Novel Coronavirus Pneumonia Control in Remote Areas Under Poverty Prevention and Control: a Case Study of Liangshan Yi District, China Novel Coronavirus Pneumonia Control in Remote Areas under Poverty Prevention and Control: A Case Study of Liangshan Yi District, China Xiangjiang Zheng1, Erfu Jeze2, Likai Chen1 1 Southwest University of Science and Technology, Mianyang, Sichuan Province, China 2 Agricultural and rural Bureau of Xichang City, Liangshan Prefecture, Xichang, Sichuan Province, China Abstract: Based on the normalization of epidemic prevention and control, we deeply studied and analyzed the impact of the epidemic on poverty reduction strategy in remote areas, and found that the remote labor force in the remote areas could not be effectively exported, the agricultural products were not salable, the technical guidance for poverty alleviation and development could not be carried out, the support efforts were weakened, the support funds were tight, and the relocation of rural poor houses was improved. And infrastructure projects have been shut down, which has seriously affected the progress of poverty alleviation and poverty alleviation in remote areas, and it is facing a severe test to realize the task of poverty alleviation as scheduled. Therefore, we should make scientific adjustment and supplement to the strategy of poverty alleviation and poverty alleviation, implement skill training to promote employment, focus on poverty alleviation and income increase of characteristic industries, promote the construction of poverty alleviation targets, and supervise and improve quality, efficiency and pressure on responsibility. It has caused about 10,000,000 people infected in more than 200 countries and 79 regions worldwide. The number of the world's largest economy, the United States, is around about 2,000,000, which undoubtedly has a huge impact on the current economy. Novel coronavirus pneumonia has been pointed out by many international organizations from the world economy. The world economy is in the most severe period since the financial crisis due to the new crown pneumonia epidemic. The tourism industry of many manufacturing industries has been affected (industry angle), the global trade situation has deteriorated again (the market needs to be angle), the international commodity prices are generally slowing down (commodity price angle), and the international financial market has been deteriorating. From the perspective of financial market, monetary and fiscal policy easing again (macro policy perspective), etc. (Teng, 2020; Liang, 2020; Chen, 2016). From China novel coronavirus pneumonia spread throughout China and has been effectively controlled. Therefore, experts agree that the impact of the epidemic on China's economy is short-term and temporary, and the long-term trend of China's economic growth with high quality will not be changed (from the macro-economic perspective); the impact on catering, tourism, film, transportation, education and training industries is the biggest, while the pharmaceutical and medical, online games and other industries benefit (from the perspective of medium industry); private enterprises They are larger than state-owned enterprises, small and micro enterprises are larger than large enterprises, and migrant workers are larger than formal workers (micro individual perspective) (Zhang, Liu, Zhou, Liu, Hu, Xie, Yue, 2020; Liu, 2020; Goodwin, Haque, Neto & Myers, 2009; Cunha, 2004; Cauchemez, Van Kerkhove, Archer, Cetron, Cowling, Grove & Oshitani, 2014). According to the novel coronavirus pneumonia epidemic situation, the countries all over the world have put forward effective measures to control the extent of their impact further. 2 Research Purpose and Significance This year is the decisive year for China to build a moderately prosperous society in an all-round way and achieve the goal of poverty alleviation. The epidemic situation has brought great impact and impact on the vast rural areas to achieve poverty alleviation and eliminate absolute poverty (Lempel, Epstein & Hammond, 2009). The novel coronavirus pneumonia has a strong impact on the poverty alleviation task (Tang, 2020). It has a serious impact on the employment of farmers, the development of industries, the increase of farmers' income, the slow sale of agricultural products, the construction projects and 80 the increase of the grass-roots cadres. Recently, scholars novel coronavirus pneumonia novel coronavirus pneumonia epidemic situation has also been put forward to resolutely block the spread of the new crown pneumonia epidemic to the rural areas, promote the stable employment of the poor population, restore industrial development, and increase the comprehensive policies to ensure the comprehensive well-off society in 2020 and win the battle against poverty. Liangshan Yi District is a deep poverty-stricken area of China's "three regions and three prefectures". At present, four of the six counties with a surplus poverty rate of more than 10% are in Liangshan Yi District. All the remaining seven poverty-stricken counties and 300 poverty-stricken villages in Sichuan Province of China are all in Liangshan. 87% of the remaining 203000 poverty-stricken people in the province are also in Liangshan, which is the most important and decisive place for China and Sichuan Province to overcome poverty. Due to novel coronavirus pneumonia, Liangshan's Yi region is affected by natural environment, infrastructure, education level, social economy, cultural and historical background. The causes of poverty in Liangshan Yi area are complex, deeper and more difficult. Therefore, in-depth analysis of the epidemic situation on Liangshan Yi area's poverty alleviation work is a very good case for the global poverty alleviation work, and it also plays an important role and significance in providing experience and reference for poverty alleviation in remote areas of the world. 3 Method Based on the actual situation, the article selects this type of research method of problem investigation, taking the Yi District of Liangshan, China as an example, to analyze the current situation of poverty reduction in remote areas under the prevention and control of new coronary pneumonia. 4 Case Study: Liangshan Yi District, China 4.1 Analysis of the Poverty Situation in Liangshan Yi District Liangshan Yi Autonomous Prefecture governs 17 counties and cities, with a population of 5.2994 million. From the perspective of poverty base, there are 11 poverty-stricken counties, 2,072 poverty-stricken villages, 205,000 households, 881,000 people, and the poverty incidence rate is 19.8%. There are 7 counties with the poverty incidence rate higher than 30%. Among them, 81 Jinyang County, Meigu county and Butuo county have the highest incidence of poverty, accounting for 38.1%, 36.6% and 36.5% respectively The population was 72,000 in 14,000 households, 93,000 in 21,000 households and 65,000 in 14000 households. By the end of 2018, 1,454 poverty-stricken villages had been precisely withdrawn, 153,000 households and 659,000 poor people had been lifted out of poverty, and the poverty incidence rate had dropped to 7.1%. The remaining 67,000 households had not been lifted out of poverty, and 317,000 people had not been lifted out of poverty. The three counties with the largest number of poor people are Zhaojue County with 53,000 people from 12,000 households, 49,000 people from 10,000 households in Meigu County, and 46,100 people from 9,500 households in Butuo county. The poverty incidence rates are 18.1%, 19.0% and 26.0% respectively. In 2019, 142,000 people will be reduced and 318 poverty-stricken villages will be withdrawn. Four counties, Leibo County, Ganluo County, Yanyuan County and Muli Tibetan Autonomous County, will be successfully lifted. The remaining 178,000 poor people have not been lifted out of poverty, 300 poor villages have not been withdrawn, and 7 deep poverty counties have not been lifted off their hats. In 2020, it is extremely difficult to achieve these expected goals and tasks, win the comprehensive victory of poverty alleviation, and historically solve the deep poverty problem of Liangshan Yi District for thousands of years. 4.2 The Novel Coronavirus Pneumonia Challenge to Poverty Alleviation and Poverty Alleviation in Liangshan Yi Autonomous Region In recent years, the State Party committee and the state government have taken the task of poverty alleviation in Liangshan Yi District as the top priority of the whole Prefecture. They have concentrated all their efforts into poverty alleviation. With the strong support and help of Party committees, governments, enterprises, universities and people from all walks of life, remarkable results have been achieved. Novel coronavirus pneumonia in Liangshan is a very difficult task to tackle in 2020. The new poverty alleviation in the Yi Autonomous Region is still a difficult task. It will undoubtedly bring great challenges and impacts to poverty alleviation in Liangshan. 4.2.1 Poor Labor Force's Employment in Liangshan Yi District is Hindered The novel coronavirus pneumonia has caused many enterprises to resume labor and low production rate, seriously affecting the effective output of poor labor force in the Yi region, and limiting the income increase path for the poor.
