T E R N A T E – September 01, 2021. Lion Air (JT flight code), Wings Air (IW flight code), Batik Air (ID flight code) member of Lion Air Group said that the entire implementation of Lion Air Group flight operations while maintaining safety, security, and comfort (safety first). And have run according to health protocol guidelines. In connection with the terms and conditions required for each prospective passenger who will carry out air travel (flights) during the Corona Virus Disease 2019 (Covid-19) pandemic alert period, current period: 01 – 06 September 2021. RT-PCR and RDT-ANTIGEN Health Tests a) Please pay attention to the validity period of negative health test results according to the provisions and destination areas b) Examination/ testing of Covid-19 samples in laboratories affiliated (registered) in big data New-All Record (NAR) at the Ministry of Health. c) Rt-PCR and RDT-ANTIGEN results will be included in the data and integrated with the PeduliLindungi application. 4. Aplikasi (Digital) untuk Perjalanan Udara The PeduliLindung application displays/shows (integrated) data on Covid-19 test results and national vaccination data. Passengers have expected to download (download) and register (filling) PeduliLindungi applications through smartphones (smartphones) respectively from the Google Play Store or the Apple Store or accessible https://pedulilindungi.id/. After sampling and testing RT-PCR results, each prospective passenger will get a certificate of health test results electronically (digitally), containing valid data and an integrated platform. Note: the application Pedulilindungi so that the charging process e-HAC, which is already running, will not apply again (switct/fused to the application Pedulilindungi). The main objectives of digitizing air travel documents include: a) Used to check the completeness of travel documents, so that prospective passengers are more practical and easy, do it through this application, because all health documents have integrated. b) Speed up the verification process, c) Prevent and minimize unwanted things such as counterfeiting of health test results or vaccine certificates, d) Health protocols are well maintained and implemented (no need to jostle when checking the completeness of travel documents). 6. Transit (Short Stopover) and Transfer (Move Aircraft) a) Passengers who transit and transfer are still in the waiting room area (not exiting the airport), then do not follow PPKM Level 4, Level 3, Level 2, and Level 1. b) Passengers transiting and transferring out of the airport must follow the applicable PPKM provisions. 7. This study aimed to analyze the percentage of coral The rate of sediment cover and the sediment rates in the reclamation area of Daruba City, Morotai Island Regency. This research was carried out in Morotai November 2019 using the LIT method to calculate the percentage of coral cover and sediment trap to retrieve sedimentation data. The sediment trap was placed in the bottom waters for 14 days. Stratified filtering was used to separate the sediment, and analytical scales were used to measure dry sediment weight in grams. Sediment sample testing was conducted in the laboratory of the Faculty of Fisheries and Marine Sciences, Khairun University, Ternate. Measurement data were analyzed to calculate the percentage of coral cover and sediment rate analysis. The analysis showed that the percentage of live coral cover was in the range of 10.8 - 20.52%, this value indicates the condition of coral reefs in the waters of the village of Daruba and the waters of the reclaimed development area of the city of Daruba were in the poor category.

    INTERNATIONAL JOURNAL OF SCIENTIFIC & TECHNOLOGY RESEARCH VOLUME 6, ISSUE 10, OCTOBER 2017 ISSN 2277-8616 Inter-Sectoral Conflicts Of Maritime Institutions In Activities Controlling Of Foreign Illegal Fishing In Morotai Island Marine Muhlis Hafel Abstract: This research aims to describe and understand in detail the inter-sectoral conflicts of maritime institutions, namely, Indonesian National Armed Forces (TNI AL), Directorate of Marine Police (Ditpolair), and Marine Resources and Fisheries Supervisory Work Unit (PSDKP Satker), in activities controlling of foreign illegal fishing in Morotai Island marine. Method used to analyze the issue is case study approach in Naval Base on Morotai and Ternate, North Maluku and Ternate Ditpolair, and Satker PSDKP on Ternate and Morotai. Data collecting, using observation techniques, interviews, and literature reviews. Data analysis using qualitative method approach. The results indicated that conflict of inter-sectoral maritime institutions in activities controlling of foreign illegal fishing in Morotai Island marine caused by violation of the Joint Agreement Charter (PKB), lack of coordination with local government, and sectoral ego of inter-sectoral institutions. Wijayanto, [email protected] Abstract. Morotai Island is the outermost region of Indonesia which has natural beauty and has the potential to be developed as a world-class marine tourism destination. The purpose of this research was to develop a marine tourism development strategy in Morotai Island Regency. This research used SWOT analysis, TOWS matrix and QSPM to develop alternative strategies and priority strategies for marine tourism development in Morotai. The data collection was carried out through observation, interview, and literature study. The results showed that the priority strategies for developing marine tourism in Morotai are human resource development; development of a portfolio of marine tourism destinations; infrastructure development; environmental management and disaster mitigation; positive image building; investor gathering; building of a clean and environmentally friendly culture; and transportation and accommodation services development. Ibrahim, Bakri Lasuhu, Rahmat Suaib Abstract: The purpose of this study is to analyze, identify and explain, how far are the elite interests in the regional leadership council (DPW) of Partai Amanat Nasional (PAN) of North Maluku in power contestation of an internal party, and to find some factors causes that conflict. The method used is descriptive qualitative by using case studies which means that the research was done intensively, thoroughly, and deeply to an organization, institution, or certain phenomena. The data collection techniques used are observation techniques that observe the objective conditions in the field, interviewing actors involved in internal elites conflict and documentation. The results show that first, the varied pull of interests (regional election, legislative election, and presidential election) near ahead turnover of DPW PAN North Maluku is the starting point for the birth embryonic body of party internal conflict. Second, the conflict cause is a result of strengthening pragmatism attitudes of the party elite, such as the race for leadership, the utilization of caretaker position, as well as non-compliance towards party’s norms and the intervention of central council of DPP PAN in process. Third, a logical consequence of open internal conflict is the exodus of thousands of party cadres (including such potential cadres) to another party. DPW PAN North Maluku failed again in North Maluku governor election period 2013-2018 in carrying Muhajir-Sahrin pairs candidate.

This study used the qualitative approach based on a case study in Morotai Island Regency. The results of this study indicate that the local government of Morotai established two strategic policies to control illegal fishing activities, including proposing Morotai Island as a Special Economic Zone (ZEK), and developing a Community-based surveillance system (Siswamas). These two are expected to be able to fight off illegal fishing. Geographically, Morotai Island takes up a strategic position on the lip of the Asia Pacific trade route at coordinates 2000 to 2040 North Latitude and 128015 to 128040 East Longitude. The administrative boundaries are north by the Pacific Ocean, west by the Sulawesi Sea, east by the Halmahera Sea, and south by the Morotai Strait.
