Sir : I submit herewith annual report of the Department of Parks, Borough of The Bronx, for 1921. Respect fully, ANNUAL REPORT-1921 In submitting to your Honor the report of the operations of this depart- ment for 1921, the last year of the first term of your administration, it will . not be out of place to review or refer briefly to some of the most important things accomplished by this department, or that this department was asso- ciated with during the past 4 years. The very first problem presented involved matters connected with the appropriation for temporary use to the Navy Department of 225 acres in Pelham Bay Park for a Naval Station for war purposes, in addition to the 235 acres for which a permit was given late in 1917. A total of 481 one- story buildings of various kinds were erected during 1918, equipped with heating and lighting systems. This camp contained at one time as many as 20,000 men, who came and went constantly. AH roads leading to the camp were park roads and in view of the heavy trucking had to be constantly under inspection and repair. The Navy De- partment took over the pedestrian walk from City Island Bridge to City Island Road, but constructed another cement walk 12 feet wide and 5,500 feet long, at the request of this department, at an expenditure of $20,000. -

Millions of fans from across the country flock every year to sports stadiums, hoping to see their favorite player in action or just to enjoy the ambiance of the ballgame. Every Sunday during fall and winter, 60,000 fans attend prodigious NFL complexes, whereas 20,000 or so fans frequent an MLB stadium for 162-game schedule. -

Photos by SARAH ANDERSON, RICK DEWITT, BARBARA DOLENSEK, ANN-MARIE GOONAN, MARK NANI and MIKE RAUH City Island survived Hurricane Sandy, which roared into the northeast on Oct. 29, 2012, with wind gusts over 80 miles per hour (see story on page 3). Sandy’s tidal surge of over eight feet caused much of the damage, flooding the parking lots of restaurants like Sea Shore (top photos) and yacht clubs like the Stuyvesant on Centre Street (bottom photos). The sustained winds knocked down familiar Island sights like the neon lobster above the Lobster House (second row of photos) and many trees causing power failures and fires like the one that destroyed Tony’s Pier Restaurant on the end of City Island Avenue (third row photos). We made it to the morning after with a majestic rainbow over Orchard Beach signifying the end of Sandy. As always, City Islanders exhibited resilience and community spirit by helping neighbors pump water out of their basements, providing power and shelter to those who went as long as four days without it, and cleaning up in time to welcome in the holiday season with the tree lighting in Hawkins Park on Nov. 24 (middle photo) and the menorah lighting on Dec. 8. Mayor’s Management Report Preliminary Fiscal 2019 The City of New York Mayor Bill de Blasio Dean Fuleihan, First Deputy Mayor Jeff Thamkittikasem, Director Mayor’s Office of Operations February 2019 Page iv MESSAGE FROM THE DIRECTOR The Mayor’s Management Report (MMR) and Preliminary Mayor’s Management Report (PMMR) help the public better understand how the City is performing. The PMMR for Fiscal 2019, which covers the first four months of the current fiscal year from July through October 2018, communicates agency performance through quantitative metrics and qualitative descriptions, with each agency detailing how it advances equity in its work. Measuring and monitoring this data is crucial to our ability to reflect upon our efforts and their effectiveness; it is the foundation on which we hold ourselves accountable. It helps us look for ways to apply the successful elements of completed projects to both our current and future endeavors and provides us an opportunity to take stock of challenges in order to address them, supporting the City’s best work. While these reports have been published for more than four decades, they remain an important accountability tool today. At the same time, we are being thoughtful about how we can bring the MMR and PMMR into the 21st Century. The Mayor’s Office of Operations is currently conducting a review of these reports—and the processes associated with them—to identify more effective approaches to sharing this information and to improving performance management. -

Landmarks Preservation Commission May 12, 1981, Designation List 142 LP-1077 PARK PLAZA APARTMENTS, 1005 Jerome Avenue, Borough of the Bronx. Built 1929-31; architects Horace Ginsberg and Marvin Fine. Landmark Site: Borough of the Bronx Tax Map Block 2504, Lot 126 . On July 12, 1979, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Park Plaza Apart ments and the proposed designation of the related Landmark Site (Item No.6). The hearing had been duly advertised in accordance with the provisions of law. One witness spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION AND ANALYSIS The Park Plaza is one of the first Art Deco apartment houses to have been built in the Bronx. Its designer, Marvin Fine, knew of and consciously synthesized the major elements of the new modernistic skyscraper style being developed in Manhattan by Raymond Hood and William Van Alen, and adapted them to the lowrise apartment houses of New York's residential neighbor hoods. One of the handsomest Art Deco buildings in the Bronx, the Park Plaza was a pioneering work which helped change the face of the borough.
