BAB III BIOGRAFI TEUKU UMAR A. Kelahiran dan Masa Muda Teuku Umar Teuku Umar Johan Pahlawan lahir pada tahun 1854 M di Meulaboh, tepatnya di Gampong Masjid, sekarang Gampong Belakang, Kecamatan Johan Pahlawan. Ia dilahirkan dari seorang ayah yang bernama Teuku Tjut Mahmud dan ibu Tjut Mohani di mana pasangan ini dikarunia empat anak yaitu Teuku Musa, Tjut Intan, Teuku Umar dan Teuku Mansur.75 Teuku Umar seorang Aceh dan memiliki silsilah dengan Teuku Laksamana Muda Nanta, seorang Laksamana Aceh yang ditugaskan oleh Sultan Iskandar Muda pada tahun 1635 M sebagai Panglima Angkatan Perang Aceh di Andalas Barat dan sekaligus ditunjuk menjadi Gubernur Militer Aceh di Tanah Minang.76 Ayahnya, Teuku Achmad Mahmud, adalah seorang uleebalang (kepala daerah). Sementara ibundanya berasal dari lingkungan istana kerajaan di Meulaboh. Dalam buku Ensiklopedi Pahlawan Nasional yang disusun Julinar Said dan kawan-kawan (1995) disebutkan, dari garis ayahnya, Teuku Umar berdarah Minangkabau.77 Antara keluarga Teuku Umar dengan tanah rencong memang terikat terjalin kedekatan sejak dulu. Umar keturunan Datuk Makhudum Sati orang kepercayaan Sultan Iskandar Muda (1607-1636 M), yang diberi wewenang untuk memimpin wilayah Pariaman di Sumatera Barat sebagai bagian dari Kesultanan Aceh kala itu.78 Pada Tahun 1800 M, anak keturunan Teuku Laksamana Muda Nanta mendapatkan tekanan dari kaum ulama di tanah Andalas sehingga menyebabkan 75Ria Listina, Biografi Pahlawan Kusuma Bangsa, ( Jakarta: PT. Between Muslim Discourse and Women’s Lived Experiences Nina Nurmila Dra (Bandung, Indonesia), Grad.Dip.Arts (Murdoch University, Western Australia), MA (Murdoch University) Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy February 2007 Gender Studies - Faculty of Arts The University of Melbourne ABSTRACT Unlike most of the literature on polygamy, which mainly uses theological and normative approaches, this thesis is a work of social research which explores both Indonesian Muslim discourses on polygamy and women’s lived experiences in polygamous marriages in the post-Soeharto period (after 1998). The thesis discusses the interpretations of the Qur’anic verses which became the root of Muslim controversies over polygamy. Indonesian Muslim interpretations of polygamy can be divided into three groups based on Saeed’s categorisation of the Muslim approaches to the Qur’an (2006b: 3). First, the group he refers to as the ‘Textualists’ believe that polygamy is permitted in Islam, and regard it as a male right. Second, the group he refers to as ‘Semi-textualists’ believe that Islam discourages polygamy and prefers monogamy; therefore, polygamy can only be permitted under certain circumstances such as when a wife is barren, sick and unable to fulfil her duties, including ‘serving’ her husband’s needs. Third, the group he calls ‘Contextualists’ believe that Islam implicitly prohibits polygamy because just treatment of more than one woman, the main requirement for polygamy, is impossible to achieve. This thesis argues that since the early twentieth century it was widely admitted that polygamy had caused social problems involving neglect of wives and their children. -

Haley School of Law A sweeping proviso that protects basic or fundamental interests of a legal system is known in various names – ordre public, public policy, public order, government’s interest or Vorbehaltklausel. This study focuses on the concept of Indonesian public order in private international law. It argues that Indonesia has extraordinary layers of pluralism with respect to its people, statehood and law. Indonesian history is filled with the pursuit of nationhood while protecting diversity. The legal system has been the unifying instrument for the nation. However the selected cases on public order show that the legal system still lacks in coherence. Indonesian courts have treated public order argument inconsistently. A prima facie observation may find Indonesian public order unintelligible, and the courts have gained notoriety for it. This study proposes a different perspective. It sees public order in light of Indonesia’s legal pluralism and the stages of legal development. -

The family left China for Ireland ahead of the massive Japanese invasion of northern China in 1941, but submarine warfare in the Atlantic led them to stay in California until after the war. Anderson won scholarships to Eton and then to Cambridge, where he took a first in Classics, read widely, discovered Japanese cinema, and was radicalized in demonstrations by students from former colonies against the Anglo-French invasion of Suez. Later, he came to especially value this traditional education and the learning of languages, noting that he took his old-fashioned educa- tion for granted, having no idea that he was a member of almost the last generation to benefit from it. He attributed his success to this education and his cosmopolitan experience of marginality, as an English boy in California, an Anglo-Protestant in Catholic Ireland, and a scholarship boy among the privileged at Eton. Others were more inclined to credit his amazing ability to learn languages and immerse himself in foreign cultures and his insatiable curiosity about a wide range of topics that enabled him to see his objects of investigation in a different light. -

Although Stovia Bahder Djohan; (School ter Opleiding van Inlandsche Artsen) was established to produce indigenous Constructor; (Bumiputra) doctors, its students and graduates were not given access to GTNI. In GTNI; response, educators at Stovia founded the Tijdschrift Voor Inlandsche Geneeskundigen Leimena; (TVIG) as a special journal for indigenous doctors. Due to limited funds, TVIG – Stovia; Pribumi the only scientific medical publication for indigenous doctors – ceased publication Doctors; TVIG in 1922. The physicians formed Vereeniging van Inlandsche Geneeskundigen (VIG) an association for pribumi (native) doctors to express various demands for equal rights, one of which was the right to access GTNI. The protests and demands of the bumiputra doctors resulted not only in being granted reading access rights but also being able to become writers for GTNI. Bumiputra doctors who contributed to GTNI included Bahder Djohan and Johannes Leimena. However, they were not the only authors who contributed to GTNI during the Dutch East Indies era. After Indonesia became independent, both doctors played major roles in laying the foundation for Indonesia’s health education system and implementing village-based health policies. This article is part of a research project on Indonesia’s health history using the archives of the GTNI, TVIG and books written by doctors who contributed to GTNI which were published from the early twentieth century onwards. -

While today’s Indonesian democratic government remains committed to the New Order orthodoxy about the mass killings of 1965, new counter-narratives challenging official history are emerging in the new media. Applying mixed-methods and multi-sited ethnography, this study aims to extend our collaborative understanding of the most re- cent developments in this situation by identifying multiple online interpersonal stories, deliberations, and debates related to the case as well as offline field studies in Java and Bali. Practically and theoretically, we ask how the tragedy of the 1965 killings is contest- ed in the new media and how social memory plays out in this contestation. The study finds that new media potentially act as emancipatory sites channeling and liberating the voices of those that the nation has stigmatized as ‘objectively guilty’. We argue that the arena of contestation is threefold: individual, public vs. state narrative, and theoretical. As such, the transborder space of the new media strongly mediates corrective new voices to fill missing gaps in the convoluted history of this central event of modern Indonesian history. Wann Indonesia: Interpreting the Coup IN THE EARLY HOURS of October 1, 1965, a group of Indo nesian army and air force officers, operating out of Halim Perda- kasumah air force base on the outskirts of Djakarta, despatched small forces of soldiers to the city to seize seven senior generals of the Army’s General Staff and take a number of key points in the capital. With the important exception that the Defence Min ister, General Nasution, eluded his would-be captors, the operation was successful in terms of its set objectives. The six captured generals were all slain. K. Wann has visited Indonesia as a journalist and been a close student of Indonesia for many years. This article is an extended review of Communist Collapse in Indonesia by Arnold C. Brackman. Untung, commandant of a battalion of the Presidential guard, to the effect that moves in the capital had been initiated to safeguard President Sukarno and the Indonesian Revolution from a reactionary and American-influenced “Council of Generals” which was plotting a coup to overthrow the Govern ment and its progressive policies. The generals were denounced for cosmopolitanism, neglect of their men, luxurious living and sabotage of the President’s program.1 The military action of the plotters was strictly limited. They clearly aimed at no more than a show of strength which would remove the most obdurate opponents of the President’s radical nationalist policies and encourage him to press ahead more vigor ously with his program. -

IN SEARCH OF NEW OPPORTUNITIES: THE INDONESIANISASI OF ECONOMIC LIFE IN YOGYAKARTA IN THE 1950s Bambang Purwanto Gadjah Mada University (UGM) ABSTRACT A flourishing study on Indonesia’s economic history in the last two decades has still been unable to change a general impression of limited role of the indigenous people in economic activities during modern times. The transformation of the Indonesian economy from a colonial economy to a national economy through the process of Indonesianisasi, went through different historical patterns. The independent Indonesia did not translate the idea of political nationalism directly into economic prosperity until the late 1950s. As a result, there is always only a small portion of independent entrepreneurs among the population, namely those who are supposed to run the public economy smoothly without political intervention. This paper provides theoretical considerations and historical facts on the process of Indonesianisasi. It discusses the economic life of people in Yogyakarta, the capital city Republic of Indonesia during the war of independence, soon after the recognition of Indonesia’s independence in December 1949. It is often argued that the indigenous Indonesians played only a marginal role in the economic activities of colonial Indonesia. This should not surprise us in as far as these activities are concerned with big enterprises. -

DIVISIONS AND POWER IN THE INDONESIAN NATIONAL PARTY, 1965-1966* Angus McIntyre The principal division which split the PNI into two sharply opposed factions in 1965-1966 had its origins as far back as 1957, when the PKI made spectacular advances in large part at PNI expense in the 1957 regional elections in Java and South Sumatra. In Central Java, where the PKI supplanted the PNI as the region's strongest party (based on the 1955 general elections results) , the PNI reaction at the time was most outspoken. Hadisubeno, the regional party chairman, blamed the party's poor showing on its past association with the PKI1 and accordingly urged the party's central executive council to re view this relationship. He suggested that the party consider forming an alliance with the Masjumi (the modernist Islamic party) and the Nahdatul Ulama (NU, the traditional Islamic party).2 A conference of the Central Java PNI passed a resolution forbidding cooperation with the PKI.3 These acts were interpreted by many as a slap at President Sukarno,** who had made it increasingly clear in the preceding months that to oppose the PKI was to oppose him as well; however, the party's central leadership, no less hostile to the PKI, was unwilling to risk such an interpretation and thereby further impair its relations with Sukarno. Indeed, only a few months before, Sukarno had indicated strong displeasure with the PNI in his address to the party on the occasion of its thirtieth anniversary celebrations. chapter 6 The Managers of Social Engineering Abstract This chapter discusses the implementation of scientific management theories in the context of the Guided Democracy’s revolutionary effort to remake the Indonesian per- son. Studies into the administrative problems in the early 1950s has pointed out the cultural problem of administration. Classes on such themes as leadership strength- ened the idea of a cultural pathology rooted in feudal Indonesian culture. Instead, an idealized image of the village with its corporatist values of gotong royong became one of the mainstay in the discussion of Indonesian administration. This would translate in the creation of a series of institution meant to discipline the civil service and wid- er population. Indoctrination courses, surveillance and retooling were the means to which the behavioral problem of the Indonesian man could be rationalized so as to support development. The support for this behavioral indoctrination came from both scientific management and Indonesian ideas of traditional corporatism. The concept of discipline was bifurcated within the divide between the experts and the rest. Thus, Indonesian behavioral discipline was often a form of re- traditionalization allowing for the expert to take on the authority of tradition. This again highlights the ease with which scientific management was reincarnated to support an Indonesian corporative order that was illiberal and undemocratic. Keywords cultural pathology – traditional corporatism – managerial indoctrination – re- traditionalization This chapter discusses both the implementation of scientific management and the efforts of the government to instil discipline in its civil service with the stated aim of eradicating corruption. The policymakers at the national level assumed that the problem of corruption was the Indonesian Man himself be- cause he was, in their eyes, incapable, inefficient, and corrupt. -

AUSTRALIA JAVA Foreword What is commonly referred to as the Indonesian coup is more properly called "The 30 September Movement," the name the conspirators themselves gave their movement. In this paper, the term "Indonesian coup" is used inter- changeably with "The 30 September Movement ," mainly for the sake of variety. It is technically correct to refer to the events in lndonesia as a "coup" in the literal sense of the word, meaning "a sudden, forceful stroke in politics." To the extent that the word has been accepted in common usage to mean "the sudden and forcible overthrow - of the government ," however, it may be misleading.
