Adams Guatemala in 1944 was on the verge of a great transition that was to continue over the next several decades. Since independence it had experienced a long, if irregu- lar, era of liberal expansion, marked most clearly by the adoption of coffee cultivation and its conversion into a country dedicated to the export of that crop. While historian s may disagree on periodization, it is not misleading to see the general society as evolv- ing under a nineteenth-century liberal economic framework that continued up through World War 11.The period from 1944 to 1954 (the tlRevolutiontl) was an era of signifi- cant reform but terrninated in failure and thus marked no significant divergence from the liberal framework. Despite some well-ensconced myths about its love for Indians, the dictatorship of Jorge Ubico (1931-1944) followed the track of the classic liberal state; it did noth- ing to alleviate the economic and social repression of the Indian. Its vagrancy law put an end to debt servitude, but simply took the control exercised by landowners over Indians and placed it more directIy in the hands of the state. -

SPECIALSPECIAL REPORT REPORT www.cropmonitor.orgwww.cropmonitor.org Impact of November Hurricanes Eta and Iota on the Updated December 15th, 2020 Segunda/Postrera Cropping Season in Central America Highlights • The start of the Segunda/Postrera agricultural season in Central America was generally favourable from August through October with above-average rainfall resulting in good crop development. • Crop conditions quickly deteriorated in November across parts of the region impacted by the passing of two Category 4 hurricanes, Hurricanes Eta and Iota. • The 2020 Atlantic hurricane season has been the most active ever recorded with 30 named storms, more than twice the long-term yearly average of 12, and the only season with two major hurricanes in November. This has resulted in one of the wettest October to November periods since 1981 across parts of Central America. • In early November, Hurricane Eta crossed Central America and affected an estimated 4 million people across the region as persistent rains and heavy winds resulted in flooding, landslides, and crop damage across Nicaragua, Honduras, El Salvador, and Figure 1. While Iota quickly degraded to a tropical depression, persistent rains and high winds exacerbated previous damage from Eta across Nicaragua, Honduras, and Guatemala. • Excessive flooding and considerable damage to standing crops and agricultural infrastructure have significantly decreased yield prospects for the Segunda/Postrera season crops (Figure 1). -

Mapping social conflicts in natural resources: a text mining study of extractive activities Ramiro Albrieu and Gabriel Palazzo Abstract Applying text mining techniques, a methodology was developed to measure the number of social conflicts related to the exploitation of non-renewable natural resources. The study focuses on conflicts in four mining countries (Australia, Canada, Chile and Peru) between 2003 and 2016, based on more than 20,000 articles from the leading newspapers of each country. A statically significant correlation was found between the main index and mineral rents as a percentage of gross domestic product (GDP). However, the results should be interpreted with caution since endogeneity issues have not been addressed and the indices could be biased by various, country-specific factors. This study’s main outcome is a database with different indices of soft conflicts related to the exploitation of non-renewables natural resources and its media coverage in Australia, Canada, Chile and Peru. On the one hand, it can boost government revenues and provide the economy with the necessary income for growth, what Hirschman (1977) called indirect linkages.
