Lag 1% PROTOCOL of the 29"' Negotiations between the Delegation of the Government of Greenland and the Delegation of the Russian Federation on Fishery Relations for 2021 l. In accordance with the Agreement between the Government of the Russian Federation on the one side, and the Government of Denmark and the Home Rule Government of Greenland on the other side, on ñsheries relations between the Russian Federation and Greenland signed on March 7, 1992, the 29”' Negotiations between the Delegation of the Government of Greenland and the Delegation of the Russian Federation on Fishery Relations (hereinafter referred to as “Consultations”) took place by videoconference in Moscow, the Russian Federation, and in Nuuk, Greenland, on 3-4 December, 2020. The list of delegations' participants is given in Annex l. 2. The Parties agreed on the following Agenda: Opening of session Adoption of agenda Status of ñshery resources of the Barents Sea, West and East Greenland Exchange of statistical data on catches in the Exclusive Economic Zone of the Russian Federation in the Barents Sea and in the Fishery Zone of Greenland 5. Technical regulatory measures for fish and shrimps. Unified conversion factors for fish products Discussion on ñshery results and implementation of and compliance with tishery rules. Catch logbook Consultations on Electronic Data Exchange Discussion of scientific and technical Cooperation of interest to both parties . Establishment of rnutual quotas for 2021 10. '*°.°°?3 The Parties agreed to establish the following joint Working Groups: on scientific Cooperation; on monitoring and surveillance and a protocol group. 3. Status of fishery resources of the Barents Sea, West and East Greenland The Russian Party informed the Greenlandic Party of the status of stocks of the maj or commercial fish species in the Barents Sea, and noted that there is a trend towards a decrease in the ñshable and spawning stocks of North East Arctic cod and haddock, but the stocks are still above the SSBMGT. The biomass of shrimp is above MSY Btrigger, however it has declined since 2019. The Russian Party noted that there has been a reduction in the survey area of Irminger Sea pelagic redñsh. The stock is currently surveyed within less than a half of the initial survey area. The assessment of Irminger Sea pelagic redfish revised by Russian scientists, taking account of the reduced survey area, indicates that the stock is above the reference points. The assessment results were presented to ICES. The Greenlandic Party informed the Russian Party of the status of the Greenland halibut stocks in East and West Greenland, the redfish stocks in East Greenland and pelagic redfish in the Irminger Sea. The East Greenland halibut stock in total shows some signs of increase and catch rates in East Greenland are high in the Fishery Zone of Greenland. The West Greenland halibut âë stock is stable. Both stocks are fished at an appropriate level. The spawning-stock biomass (S SB) of golden redfish (Sebastes norvegicus) has increased the last decades but is declining again due to low recruitment. Fishing mortality (F) has declined in the last two decades but is still above FMsy. The ICES advice for 2021 is a little lower than in 2020, but the stock is considered to be in a good shape. The demersal redfish (Sebastes nzentella) on the Greenland slope is still at a low level and advice is unchanged from 2020. ICES advised no catch in 2021 for the pelagic redñsh stocks in the Irminger Sea. 4. Exchange of statistical data on catches in the Exclusive Economic Zone of the Russian Federation in the Barents Sea and in the Fishery Zone of Greenland The Parties exchanged their statistical data on national catches within the Exclusive Economic Zone of the Russian Federation in the Barents Sea and in the F ishery Zone of Greenland in 2019 and preliminary catch data for the year 2020 to date. For the purpose of operative control and exchange of statistical information the Parties agreed to provide, on a monthly basis, data on catch by Russian and Greenlandic fishing vessels in the zones of each other. This information should be sent by the Greenlandic Party to the Severomorskoe Territorial Department, Murmansk, fax No. + 7 8152 798l26e-mail: [email protected], and to the Murmansk Branch of FGFI “Centre of Fishery Monitoring and Communication” by e-mail: [email protected], and by the Russian Party to the Greenland Fisheries Licence Control (GFLK), Nuuk, Greenland to fax No. +299 346063, e-mail: [email protected] and to the Greenland Coastguard to fax +29936 40 99, e-mail:[email protected]. Greenlandic vessels fishing under Russian quotas transferred to the Norwegian Economic Zone shall inforrn the Severomorskoe Territorial Department on a Weekly basis about their entries, exits and catch in the Norwegian Economic Zone. The Russian Party noted that reports sent by masters of Greenlandic vessels must include catches taken only under the Russian quota. There should be no aggregated catch under Russian and Norwegian quotas in the reports. The Parties agreed that any catch reports submitted by Greenlandic vessels shall contain the number of the Russian permit/licence to han/est (fish) aquatic biological resources under which the catch has been taken when they fish inside or outside the Exclusive Economic Zone of the Russian Federation. Non-compliance with such reporting requirements shall be considered as an infringement. The Greenlandic Party informed that for the purpose of compliance by Greenlandic vessels with the procedure for reporting the catch of aquatic biological resources under the quota allocated by the Russian Party, the relevant requirement will be stipulated in fishing permits issued by the Greenlandic Party when licensing its own vessels. For the Convenience of masters of Greenlandic ñshing vessels in sending catch reports when they fish the Russian quota, the Russian Party proposed to use the “Catch Report when ñshing inside the EEZ of the Russian Federation” and “Catch Report when ñshing Russian quota outside the Russian EEZ” forms (Annexes 5 and 6). 5. Technical regulator-y measures for fish and shrimp. Unified conversion factors for fish products For the Exclusive Economic Zone of the Russian Federation: Cod and haddock Sorting grids are mandatory for use in cod and haddock trawl ñsheries in the Exclusive Economic Zone of the Russian Federation in the Barents Sea. The applied Sorting grids must be in confonnity with technical specifications established earlier on the basis of the minimal distance between bars of 55 mm. It is allowed to use ñne-meshed netting and materials for guiding parts of Sorting grids. The unified minimum mesh size of bottom trawls in cod and haddock Fisheries in the entire area of their distribution is 130 mm. The minimum fish sizes are as follows: 44 cm for cod and 40 cm for haddock. A total by-catch of cod, haddock and saithe below the minimum fish size is allowed of up to 15% of the total number of cod, haddock and saithe from each individual haul. Decision on closing or opening of ñshing areas shall become effective 7 days after the Parties have notiñed each other of the decision. Decision on the closing or opening shall immediately enter into force for vessels, which receive information on the decision directly from responsible authorities. It is forbidden to use mid-water trawls in cod ñshery. Before the end of the day it is allowed to make corrections of records in a catch logbook relating to the previous day. Northern Shrimp A minimum mesh size in bottom trawls used in Northern shrimp ñsheries is 35 mm. The use of Sorting grid with a maximum bar spacing of l9 mm is mandatory in all cases of ñshing for Northern shrimp in the Exclusive Economic Zone of the Russian Federation. It is allowed to use a reinforcement net on trawls when fishing for Northern shrimps provided that the mesh size of chafer is not less than 80 mm. A by-catch of juvenile cod in Northern Shrimp ñshery should not exceed a total of 800 individuals per l tonne of Northern Shrimp; by-catch of juvenile haddock should not exceed 2000 individuals per l tonne of Northern shrimp. A by-catch of juvenile redfish should not exceed 300 individuals per l tonne of shrimp. A by-catch of juvenile Greenland halibut shall not exceed 300 individuals per 1 tonne of Northern shrimp. A decision on the closing or opening of ñshing areas shall become effective 7 days after the Parties have notiñed each other of the decision. Decision on the closing or opening shall immediately come into force for vessels, which receive information on the decision directly from responsible authorities. Before the day ends it is allowed to make corrections of records in a Fishing logbook relating to the previous day. ÆC Areas and periods of closure: It is prohibited during the year to use trawling gears in the area conñned within straight lines drawn across the points of the following positions: 7I°00' N 43°00' E 71°00' N 40°30' E 7l°30' N 40°30' E 7l°30' N 43°00' E and further to until the starting point. It is prohibited during the year to use bottom trawls in the area conñned within straight lines drawn across the points of the following positions: 68°55' N - 37°00' E; 69°25' N - 37°00' E; 69°25' N - 39°00' E; 69°50' N - 39°00' E; 69°50' N - 43°00' E; 69°10' N - 43°O0' E; 69°l0' N - 40°30' E; 68°40' N - 40°30' E; 68°40' N - 39°00' E; 68°30' N - 39°00' E; 68°30' N - 38°l5' E and further to until the starting point.
