The Western Norway Regional Health Authority The Western Norway Regional Health Authority The Western Norway Regional Health Authority (WNRHA, "Helse Vest") has overall responsibility for providing specialist healthcare services in the counties of Rogaland, Hordaland and Sogn og Fjordane. Its role is to ensure that people in the region have access to the services that they are legally entitled to. Helse Vest owns the six health trusts in the region and provides them with group management services. It also owns the ICT provider Helse Vest IKT AS. The health trusts employ around 27,500 health service staff. The authority’s total budget is approximately NOK 25 billion. Around 50 people are employed directly by the authority, which is based at Forus in Stavanger. Helse Vest is one of four regional health authorities in Norway and reports to the Ministry of Health and Care Services. The six health trusts within Helse Vest in addition to Helse Vest IKT AS are: Bergen Hospital Trust Fonna Hospital Trust Førde Hospital Trust Stavanger Hospital Trust Trust Sjukehusapoteka Vest (Hospital Pharmacies) Trust Helse Vest Procurement (est. April 2015) The health trusts in the region own and operate around 50 public hospitals and other health institutions, and they provide health care to a population of approximately 1.1 million. Overall objectives and priorities Patient treatment Health personnel training Research Training of patients and next of kin Mission and vision Mission: Helse Vest should provide effective and future-orientated high-quality health services. The services should contribute to good health and quality of life, and they should promote self-rehabilitation. Vision: Helse Vest delivers the very best in service, quality and research and is your preferred health services provider. Bergen Hospital Trust Haukeland University Hospital is the largest hospital within Bergen Hospital Trust. It employs around 12,000 people and serves as the local hospital for Bergen, Midthordland and Nordhordland, the central hospital for Hordaland county, and the regional hospital for Hordaland, Rogaland and Sogn og Fjordane counties. Every year Haukeland University Hospital treats almost 600,000 patients and trains 2,000 or so health workers. Its budget is approximately NOK 9.4 billion. The hospital covers a site of approx. 200,000 m2 and the main building (Sentralblokka) occupies approx. 125,000 m2. Haukeland is a national specialist hospital and resource centre for burns injuries, air-pressure injuries (diving), corneal prostheses and treatment of intercranial tumours. Stavanger Hospital Trust Stavanger University Hospital (SUS) employs around 7,300 people and serves as the local hospital in an area stretching from the municipality of Hjelmeland in the north to the municipality of Sokndal in the south. It is also the central hospital of Rogaland county. SUS’ budget is approximately NOK 5.8 billion. Fonna Health Trust employs around 4000 people and provides health services to a population of 170,500 people in 19 municipalities (Tysvær, Fitjar, Haugesund, Ullensvang, Stord, Vindafjord, Odda, Sveio Suldal, Bømlo, Sauda, Karmøy Bokn, Etne, Jondal, Kvinnherad, Eidfjord, Paths and Utsira). Fonna Health Trust comprises Haugesund Hospital, Stord Hospital, Odda Hospital and Valen hospital. Its budget is approximately NOK 3.1 billion. Førde Health Trust Førde Health Trust provides health care services to the 110,000 inhabitants of Sogn og Fjordane county. The trust employs around 2,300 people and has a budget of approximately NOK 2.5 billion. Trust Sjukehusapoteka Vest (Hospital Pharmacies) Trust Sjukehusapoteka Vest runs hospital pharmacies in Bergen, Stavanger, Haugesund and Førde. The hospital pharmacies can be found in the largest hospitals in Hordaland, Rogaland and Sogn og Fjordane. The trust’s activities mainly relate to the production and sale of products and advisory services primarily to institutions, but also to the general public. Total turnover is approximately NOK 900 million. Trust Helse Vest Procurement Trust Helse Vest Procurement was established in April 2015, and is expected to be fully operational by the second half of 2015. The trust merges the procurement capacities previously distributed within Helse Vest RHF in a single entity, thereby providing for significant savings and synergies. Helse Vest IKT Helse Vest IKT is a limited liability company with Helse Vest as the sole owner. It supplies ICT services to the entire Helse Vest group, (Førde Health Trust, Bergen Health Trust, Fonna Health Trust, Stavanger Health Trust, Trust Sjukehusapoteka Vest, Trust Helse Vest Procurement) as well as other healthcare organizations (doctor's surgeries, private charitable health institutions). Helse Vest IKT current employs around 400 people in Førde, Bergen, Haugesund and Stavanger. Helse Vest IKT supports more than 29,000 users and in excess of 15,000 workstations across 200 or so locations. Helse Vest IKT supplies products and services in the areas of operations, production and user support. Helse Vest IKT also provides installation of user equipment, system administration and system integration. The company assists with commissioning, training, decommissioning and system changes. It also offers consultancy services and project management. .

    HORDALAND I TAL Nr. 1 - 2018 Folketal og demografi 2 Føreord Hordaland i tal nr. 1 2018 presenterer folketalsutviklinga i fylket og på regions- og kommunenivå. I dette nummeret tek vi og eit blikk nordover til Sogn og Fjordane som saman med Hordaland skal inngå i Vestland fylkeskommune frå 1. januar 2020. Frå 2017 til 2018 auka folketalet i Hordaland med 0,5 % som er den lågaste veksten sidan 1998. Hordaland er ikkje ein isolert del av Europa og av verda, men blir påverka av internasjonale konjunkturar, av krigar og sosial uro og nød i andre delar av verda som driv menneske på flukt. Dette påverkar folketalsut- viklinga i Hordaland. Innvandring har bidrege positivt til folketalsutviklinga i alle kommunar i Hordaland og Sogn og Fjordane sidan 2013 og statistikken viser at mange kommunar er heilt avhengig av nye innbyggjarar frå utlandet. For kommunane med befolkningsnedgang har innvandringa bremsa reduksjonen i folketalet. I 2017 fekk vi ein kraftig reduksjon i innvandringa til Hordaland. Samstundes ser vi at det kjem stadig færre innvandrar frå Europa, som har dominert innvandringsstraumen til Hordaland dei seinare åra. Dette heng saman med auken i arbeidsløyse i Noreg og i nokre høve ein betre økonomisk situasjon i dei landa dei har kome frå. Polakkar er likevel framleis den klårt største innvandrargruppa i Noreg. Saman med rekordlåg netto innanlandsk flytting og lågt fødselsoverskot, har dette ført til den låge folkeveksten vi no har hatt siste året i Hordaland.     1 HANDLINGSPLAN 2020 Samarbeidsrådet for Sunnhordland er eit interkommunalt selskap, eigd av kommunane Austevoll, Bømlo, Etne, Fitjar, Kvinnherad, Stord, Sveio og Tysnes. I tillegg er Haugesund og Vindafjord kommunar observatørar i Samarbeidsrådet. Selskapet har forretningsadresse i Stord kommune. Føremålet med selskapet er interkommunalt samarbeid på generell basis med særleg vekt på alle typar tiltaksarbeid og utviklingsarbeid. Selskapet skal ta opp saker som kan fremja utviklinga av Sunnhordland, og leggja dei fram til drøfting og utgreiing. Føremålet vert konkretisert m.a. gjennom desse oppgåvene: 1. Fremja Sunnhordland sine interesser 2. Fremja og samordna tiltaksarbeid i Sunnhordland med særleg vekt på regional utvikling, næringsutvikling og infrastruktur 3. Vera pådrivar for betring av kommunikasjonstilhøva i Sunnhordland 4. Utvikla ei samordna og effektiv marknadsføring av Sunnhordland 5. Vera pådrivar for kultur – og identitetsskapande tiltaksarbeid 6. Arbeida for kommunane sine rammevilkår Handlingsplanen er utarbeidd etter Strategisk plan for 2018-2021. Fleire prosjekt og tiltak er langsiktige og er difor nesten identiske med tidlegare handlingsplanar. 1. INFRASTRUKTUR 1.1 Samferdsle Arbeidet med å betra samferdselsløysingane internt i regionen og mot omverda er eit langsiktig og krevjande arbeid. Samarbeidsrådet for Sunnhordland har så langt vore ein aktiv pådrivar for å sikra felles regionale prioriteringar innanfor denne sektoren, noko som har resultert i realisering av fleire, store og små prosjekt. Eit prioritert satsingsområdet er å utvikle gode samarbeidsprosjekt med fylkeskommunen, naboregionane og næringslivet for å gjera det meir sannsynleg at samferdselsprosjekt i vår region vinn fram i dei nasjonale prioriteringane. Ei brei forankring av arbeidet i Vestland fylkeskommune er avgjerande for å lukkast. Ny nasjonal transportplan Arbeidet med ny Nasjonal Transportplan 2022 – 2033 har starta og det er viktig at regionen når fram med dei viktigaste samferdselsprosjekta.

    Corporate Governance of Norwegian Health Trusts with Sector Political Goals Daming Jin Master thesis Department of Health Management and Health Economics UNIVERSITY OF OSLO May 15, 2011 SUMMARY Since 2002, the ownership of Norwegian hospitals has been centralized to the state. The four regional health authorities are responsible for the management of the hospitals, and the actual performance is done by the subsidiary health trusts (or HFs). As state-owned enterprises with certain sector political goals, the corporate governance of the health trusts is not exactly the same as private enterprises which mainly pursue pure business goals. The survey which the thesis uses investigates the HF board members’ opinions on some issues of sector political goals and corporate governance. The main purpose of this thesis is to find the differences of the opinions among different groups of HF board members, and to study whether the differences are consistent with relevant theories such as motivation and management theories. The data of the thesis is based on a questionnaire of the survey program Management of State-owned enterprises with sector political goals. The respondents of the survey cover all HF board members who are the target population of my research. Several quantitative methods, such as descriptive statistics and non-parametric tests, are chosen to detect the HF board members’ opinions and the differences of their opinions on the issues of sector political goals and corporate governance. The analyses mainly show that, the appointed board members with macro and broad perspective pay more attention to sector political goals than the employee representatives with micro and specific perspective do.
