang di jajar dengan jumlah 5 buah, rangkaian ini terakumulasi dan terintegrasi, yang total jumlahnya, sama dengan 64 jumlah wilayah desa secara demografis (Undang-Undang Nomor 53 Tahun 2008 Tentang Pemekaran Kabupaten Pulau Morotai). b. Pada jajaran 5 buah pala yang diapit secara simetris oleh susunan daun kelapa dan buah cengkeh, menggambarkan 5 ibukota kecamatan (Kec.Morotai Selatan, Morotai Utara, Morotai Selatan Barat, Morotai Timur, dan Morotai Jaya), sebagaimana tertuang dalam UU No.53 Tahun 2008, Pasal 3 ayat (1) dan (2). c. Jajaran 2 buah pala menghadap ke kiri dan 2 buah pala menghadap ke kanan secara artistik mengapit 1 buah pala yang tegak lurus, melambangka salah satu wilayah kecamatan yang dijadikan sebagai Ibukota kabupaten (sebagaimana tertuang dalam UU No.53 Tahun 2008, Pasal 7). d. Satu buah pala yang terapit secara simetris atau seimbang menggambarkan bentuk keadilan Pemerintahan Kabupaten Pulau Morotai yang harus diwujudkan secara nyata, menuju masyarakat yang sejahtera dan bermartabat. e. Rangkaian simbolik daun kelapa, buah cengkeh dan buah pala, menggambarkan secara kualitatif dan kuantitatif bagian dari potensi perekonomian masyarakat, yang mendukung keberlangsungan hidup dan penghidupan sehari-hari. f. Buah cengkeh yang disusun pada bagian kiri dan kanan berjumlah 20 buah dikiaskan pada tanggal peresmian Pulau Morotai menjadi kabupaten. 13. Bintang Warna Kuning Melambangkan: Nilai-nilai ketuhanan yang termanifestasi pada wujud keberagamaan, perilaku masyarakat berbudaya, yang meletakkan perbedaan salah dan benar atau baik dan buruk serta memelihara lingkungannya. 14. Angka Tahun Melambangkan Sumber dasar pijakan pembangunan Kabupaten Pulau Morotai yang mengacu pada tahun penetapan Undang- Undang No 53 Tahun 2008 tentang Pemekaran Kabupaten Pulau Morotai, pada tanggal 26 November 2008. 15. Semboyan a. Awalan PO yang terdapat dalam kalimat semboyan ini menunjukkan kata kepunyaan yang jamak. Kata Dasar DIKI berarti topang dan kata Rigaho terdiri dari kata RI yang berarti himbauan, ajakan atau seruan secara bersama-sama, kata GAHO yang berarti membawa. Kata DE yang digunakan berfungsi sebagai kata penghubung seperti kata “dan”. b. Menurut istilah, kalimat PODIKI DE PORIGAHO merupakan kalimat yang saling mengajak pada sebuah proses yang kompleks ataupun komprehensif dan aktif antara satu sama lain untuk mencapai tujuan dan harapan yang dicita-citakan, yaitu “kita saling menopang dan selalu dalam kebersamaan, membentuk pemerintahan daerah yang kuat, bersatu dan bermartabat di segala bidang”. (1) Warna putih dalam perisai segi lima melambangkan kesucian dan pengamalan nilai-nilai Pancasila dan kearifan budaya dalam kehidupan bermasyarakat, berbangsa dan bernegara. (2) Hibua Lamo berwarna putih bersih dengan 4 (empat) tiang penyangga berwarna hitam bermakna rumah adat masyarakat Pulau Morotai yang artinya rumah besar yang dapat mempersatukan semua jenis etnis dengan perbedaan suku dan ras dalam satu atap agar tetap menjaga persatuan dan kesatuan sehingga tidak mudah dipermainkan oleh siapapun yang ingin merusak tatanan dan norma pendidikan, harmonis dan demokratis yang telah dibina selama ini. Pita merah putih bertuliskan Hibua Lamo bermakna keberanian dan kesucian Pulau Morotai untuk membela, mempertahankan Negara Kesatuan NKRI. (3) Angka 2003 bermakna sebagai tahun terbentuknya Kabupaten Pulau Morotai. Lambang Daerah memantulkan berbagai jalinan warna yang serasi memberikan makna: a. Putih bermakna kesucian, persatuan

This study aimed to analyze the percentage of coral The rate of sediment cover and the sediment rates in the reclamation area of Daruba City, Morotai Island Regency. This research was carried out in Morotai November 2019 using the LIT method to calculate the percentage of coral cover and sediment trap to retrieve sedimentation data. The sediment trap was placed in the bottom waters for 14 days. Stratified filtering was used to separate the sediment, and analytical scales were used to measure dry sediment weight in grams. Sediment sample testing was conducted in the laboratory of the Faculty of Fisheries and Marine Sciences, Khairun University, Ternate. Measurement data were analyzed to calculate the percentage of coral cover and sediment rate analysis. The analysis showed that the percentage of live coral cover was in the range of 10.8 - 20.52%, this value indicates the condition of coral reefs in the waters of the village of Daruba and the waters of the reclaimed development area of the city of Daruba were in the poor category.

Method used to analyze the issue is case study approach in Naval Base on Morotai and Ternate, North Maluku and Ternate Ditpolair, and Satker PSDKP on Ternate and Morotai. Data collecting, using observation techniques, interviews, and literature reviews. Data analysis using qualitative method approach. The results indicated that conflict of inter-sectoral maritime institutions in activities controlling of foreign illegal fishing in Morotai Island marine caused by violation of the Joint Agreement Charter (PKB), lack of coordination with local government, and sectoral ego of inter-sectoral institutions. Wijayanto, [email protected] Abstract. Morotai Island is the outermost region of Indonesia which has natural beauty and has the potential to be developed as a world-class marine tourism destination. The purpose of this research was to develop a marine tourism development strategy in Morotai Island Regency. This research used SWOT analysis, TOWS matrix and QSPM to develop alternative strategies and priority strategies for marine tourism development in Morotai. The data collection was carried out through observation, interview, and literature study. The results showed that the priority strategies for developing marine tourism in Morotai are human resource development; development of a portfolio of marine tourism destinations; infrastructure development; environmental management and disaster mitigation; positive image building; investor gathering; building of a clean and environmentally friendly culture; and transportation and accommodation services development. Indonesia is the largest archipelago country in the world with 17,504 islands (KKP 2018). Ibrahim, Bakri Lasuhu, Rahmat Suaib Abstract: The purpose of this study is to analyze, identify and explain, how far are the elite interests in the regional leadership council (DPW) of Partai Amanat Nasional (PAN) of North Maluku in power contestation of an internal party, and to find some factors causes that conflict. The method used is descriptive qualitative by using case studies which means that the research was done intensively, thoroughly, and deeply to an organization, institution, or certain phenomena. The data collection techniques used are observation techniques that observe the objective conditions in the field, interviewing actors involved in internal elites conflict and documentation. The results show that first, the varied pull of interests (regional election, legislative election, and presidential election) near ahead turnover of DPW PAN North Maluku is the starting point for the birth embryonic body of party internal conflict. Second, the conflict cause is a result of strengthening pragmatism attitudes of the party elite, such as the race for leadership, the utilization of caretaker position, as well as non-compliance towards party’s norms and the intervention of central council of DPP PAN in process. Third, a logical consequence of open internal conflict is the exodus of thousands of party cadres (including such potential cadres) to another party. This study used the qualitative approach based on a case study in Morotai Island Regency. The results of this study indicate that the local government of Morotai established two strategic policies to control illegal fishing activities, including proposing Morotai Island as a Special Economic Zone (ZEK), and developing a Community-based surveillance system (Siswamas). These two are expected to be able to fight off illegal fishing. Geographically, Morotai Island takes up a strategic position on the lip of the Asia Pacific trade route at coordinates 2000 to 2040 North Latitude and 128015 to 128040 East Longitude. The administrative boundaries are north by the Pacific Ocean, west by the Sulawesi Sea, east by the Halmahera Sea, and south by the Morotai Strait.

The result showed that entitling of the island in Morotai Island Regency referred to some indicators: (1) Entitling the islands based on Morotai Islands Regency: Pulau Babi/Tabisasu, Bobongone Maharum, Burung, Dodola Besar, Dodola Kecil, Galo-Galo Besar, Galo-galo Kecil, Jujurum, Kacuwawa, Kapa-kapa, Kokaya, Kolorai, Loleba Kecil (Loleba means rope that is used to tie housetop), Lum-lum (name of a kind of mushroom), Mitita Karang, Morotai (Moro means supernatural creature/sacred person/wind) (Tai means there), (Morotai means there is a supernatural creature/sacred person/wind there), Ngele-Ngele Besar (Ngele-ngele means rope that is used to hang fishes up), Ngele-Ngele Kecil, Pelo Patok, Rao, Rube-rube (rube-rube means water/jar for water), Ruki-ruki (name of a tree), Saminyamau, Sarang Burung Besar, Sarang Burung Kecil, Tabailenge, Tanjung Garam Besar, Tanjung Garam Kecil, and Zum-zum, (2) Name sare correlated with vegetation of trees, animal, and based on the origin of certain creature.

This study was conducted to formulate the strengthening concept of Morotai Island Regency‘s identity by finding the potential power of historical tourism. This research is conducted by reviewing the historical tourism potential development with descriptive method and qualitative approach. Analysis is done by discussing the aspect of tourism development in Morotai Island District, then by analysing the opportunity for improvement (OFI) and action for improvement (AFI), by using Kevin Lynch theory of “image of the city element“ as its framework. The results show that World War II historical tourism development can be implemented in order to strengthen the identity of Morotai Island, as tourism destination. Penelitian ini dilakukan untuk menjawab bagaimana rumusan konsep penguatan identitas Kabupaten Pulau Morotai dengan terlebih melihat pada potensi kekuatan wisata sejarah.
