Guillermo Enrique Billinghurst Angulo
GUILLERMO ENRIQUE BILLINGHURST ANGULO Guillermo Billinghurst nació en Arica el 27 de julio de 1851. Era hijo de Guillermo Eugenio Billinghurst Agrelo, natural de Buenos Aires; y Belisaria Angulo Tudela, (Arica, 1830 – 20/2/1866)1. Sus abuelos paternos eran el británico William Robert Billinghurst y la argentina Francisca Agrelo Moreyra. El matrimonio Billinghurst Agrelo tuvo por hijos a Daniel Mariano, Guillermo Eugenio, Roberta Luisa, Catalina Florencia y Roberto Gay. A William Billinghurst el gobierno de las Provincias Unidas del Río de La Plata le otorgó la ciudadanía argentina por sus servicios a la independencia. Guillermo Enrique Billinghurst fue bautizado el 13 de octubre de 1851 en su ciudad natal, teniendo como padrinos a Ruperto Fernández y Paula Tudela. Realizó sus primeros estudios en Arica, continuándolos en el Colegio inglés de Goldfinch y Blühm en Valparaíso. Allí conoció a Alfonso Ugarte, el futuro héroe, con quien traba una sólida amistad. Se trasladó a Buenos Aires para seguir ingeniería. El 13 de agosto de 1868 se produjo un terremoto, que tuvo por epicentro el Océano Pacífico –frente a Tacna– y que asoló el sur de nuestro país, especialmente las ciudades de Arequipa, Moquegua, Tacna, Islay, Arica e Iquique. Luego del sismo un Tsunami arrasó las costas peruanas desde Pisco hasta Iquique. Entre las víctimas de la naturaleza estuvo su padre, quien murió ahogado, lo que motivó el retorno de Guillermo Billinghurst a nuestro país, para asumir la conducción de los negocios salitreros de su familia. El 15 de abril de 1879 contrajo nupcias con María Emilia Rodríguez Prieto Cañipa (Arica, 10/5/1860 - ¿?). -

Bosquejo de la historia económica del Perú CAPITULO III LA REPÚBLICA Factores económicos de la Independencia La revolución de la Independencia americana está ligada a factores económicos que han tenido influencia predominante en su origen y desarrollo. Más que en ningún otro orden, en el orden económico, se sintió en las colonias desde fines del siglo XVIII ese contraste entre la realidad inmóvil y el ideal renovado, que es la causa de las grandes revoluciones. Desde mediados de ese siglo, las ideas económicas se habían renovado en España aún más que en otros países. Castro, Campillo, Ward, Romá, Moncada, Martínez de Mata, Osorio, el Padre Mariana, entre otros ignorados economistas españoles, hacían críticas muy acertadas al anticuado organismo económico y financiero de la metrópoli, algunas de las cuales se referían también al sistema colonial. A fines del siglo las críticas tenían un carácter más amplio y se propagaban subterráneamente ideas francamente revolucionarias bajo el impulso de las doctrinas filosóficas de Montesquieu, Rousseau y los Enciclopedistas. En Lima, José Baquijano y Carrillo (1802), el Padre Diego Cisneros, el Presbítero Muñoz y el Canónigo Toribio Rodríguez de Mendoza se inician en las nuevas doctrinas y las propagan. 53 Cesar A. Ugarte Al lado de estos factores ideológicos debemos considerar los siguientes hechos económicos que contribuyeron a la independencia. 1) Reacción de las clases sujetas a una desigualdad injusta: criollos, mestizos e indígenas. Túpac Amaru en 1770, Aguilar y Ubalde en 1805 y Pumacahua en 1814. 2 ) La influencia y cooperación de los intereses extranjeros, perjudicados por el monopolio comercial de la metrópoli: Inglaterra, Francia y Estados Unidos. -

Thus technology is a tool for, not a just a reward of, growth and development” (UNDP, 2001:27). “Social thought has gained little by attempting to generalize about ‘cyberspace’, ‘the Internet’, ‘virtuality’. It can gain hugely by producing material that will allow us to understand the very different universes of social and technical possibility that have developed around the Internet.” (Miller & Slater, 2000:10) Introduction Peru has been perhaps the most studied of the Latin American countries with regard to the diffusion of information and communication technologies (ICTs). In the region, it has the most people who use the Internet from public access points (Fernández-Maldonado, 2000a; Proenza et al., 2001:iii), in this case known as cabinas públicas. Indeed, the significant growth in Internet access in Peru1 over the last few years could not have happened without the explosion of the cabinas. This has taken on almost mythical connotations both among Peruvians and non- Peruvians, particularly now that the bridging of the ‘digital divide’2 has attracted the attention of world leaders and become a global objective. -

The paper analyzes two neighborhoods located in the inter-district area of Northern Lima: Pampa de Cueva and El Ermitaño as paradigmatic cases of the city’s expansion through non-formal settlements during the 1960s. They represent a relevant case study because of their complex urbanization process, the presence of pre-Hispanic heritage, their location in vulnerable hillside areas in the fringe with a protected natural landscape, and their potential for sustainable local economic development. The article traces back the consolidation process of these self-built neighborhoods or barriadas within the context of Northern Lima as a new centrality for the metropolitan area. -
