Project Scope Project Scope CMAQ funds will be used to purchase 18 high capacity buses to support the establishment of new bus rapid transit (BRT) service along approximately 20 miles of I-405 between Lynnwood and Bellevue. When service opens in 2024, transit riders will be able to reliably travel from Lynnwood to Bellevue in approximately 42 minutes, a significant reduction of 19 minutes from the current transit travel time of 61 minutes. Project Description Part of a larger project establishing BRT service along 37 miles of I-405 and SR 518 between Lynnwood and Burien, the I-405 BRT, Lynnwood to Bellevue Section project will operate primarily in a combination of general purpose and bus-only lanes from Lynnwood to Totem Lake and in the express lanes between Totem Lake and Bellevue. Separate operating north Lake and in the express lanes between Totem Lake and Bellevue. Separate operating north 2 of 17 and south BRT lines will connect in downtown Bellevue. The I-405 BRT, Lynnwood to Bellevue Section project will connect communities along approximately 20 miles of I-405 serving four regional growth centers in Snohomish and King Counties: Bellevue Downtown; Kirkland Totem Lake; Bothell Canyon Park; and Lynnwood. Offering 10-minute peak, 15-minute off-peak headways with up to 19 hours of service between Monday and Saturday, the I-405 BRT Lynnwood to Bellevue Section project will reduce pm peak-hour transit travel time along I-405 by about 30%. Other elements of BRT service that will be locally funded include: • New BRT stations at the existing Lynnwood Transit Center; Canyon Park, NE 195th Street, NE 160th Street/Brickyard, NE 128th Street/Totem Lake, NE 85th Street; and Bellevue Transit Center. • New 600-stall parking garage at Kingsgate P&R (for a total of 900 stalls). • Signage, lighting, shelters and benches, off-board fare payment, real-time bus arrival, pedestrian access and bicycle parking and facilities. • For the entire I-405 BRT project from Burien to Lynnwood, but not associated with this request for CMAQ funds, Sound Transit will be constructing a new bus operations and maintenance facility that will be used to store the buses. Project Benefits • Fast, frequent and reliable transit service estimated to add 7,900 – 9,600 new riders each weekday. • Additional ridership is expected to reduce 33,180,000 – 40,300,000 vehicle miles traveled (VMT) annually on the heavily congested I-405 corridor. • Calculated using the lowest figure for VMT reduction, Puget Sound Clean Air Agency estimates this project will reduce annual emissions of CO2 by 8,410 tons; CO by 20.9 tons; NOx by 0.97 tons; SOx by 0.083 tons; PM10 by 0.045 tons; and PM2.5 by 0.042 tons. • I-405 BRT, Lynnwood to Bellevue Section project directly connects four regional growth centers with populations totaling 25,800 (12,093 households) and 58,004 jobs, and supports connections to three other regional growth centers. • Reduces current transit travel time approximately 19 minutes one way, or 38 minutes round trip. • Seven day a week service operating approximately every 10 minutes during peak periods and 15 minutes off-peak. Up to 19 hours of service between Monday and Saturday and up to 17 hours on Sunday. 2. Project Justification, Need, or Purpose I-405 is one of the key commute and economic corridors in the central Puget Sound region, running parallel to I-5 between Tukwila and Lynnwood. As the only high-capacity north-south route on the Eastside, some 800,000 trips are made on I-405 every day. Respondents to a Washington State Department of Transportation (WSDOT) survey said they regularly change their plans or go out of their way to avoid I-405. The cost of delay in the corridor – lost time and wasted fuel – is calculated at $930 per person per year (WSDOT website). Over 1.1 billion person miles were traveled on I-405 in 2016, a 0.9% increase from 2014. Despite the availability of transit and HOV and express toll lanes, traffic at specific locations on the corridor worsened from 2014 to 2016, with morning and evening weekday commutes experiencing severe congestion on a daily basis. The Lynnwood to Bellevue morning commute was severely congested (36 mph or below) on more weekdays in 2016 than in 2014. During the morning commute, the percent of days that speeds were below 36 mph worsened from 80% in 2014 to 86% in 2016. In addition to delaying commuters, this congestion directly impacted the movement of goods in Washington, as trucks accounted for 5% of the total daily traffic volume on the corridor in 2016. I-405 carries twice the amount of freight shipped each year through the Port of Seattle (WSDOT 2017 Corridor Capacity Report). During the peak evening commute, transit travel times are 61 minutes between Bellevue and Lynnwood. Along the I-405 corridor in 2017, P&R utilization rates ranged from 73% to 115%, with 10 out of 12 having rates at or above 95%. Any P&R lot that has 85% or more utilization is identified as operating at capacity. (WSDOT 2017 Corridor Capacity Report) Areas of the region with a higher average ratio of jobs to housing - Seattle and East King County – attract commuters from areas with more abundant housing, such as Snohomish County. Weekday travel between these areas makes I-405 one of the most congested highways in Washington State. The I-405 BRT, Lynnwood to Bellevue Section project is a major piece of the Master Plan for I- 405, whose development was led by the FHWA, FTA, King County DOT, Sound Transit and WSDOT. Connections to Link light rail will be available at Lynnwood and downtown Bellevue. When service begins in 2024, riders will be able to reliably travel from Lynnwood to Bellevue in 42 minutes. 42 minutes. 3 of 17 ST Express service on the north section of I-405 Corridor began in September 1999 with all- day weekday service from Lynnwood to Bellevue and Everett to Bellevue. The last major route restructure on the corridor was in September 2006 when weekday midday service between Everett and Bellevue was replaced with 30-minute service between Lynnwood and Bellevue. In 2007, the Canyon Park and Totem Lake freeway stations opened, which allowed some streamlining on the corridor. Total boardings on the corridor were up three percent between 2014 and 2016. For the same time period, weekday ridership on Route 535 (Lynnwood-Bellevue) was up one percent while ridership on Route 532 (Everett-Bellevue) was up five percent. Ridership is highly directional in nature, with ridership heading to Bellevue in the morning and to Lynnwood and Everett in the afternoon. Most trips on the Everett-Bellevue service are near or above the seated capacity of an articulated coach. As of spring 2017, average weekday boardings on Route 532 totaled 2,071 while Route 535 had 1,938. (ST 2018 Service Implementation Plan). By 2042, the I-405 BRT, Lynnwood to Bellevue project is estimated to have 7,900-9,600 average weekday boardings, resulting in 110,6000-0134,400 less VMT on the corridor, each day. Please note the I‐405 BRT project definition includes separate operating lines north and south connecting in downtown Bellevue and does not double count the transfers between the two lines at Bellevue. The Sound Transit 3 Plan adds 62 new miles of light rail with stations serving 37 additional areas for a regional system reaching 116 miles. The plan also establishes BRT on I-405/SR 518 and SR 522/NE 145th; expands capacity and service of the Sounder south rail line; includes ST Express bus service; improves access to stations for bicyclists, pedestrians, drivers, and pick-up and drop-off services, and expands parking at stations. Lynnwood will partner with Sound Transit to implement and secure funding for this extension.
