Federico Pilati, Flavio Piccoli The construction of M5S imaginary through social media: what has the role of the Directorate been? Over the last decade, the term populism has become increasingly popular. However, due to the mutability of populist movements and the diversity of the contexts in which they have developed, it has been difficult to place the different manifestations of the populist phenomenon within a single ideology. In fact, a populist narrative seems to resort to the cultural toolkit at its disposal, drawing from time to time on different components of the social and cultural environment in which it is immersed, without being crystallized in a coherent and static ideology. From this perspective, populism can therefore be traced back to the type of discourse used to frame a political event, in which the narrative component of the discourse is used strategically – or adaptively – to constitute a multifaceted and contradictory political identity to which everyone can refer even if not all the instances are shared. To investigate the hypotheses regarding the role of online communication in the construction of such populist narratives, we will analyse all the tweets produced by the three best known representatives of the Five Star Movement (Alessandro Di Battista, Luigi Di Maio and Raffaele Fico) from 2013 to 2019 by means of computational techniques. Starting from the works that have already defined the communicative style of the founder Beppe Grillo, our goal is to shift the attention to the Directorate, the plural leadership of the Five Star Movement innovative organizational structure and understand its role in the construction of the social imaginary connected to the party.

    Neo-Populism: Applying Paul Taggart’s Heartland to the Italian Five Star Movement and League parties Amedeo Varriale Abstract: In the early 2000s the British academic and expert in the field of populism, Paul Taggart, conceptualised the heartland – which he defined as ‘a version of the past that celebrates a hypothetical, uncomplicated and non-political territory of imagination.’ The idea is that populists envision this return to an almost utopic, laborious, morally pure, and culturally homogenous ‘place’ where professional political administration is not completely rejected but certainly kept at a minimum. Applying Taggart’s heartland to leaders and parties allows us to build on an efficient comprehension of specific uses of populist dialogue, as well as their general discursive styles and political narratives. Those who have capitalised on the current populist zeitgeist (a term Cas Mudde often uses), such as the American President Donald J. Trump, have mobilised masses by implicitly calling for a return to the heartland with slogans such as ‘Make America Great Again’. However, Trump is not the only politician who has discursively framed the concept of heartland in the twenty-first century. Interestingly, the heartland can also be applied to ‘right-wing’ national- populists and ‘left-wing’ techno-populists in Italy. The League, believes that with their involvement, their country can return to be a safer, more stable, hard-working, producerist society. Similarly, the Five Star Movement pressures the elites for a more virtuous, honest, and transparent way of doing politics through the digital web and direct democracy practices. Those values are the ones that shape their idea of heartland.

A handful of specialists and enthusiasts love to talk of its Machiavellian intricacies for hours on end, but most people, especially north of the Alps, not only do not understand it, but see no reason why they should care to understand it. Today there are at least three reasons why they should. First, in Italy the crisis of the political establishment that is now evident in many advanced democracies has begun a quarter century ago. This means that the country is further down the road of the democratic malaise – it is a laboratory and a bellwether. Second, Italy is the first country from within the historical core of the European community to be governed by anti-establishment parties. Third, its politics represents the greatest threat to the stability, or possibly even the existence, of the common European currency. Founded in 2010 in a University that has a very strong international vocation, the LUISS School of Government aims at easing the connection between Italy and the world outside it. It aims at preparing the future Italian public elite to the complexities of an ever more integrated planet, and at providing first-class education to non-Italian students in Italy’s capital city. SoG professors have often helped non-Italian journalists and newspaper readers understand Italian politics. Thus, it seems only natural to me that, also in preparation of the coming European elections, the LUISS SoG should offer a monthly report on Italy that provides an interpretation of the country’s recent political events, and makes an educated guess about what happens next.

    THE NEW GEOPOLITICS MAY 2020 EUROPE PLAYING WITH FIRE Italy, China, and Europe GIOVANNA DE MAIO BROOKINGS – ROBERT BOSCH FOUNDATION TRANSATLANTIC INITIATIVE PLAYING WITH FIRE Italy, China, and Europe GIOVANNA DE MAIO EXECUTIVE SUMMARY The most significant event for Italian foreign policy in 2019 was the signing of a Memorandum of Understanding (MoU) with China endorsing the Belt and Road Initiative (BRI), which marked a break in the ranks of G-7, raising important concerns from Washington that Italy would become an entry point for Chinese influence in Europe. In reality, Chinese investment in Italy’s key industries, including energy and telecommunications, has been growing since 2013. Chinese foreign direct investment in Italy is also significantly lower than in other major European economies such as Germany and France, which have not endorsed the BRI but have secured important trade and investment deals with Beijing. Due to Italy’s difficulties in attracting investment because of high taxation and bureaucracy (among other factors), Italy’s decision to sign the MoU on the BRI is an attempt to gain advantages over its European competitors to attract Chinese investment and address longstanding economic stagnation. On top of these existing issues, the devastating economic impact of the COVID-19 pandemic (a 9.1% drop in GDP for 2020 is forecast by the International Monetary Fund) risks pushing Italy further into China’s arms. There are indeed mechanisms on both national and European levels to protect against foreign investment in strategic sectors, while different views on China in the Italian political landscape have led to more decisive actions to restrict the development of a 5G wireless network through Chinese technology.

Italy is no exception. Since the 2013 Italian general election, scholars have wondered wether the electoral successes of the Five Star Movement (FSM) marked the end of the so-called Italian Sec- ond Republic. This paper analyses the electoral performance and the transformation of the Five Star Movement on both local and national levels. First, I will briefly overview the characteristics of the FSM in relation to the main conceptual dimensions of populism. Secondly, I will examine the electoral history of the FSM from its foundation till the 2017 administrative elections round. Thirdly, I will focus on the territorial strengthening at the local level and on the geographi- cal consolidation of the FSM electoral support.     GENERAL ELECTIONS IN ITALY 04th March 2018 European Populist parties ahead in the Italian Elections monitor parliamentary elections Corinne Deloy Two parties won the parliamentary elections on 4th March in Italy: the 5 Stars Movement (M5S) and the Northern League (Lega). The M5S, a populist party led by Luigi di Maio Results confirmed its place as the peninsula’s leading party. It won 32.68% of the vote, a score higher than in the previous parliamentary elections on 24th and 25th February 2013. The right coalition formed by Forza Italia (FI), the party of former President of the Council (1994-1995, 2001-2011), Silvio Berlusconi, the League (Lega), a populist, anti-European, xenophobic party led by Matteo Salvini and the Brothers of Italy (FdI), led by Giorgia Meloni – came out ahead in the parliamentary elections. Together these parties won 37% of the vote but they failed to win the absolute majority. Within this coalition the League easily drew Free and Equal (LeU), the left party against ahead of Forza Italia winning 17.37% of the Matteo Renzi founded by the outgoing leader vote. Relinquishing his regionalist demands of the Senate Pietro Grasso, won 3.39% of the Matteo Salvini undeniably won his wager of vote. making his party a National League (Italians First).
