INDEX 169 PREFACE Northern California Grantmakers and the Regional Oral History Office of The Bancroft Library at the University of California at Berkeley are pleased to present the first installment of a series of twelve oral histories documenting the growth and development of Bay Area philanthropy during the last twenty- five years. It is our hope that these memoirs will both preserve a record of the experiences and philosophies of selected senior members of the philanthropic community, and encourage greater understanding and discussion of the traditions of charitable giving. The starting point for this series was an earlier project of the Regional Oral History Office, completed in 1976, which documented Bay Area foundation history in the 1930s and 1940s, and the evolution of issues and leadership in the 1950s and 1960s. The new series will focus on the significant changes which have occurred since that time, including the tremendous growth in corporate giving, changes in the role of the government in supporting the arts and human services, and increased collaboration among grantmakers . Selection of prospective interviewees for the project involved many hard choices among outstanding persons in Bay Area philanthropy. The final selection was made by The Bancroft Library, arid reflects the broad spectrum of grantmaking organizations and styles in the Bay Area. The guiding principal has been to preserve a record of the thinking and experience of men and women who have made significant contributions in shaping the philanthropic response to the many changes which have occurred over the last twenty- five years. ii Overall guidance for the project has been provided by an advisory committee composed of representatives from the philanthropic community and the U.C. Berkeley faculty. The advisory committee is particularly indebted to Florette White Pomeroy and John R. May, whose enthusiasm, leadership and wise counsel made the project possible. The committee is also grateful to the eleven foundations and corporations which generously contributed the necessary financial support to conduct the project. Members of the advisory committee and the contributors are listed on the following pages. The director for the project is Gabrielle Morris, who conducted the previous project on the history of Bay Area foundations.     By Blanca Alvarado In his 1965 address to Congress proposing the Voting Rights Act, President Lyndon B. Johnson declared, “At times history and fate meet at a single time in a single place to shape a turning point in man's unending search for freedom. So it was at Lexington and Concord. So it was a century ago at Appomattox. So it was last week in Selma, Alabama.” A joining of history and fate for the Latino civil rights movement occurred 13 years earlier during the first unlikely encounter in San Jose between a 25-year old Cesar Chavez and Fred Ross, the San Francisco native who Chavez would later credit with “training me and inspiring me and being my hero [and] best friend.” Governor Brown just announced Ross’ induction into the California Hall of Fame. According to Chavez’s eulogy for Ross in 1992, only seven months before his own death, Ross “was about the last person I wanted to see” in the hard-scrabble eastside San Jose barrio of Sal Si Puedes (Get Out If You Can), where Chavez and his family first came as migrant farm workers in the late 1930s. Ross arrived in Sal Si Puedes during spring 1952 to organize a chapter of the Community Service Organization, a fledgling Latino civil rights group sponsored by Chicago community organizer Saul Alinsky. At first Chavez thought Ross was a gringo university student or professor using Sal Si Puedes for research and posing insulting questions. Still, Ross looked different. He was tall and slender, wore rumpled clothing and drove an old beat-up car.

I first learned of Fred Ross, Sr. in 1972, when I began ministry in East Los Angeles. I’m a Catholic sister, and a member of the Sisters of Social Service of Los Angeles. I began working in East LA as a parish social worker in the early 1970’s, and soon encountered the stories and experiences that brought me to know and respect the work of Fred Ross, Sr. So many of the conversations I had with people in the neighborhoods, communities and churches in East LA were filled with stories of how their East LA communities overcame discrimination and voter suppression as a result of the organizing training they received from Fred Ross, Sr. I learned that Fred had been hired in 1947, by Saul Alinsky of the Industrial Areas Foundation, to come to East Los Angeles and work for the Community Services Organization (CSO). He trained thousands of local Latino leaders in East LA to organize, and taught organizing skills and strategies to many young activists like Cesar Chavez, Dolores Huerta, Eliseo Medina and Cruz Reynosa. Most of these many leaders, both local and national, went on to become champions for economic and social justice issues at home and all across the US.

    "Cesar Chavez's Early Connection to Ventura County” presented by Dr. Frank Barajas, Assistant Professor of History, on the campus of CSUCI in Malibu Hall 140 on March 27, 2007 In that community we have these people creating their own community even though they are being uprooted from their homes in different parts from Ventura County. One of the individuals that was very important to all of this in terms of Cesar Chavez’s emergence was Fred Ross. Fred Ross during the 1930’s worked for the farm security administration; he worked the weed patch farm worker camp in the San Joaquin Valley, by Bakersfield. He saw how the growers really worked against the interest of the farm workers. He, after the great depression, worked for what is known as the Community Service Organization, the CSO, and the CSO would actually recruit Cesar Chavez to work; to be an organizer. Fred Ross writes a book, if you want to read a really good book about Ventura County, specifically about Oxnard, the labor movement, and Cesar Chavez’s origins, you should read Fred Ross’s “Conquering the Goliath,” Goliath being the agricultural industry here in Ventura County. They had control of all the major institutions, they probably still do; I shouldn’t speak in past tense. They had control of all the major institutions; school boards, for example, sheriff’s departments, the courts, churches, newspapers. So any time there was a threat to the interest of agriculture all these institutions came into line and created a Goliath. Hence the title, “Conquering Goliath,” and Cesar Chavez challenged Goliath, being David and was able to win and beat the power of this large industry.

Both Dolores Huerta, former lead organizer for Cesar Chavez (whom Fred Ross, Sr, brought into the organization) and Cruz Reynoso, former Associate Justice of the California Supreme Court, support this nomination (and recommended the idea to Fred Ross’s son, Fred Ross, Jr.). I have spent my whole adult life as an organizer, creating Midwest Academy (a training center for organizers), as founding director of the NAACP National Voter Fund (running a very large get out the vote program in 2000), directing the AFL-CIO’s Health Care Campaign, setting up the campaign for Comprehensive Immigration Reform, directing the campaign for the first budget of President Obama, and directing Americans for Financial Reform (that won the Dodd/Frank financial reform bill), among other organizing efforts. So I have a sense of and admire extraordinary organizing. No one in this country has had a greater impact as an organizer than Fred Ross, Sr. And he is a remarkable embodiment of the best values of this country—and the struggle for freedom, justice and democracy. He mentored both Dolores Huerta and Cesar Chavez (as they both acknowledged). He worked in the migrant labor camps and with Japanese Americans in internment camps in WWII organizing community support to combat war time hysteria and prejudice. He worked to help newly released internees find employment and housing in both Cleveland and later in San Francisco.

This organization affiliated with the Agricultural Workers Organizing Committee in 1966 to become the United Farm Workers Organizing Committee (UFWOC).     The President c/o Julie Chavez Rodriguez, Associate Director of Latino Affairs and Immigration for the Office of Public Engagement President Barack Obama The White House Dear Mr. President, During the 2008 presidential campaign, some of your opponents snidely referred to your role as a community organizer. They shamefully belittled that profession which can so uniquely unite communities and lead people from hopelessness to active participation in civic life. Today I write to ask you to honor the role of the organizer by honoring a largely unsung hero. I urge you to confer the Presidential Medal of Freedom posthumously on Fred Ross, Sr. Fred gave most of his life to incredibly effective organizing: training leaders to organize their communities to rise above discrimination, poverty and hopelessness. You will have heard from others about Fred’s organizing of the Community Service Organizations in Latino communities in Arizona and California starting in the late 1940ís and of his history-changing role in training and mentoring Cesar Chavez and countless other leaders of the United Farm Workers union. I was lucky to part of one of the last groups of organizers trained by Fred in the early 1980ís as part of a campaign of young people working to change U.S. policy toward Central America from support for repressive governments to support for a peaceful and just end to years of conflict. I will always be grateful for the tools Fred provided which allowed so many of us to go on to organize in many different ways for a more fair and just world, in our own country and beyond.
