Compulsory Regulations at seaport Kavkaz

I. General Provisions

1. Compulsory regulations at seaport Kavkaz (hereinafter referred to as Compulsory Regulations) have been developed in accordance with Federal Law No. 261-FZ of November 8th, 2007, "About Seaports in the Russian Federation and introduction of amendments to Certain Legislative Acts of the Russian Federation", Federal Law of April 30, 1999 No. 81-FZ "Merchant Shipping Code of the Russian Federation 1" (hereinafter referred to as MSC of the Russian Federation), General Rules of navigation and staying of the vessels in the Seaports of the Russian Federation and Approaches to them 2) (hereinafter referred to as General Rules). 2. These Compulsory Regulations contain a description of the seaport Kavkaz (hereinafter referred to as the Seaport); rules for the arrival of vessels into the seaport and the departure of vessels from the seaport, including arrangements for the safety of navigation for the arrival of vessels into the seaport and the departure of vessels from the seaport; rules of navigation in the water area of the seaport and in approaches to it; the description of the service area of vessel traffic control systems and the rules of navigation in these areas; rules for the staying of the vessels in the seaports with indication of their staying; rules for marine environmental protection including the establishment of types of shipboard wastes to be collected in the seaport, enforcement of the rules of quarantine regulations in the seaport; rules for special means of communication within the territory of the seaport; information about the seaport limits; information about the sea port approaches; information on the limits of the sea areas A1 and A2 of the Global Maritime Distress and Safety System (hereinafter referred to as

GMDSS); information on technical capabilities subject to vessel processing; information about period of navigation; information about the areas of compulsory pilotage of vessels; information about the depths of the water area of the seaport and approaches to it; information about dangerous cargoes handling; information about navigation in ice-covered waters and in their approaches to it; information about transmitting data by the Masters of the vessels which are in the seaport, if there is a threat of acts of unlawful interference within the seaport; information about transmitting navigational and hydro meteorological data by Masters of the vessels which are in the seaport; any other information stipulated in the statutory and legal acts of the Russian Federation in the field of merchant shipping. 3. These Compulsory Regulations are subject to execution by the vessels irrespective of their national and departmental identity, as well as by individuals and juridical persons, regardless of the business category that carry out activities in the seaport. 4. Navigation of vessels in the seaport and in approaches to it, vessels staying in the seaport water area shall be carried out in accordance with the General Rules and these Compulsory Regulations.

II. Description of the seaport

5. The seaport is located in the north-eastern part of the Strait on the in the southern extremity of the on its western coast and consists of the following Areas: - Area 1 of the seaport waters (hereinafter referred to as Area No. 1). It includes the northern port area (the inner boot basin of the northern area with turning circle, the approach channel to the northern area, the area of perspective development of the north- eastern cargo area, the channel No. 28 (the area of the south-eastern elbow in the direction 323.5°-143.5° as far as crossing the direction of 67°-247° Fairway No. 50), the southern area, the approach fairway to the southern area; - Area 2 of the seaport waters (hereinafter referred to as Area No. 2). includes deep-water road cargo transfer area No. 2; - Area 3 of the seaport waters (hereinafter referred to as Area No. 3). includes deep-water road cargo transfer area No.3; - Area 4 of the seaport waters (hereinafter referred to as Area No. 4) includes anchorage place No. 455. 6. The seaport limits are established by Government Resolution of the Russian Federation dated August 12th, 2009 No. 1150-p3). 7. Navigation in the seaport is provided all-year-round, the seaport operates within 24 hours and has the cargo stationary multilateral checkpoint through the state border of the Russian Federation 4).

No. 2665-р. (Russian Federation Code, 2017, No.49 art. 7527) 8. Sailing conditions in the seaport are distinguished by negative and positive surge oscillations during the strong southerly winds. When wind speed is of 15 meters per second or more (hereinafter referred to as a gale warning), the current speed in the increases up to 2.8 knots, the waves reach height of 5 meters. 9. The seaport Kavkaz is not a sheltering place for ships in stormy weather. 10. The seaport is included in the operation zone of the sea areas A1 and A2 of the GMDSS. 11. Kerch-Yenikal Canal (hereinafter referred to as KYC), the Tamansky navigable waterway, consisting of the fairway No. 50, the passage area between the fairways No. 50 and No. 52 and the fairway No. 52 (hereinafter referred to as TNW), are located in the approaches to the seaport, as well as prohibited area for navigation in the zone of construction of the transport passage through the Kerch Strait 5 and the ferry port zone (hereinafter referred to as FPZ), as described in paragraph 31 of these Compulsory Regulations. Information on approaches to the seaport is given in Annex No. 1 to these Compulsory Regulations. 12. Information on TNW, KYC, northern port area, the approach channel to the northern port area and the turning circle of the northern port area, the southern port area and the approach channel for the southern port area are given in Annex No. 2 to these Compulsory Regulations. - Information on technical capabilities of the seaport with regard to vessels acceptance is given in Chapter X of these Compulsory Regulations and in Annex No. 3 to these Compulsory Regulations. - Information on the very high frequency communication channels used in the seaport (hereinafter - VHF) are given in Annex No.4 to these Compulsory Regulations. - Information on anchorages in the seaport is given in Annex No. 5 to these Compulsory Regulations. 13. The seaport provides the towing service for vessels. Information on the minimum number and minimum capacity of tugboats for mooring operations of vessels in the seaport is given in Annex No.6 to these Compulsory Regulations. 14. The seaport provides icebreaker assistance in accordance with the General Rules and these Compulsory Regulations from the beginning of ice formation and before the end of the ice floe. Restrictions of ice navigation of vessels in the water area of the seaport are given in Annex No. 7 to these Compulsory Regulations. 15. The water area of the seaport Kavkaz is the area of compulsory pilotage for ships, with the exception of the Area 4. Information on the area of compulsory pilotage of vessels in the seaport is given in Annex No.8 to these Compulsory Regulations.

16. The seaport carries out cargo handling, including dangerous goods of hazard classes 2-9 of the International Maritime Organization (hereinafter referred to as IMO). 17. The seaport has capability to supply the ships stores with food, fuel, fresh water, reception of sewage and oily water from ships, all categories of garbage, with the exception of Class 1 and 2 hazard wastes.

III. Rules of the arrival of vessels into the seaport and the departure of vessels from the seaport including arrangements for the safety of navigation.

18. Information on the arrival of vessels into the seaport and the departure of vessels from the seaport is passed to the Harbor Master at the following URL: www.portcall.marinet.ru . 19. Clearance the vessels inwards and outwards is carried out within 24 hours. 20. Harbour Master doesn’t carry out clearance outwards of the vessels that sail exclusively within the seaport waters, as well as vessels leaving the limits of the seaport for a period not exceeding 72 hours with return to the seaport. Permission for navigation of such vessels within the waters of the seaport and navigation beyond the limits of the seaport with return to the sea port shall be issued by the Harbour Master for a period not exceeding 30 days. The validity period of the permission specified in this paragraph may not exceed the validity period of the ship's documents. For the vessels carrying out pilotage in the Kerch Strait, simultaneous permission for navigation both in the waters of the seaport Kavkaz and the seaport Kerch is allowed for a period not exceeding 30 days.

IV. Rules of navigation in the water area of the seaport and in its approaches 21. In the seaport and in its approaches a procedure for regulating of vessels traffic and staying is applied according to the Schedule of Vessels Movement and Positioning at Seaport. The schedule of vessels traffic and arrangement is approved by the Harbour Master daily at 15:00HRS local time on the basis of information on vessel call, transferred according to paragraph 18 of these Compulsory Regulations, and is placed at the following URL: http://kavkaz.azovseaports.ru .

22. Vessel traffic in the water area of the seaport and in its approaches (TNW and KYC) is regulated according to the Schedule of Vessels Movement and Positioning at Seaport by Vessel Traffic Service (hereinafter referred to as VTS). Vessel requests permission of VTS on departure. 23. Vessel traffic, proceeding to the seaport and from the seaport is carried out through TNW, KYC, FPZ and on mid-channel line of approach to the southern area (an elbow in the direction 287°-107°), fitted with leading lights. 24. Vessel traffic through KYC is two-way, except for navigation of vessels in the Area of KYC from a pair of buoys No. 19 (Lat. 45°18,20’ N and Long.36°29’40”E) and No. 20 (Lat.45°18,20’ N and Long.36°29,10’ E) to pair of buoys No. 23 (Lat.45 °18,50’ N and Long. 36 °31,10’ E) and No. 24 (Lat.45 °18,70’ N and Long. 36 °31,00’ E) an under-bridge passage zone is located (hereinafter referred to as under-bridge passage zone), in which one-way vessels traffic is established. Traffic regulation is provided by VTS. In the under-bridge passage zone KYC crosses the bridge. Navigation width in a bridge span across the Kerch Strait is 185 meters. Bridge span height in navigable channel is 35 meters, counted from the highest observed level of +0,84 m under the Baltic system of heights to the toe of bridge superstructure. The air draft shouldn't exceed 33 meters. 25. Vessel traffic through TNW is two-way, except as follows: one-way traffic is established for vessels proceeding: a) through the Area of passage with under-bridge zone from the fairway No. 50 to the fairway No. 52; b) through the approach channel to the northern area, the approach fairway to the southern area. 26. Vessel traffic in the water area of seaport is allowed at visibility not less than 5 cables, except for the vessels taking part in rescue operations. 27. Pilot boarding points are: 1) for the vessels proceeding through KYC a) for vessels with the draft of 4,5m and more: No. 1 – is located in position Lat. 45°12,00’N and Long.36°27,9’ E; No. 2 - is located in position Lat. 45°27,20’N and Long.36°41,3’ E; b) for vessels with draft to 4,5 m: No. 3 - is located in position Lat.45°15,10’N and Lat.36°27,80’ E; No. 4 - is located in position Lat.45°22,60’N and Long.36°40,20’ E; 2) for the vessels proceeding through TNP: No. 1 – is located in position Lat.45°21,93’N and Long.36°40,60’ E; No. 2 - is located in position Lat.45°17,17’N and Long.36°29,10’ E; 3) for the vessels bound for loading/ discharging: No. 3 - is located in position Lat.45°05,50’N and Long.36°33,52’ Eat the Area No. 2; No 4 - is located in position Lat. 45°00,00’N and Long. 36°32,00’E at the Area No. 3. The vessel proceeding to the seaport Kavkaz (Areas No. 1, 2, 3 and 4) or by a transit passage through TNW or KYC in case of deterioration of a navigation situation and/or hydro meteorological conditions can use the safest pilot boarding point. Vessels are to inform VTS of using other point of pilot boarding point. For the vessels proceeding from the to the Areas No. 2, 3 and to the anchorage place No. 471 of the seaport Kerch and back and not intending of carrying out mooring operations to other vessels at this anchorage place are allowed to anchoring and weighing of anchor without pilot. These actions shall be agreed with VTS.

28. The following categories of vessels (except for vessels in emergency condition, vessels with dangerous cargoes (except dangerous cargoes of subclasses 1 and 2 of classes 4, 8 and 9, which are transported in the closed cargo spaces), passenger liners, nuclear-power vessels and towing trains) are exempted from compulsory pilotage: ice breakers; vessels, carrying out servicing and supplying of the vessels, which are in the seaport waters and on its approaches, seaport infrastructure facilities (hereinafter referred to as port service fleet); small craft and sports sailing vessels; fishing vessels less than 50 m long; vessels of GRT up to 500 sailing in the waters of Area №. 1; vessels of GRT up to 7000 sailing and approaching storage vessels and (or) leave from storage vessels in the Areas No. 2 and No. 3 of the seaport Kavkaz under the guidance of VTS. 29. The option to carry out sailing without pilot in approaches to the seaport Kavkaz is granted to the Master of the vessel under national flag of the Russian Federation less than 145m long, with draft less than 4,5m and is executed by Harbour Master’s disposal on the condition that the Master of the vessel has made six transit passages through KYC and six transit passages through TNW with a pilot within 12 months before the date of granting to him the option to carry out sailing without pilot. The option to carry out sailing without pilot in the area of FPZ is granted to the Master of the vessel working at a FPZ in condition that he has a sea going experience in a position of the Master of the vessel not less than a year and has made in this area not less than 18 passages with the pilot within 12 months before the date of granting him the option to carry out sailing without pilot 6). Order of the Harbour Master of the seaport Kavkaz about granting the option to the Master of the vessel to carry out sailing without pilot through TNW, KYC, FPZ are placed at the following URL: http://kavkaz.azovseaports.ru . 30. Navigation of small crafts through TNW and KYC is prohibited, except for sailing in the under-bridge passage zone and cases of crossing the TNW and KYC. Prior to commencement of traffic in the under-bridge passage zone the small craft is to contact VTS and receive a permission to commence movement through KYC, then the small craft is obliged not to impede the traffic flow of other vessels proceeding through the KYC. It is allowed to small crafts to cross the TNW and KYC as far as possible at the right angle to the general direction of the traffic flow not impeding other vessels 7. It is prohibited to small crafts, sports sailing vessels and recreational crafts: to berth to floating and stationary aids to navigation and to anchor nearby of them; to approach cargo berths without the Harbour Master’s permission and coordination with the Berth Operator;

to approach the vessels carrying out transshipment of dangerous cargoes; to manoeuvre near to the vessels which are underway, at anchor or at berth; to impede the traffic of other vessels. 31. FPZ includes the area of the waters limited to the lines parallel to the mid-channel No. 28, crossing the TNP and KYC and limited the lines connecting in order points with coordinates: 1) Lat. 45 °21,37’ N and Long. 36 °37,51’ E; 2)Lat.45 °22,14’ N and Long. 36 °38,39’ E; 3) Lat. 45 °21,46’ N and longitude 36 °39,99’ E; 4) Lat. 45 °20,95’ N and Long. 36 °40,54’ E; 5) Lat. 45 °20,14’ N and Long. 36 °39,64’ E; 6) Lat. 45 °20,72’N and Long. 36 °39,01’E.

32. The vessel with draft of 4 meters and more or length of 90 meters and more 0, 5 miles before the entrance to FPZ in addition should exhibit in a visible location and keep to an exit from FZP: In the afternoon – a black sphere on a yard-arm of mainmast; At night or in restricted visibility – red all-round light, which nominal range of which must be not less than 3nautical miles. Ferries are obliged to give a way to the vessels exhibiting such signals, vessels exhibiting signals according to the rule 28 of International Regulations for Preventing Collisions at Sea of 1972, as well as to all vessels proceeding as a part of a convoy. Vessels with draft of less than 4 meters or length of less than 90 meters are obliged to give a way to ferries. In restricted visibility the ferries and vessels in the area FPZ crossing KYC or entering it shall give a way to all vessels proceeding through KYC. The ferries which are in the area of FPZ must exhibit in addition two green all-round lights, located below top lights, vertically one over another and visible round the horizon at a distance not less than 3 miles; When ferry leaves the FPZ limits the specified green lights must be switched off immediately. 33.Within the area of FPZ it is prohibited: - to anchor in any circumstances; - to carry out dredging operation and sailing with anchor chain paid out, ropes or tackles; - Sailing of pleasure crafts.

V . Description of vessel traffic service operation zone and rules for the navigation of vessels within this zone.

34. The VTS operates in the waters of the seaport and approaches to it. The VTS serves the seaports Taman, Kavkaz, Kerch and Temryuk. 35. The VTS operation area is limited by a coastline and straight lines connecting in order the points with coordinates: 1) Lat.45° 07.60 ' N and Long. 36° 41.60' E; 2) Lat.44 ° 59.75 'N and Long.36 ° 41.60' E; 3) Lat.44 ° 59.75 'N and Long.36 ° 27.26' E; 4) Lat.45 ° 06.01 'N and Long.36 ° 27.26' E; 5) Lat.45 ° 26.47 'N and Long.36 ° 34.62' E; 6) Lat.45 ° 30.10 'N and Long.36 ° 34.62' E; 7) Lat.45 ° 30.10 'N and Long.37 ° 02.00' E; 8) Lat.45 ° 23.30 ° N and Long.37 ° 23.50 'E; 9) Lat.45 ° 21.00 'N l and Long.37 ° 23.50' E; 10) Lat.45 ° 19.95 'N and Long.36 ° 39.48' E; 11) Lat.45 ° 18.05 'N and Long.36 ° 32.97' E; 12) Lat.45 ° 13.10 'N and Long.36 ° 39.05' E. 36. Vessels must contact with the VTS 1 hour before entering the VTS 37. Within the VTS operation zone, vessels shall keep the radio watch on the VHF communication channels specified in Annex No. 4 to these Compulsory Regulations. 38. Traffic within the VTS operation zone (anchoring, anchor weighing, approaching and mooring to the berth, unmooring and leaving the berth, shifting) is allowed on the permission of the VTS. If ship’s movement doesn’t commence within 15 minutes after receiving the permission, permission to start movement shall be requested again. 39. Vessels must to report to the VTS when: entering / leaving the VTS operation area(s); passing the mid channel light buoy Varzovsky; passing the pilot boarding point; passing abeam of the Cape Takil.

VI. Regulations for vessels staying in Seaport and their place of staying assignement.

40. Staying of vessels in the seaport is carried out at the anchorage places of Areas No. 2, No. 3 and No. 4 and at the berths of the seaport. Areas №2, №3 and №4 designated for: - handling bulk and dry cargo vessels, - transshipment of liquid and bulk cargoes. The western part of anchorage No. 4 is designated as quarantine anchorage. As per VTS instructions, for the period of gale warnings, anchorage No. 471 of the seaport Kerch is used by the vessels for shelter and anchoring until the weather conditions improve, as well as for staying of the vessels awaiting transit passage through the Kerch Strait and passage to storage vessels for STS operation areas within the limits of Areas №2 and №3 without registration of vessel’s arrival at the seaport of Kerch. The vessels specified in the sixth sub-paragraph of this paragraph shall not carry out cargo operations, replenishment of ship stores (including bunkering of vessels with fuel and water), embarkation / disembarkation of crew members and passengers when at anchorage No. 471 of the seaport Kerch. 41. STS operations in Areas Nos. 2 and 3 with liquid and bulk cargoes are carried out when one of the vessels is at ship’s anchor under the Rules for rendering services on organizing cargo transshipment from ship to ship approved by the order of the Ministry of Transport of the Russian Federation dated April 29th, 2009 №68 8). In case of deterioration of hydro meteorological conditions in the Kerch Strait at the time of carrying out cargo operations, while preparing for them or awaiting permission for entry/exit to/from the port, vessels being at the anchorage places of Areas No. 2 and No. 3 during ship-to-ship operations are allowed at its own discretion to conduct operations on unmooring and leaving without a pilot to ensure safety of navigation. 42. The mooring of vessels at the berths of the seaport is allowed no more than in two hulls. 43. The mooring of vessels at berths in two hulls is allowed with the consent of the berth operator and the Masters of both vessels. 44. Works associated with the decommissioning of ship power plants, steering and (or) anchor gear, are carried out in the road, tug assistance is compulsory. Vessels on which works on decommissioning of ship power plants, steering and (or) anchor gears must maintain continuous radio watch on 10 and 16 VHF channels. 45. Shifting the vessel along the berth without towing and pilotage is allowed at a distance of not more than the length of the ship's hull without casting off the lines. 46. Mooring operations of vessels with a length of more than 50 meters are carried out with compulsory towage, car and passenger ferries excluded. In the northern and southern areas of Area No. 1, during mooring operations, except for ferry and Ro-Ro vessels, vessels equipped with operational thrusters and two propellers and having operational azipods use one tugboat with a minimum capacity of at least 50% of stated in Annex №6 to these Compulsory Regulations. In Areas 2,3 and 4, during mooring operations, ships equipped with operational thrusters and two propellers with operational azipods and operational steering gears are exempted from the compulsory towage. 47. The berth operator notifies the Harbour Master of the readiness of the berth to moor the vessel an hour before the mooring operation begins. 48. Mooring operations carried out in the water area of Area 1 of the seaport waters are carried out at a wind speed of up to 14 meters per second (m / s), with the exception of mooring operations, for: - car-passenger ferries - at a wind speed of up to 17 meters per second; - Ro-Ro type ferries and vessels with towed bodies - at a wind speed of up to 10 meters per second. 49. If the turning vessel is available in the turning circle of the northern port area, commencement of mooring operations of other vessels in boot basin are not permitted.

50. The vessel, during mooring operations in the seaport, shall have ballast in an amount sufficient to ensure the ship's maneuverability. 51. Towage and / or mooring operations of vessels with inoperative ship power plants, steering, anchoring gears and (or) mooring gears are carried out with compulsory towing and pilotage services.

VII .Environmental safety protection rules, including the establishment of types of shipboard wastes to be collected in the seaport, the rules for observance of quarantine regulations in the seaport

52. The seaport provides services on reception of ship board wastes stipulated in Annexes I, IV and V of the International Convention for the Prevention of Pollution from Ships, 1973 (No. 9 9). 53. Departure from the seaport is prohibited to the vessels that did not land ashore oil- containing mixtures, oil residues or garbage before they leave the port, if the capacities of their storage tanks (containers) do not allow to ensure defined accumulation of wastes for the period of passage to the next port of call or to discharge them in the area of the Black Sea in compliance with the requirements of the International Convention for the Prevention of Pollution from Ships, 1973. At berths, the collection of garbage separated by the categories from the vessels is carried out into containers. at Areas 2,3 and 4: the collection of the garbage separated from the vessels is carried out by service port fleet; the delivery of oily mixtures, oil residues, sewage from ships is carried out in specialized bilge water collection vessels. 54. The discharge of ballast water is not permitted in the seaport water area, except for segregated ballast. The discharge of segregated ballast is allowed in the water area of the seaport if the ballast was received in the or in the Black Sea at a distance of not less than 50 nautical miles from the nearest shore and in places with depth of at least 200 meters. 55. In the event of oil or oil products spill onboard or in the seaport waters in the area of oil and oil products discharge/loading operations, the said operations cease and measures are taken to get the spill of oil or oil products under control according to the Plan of Prevention and Response to oil and oil products spill. 56. The vessels not engaged in the operation of oil or oil products spill response are not allowed to cross the contaminated water area. 57. When passing in the vicinity of the area where the response of the oil and oil products spill takes place, the vessel reduces her speed to minimum to maintain course.

Vessels are protected with booms for the whole period of loading/unloading operations or bunkering carried out within the water area of the seaport. 58. In case of rupture of the boom, loading or unloading operations or bunkering operations are terminated until the booms are restored. In the presence of ice cover, loading and unloading operations and bunkering operations are carried out without the installation of booms. 59. A vessel on which a patient with symptoms suggesting the presence of especially dangerous infections is identified, together with the crew, passengers and cargo, is conducted for carrying out anti-epidemiological measures to berth No. 9 or to the north- western part of Area No. 4.

VIII. Rules for special communication within the territory of the seaport

60. Vessels lying in the seaport must maintain constant radio watch on VHF channel 10. 61. Vessels alongside the berths of the seaport must maintain constant radio watch on VHF Channels 16 and 10 (reserve 12). Vessels at anchor at the seaport use VHF channels 10 (reserve 12), 16 (reserve 15) and 74 (reserve 15). Data on the VHF channels in use are given in the Annex No. 4 to these Compulsory Regulations. 62. Information on additional complementary communications for data transfer, including phone numbers, is announced by the Harbour Master. 63. Use of VHF channels listed in these Compulsory Regulations is not allowed for communication between shore correspondents.

IX. Information on the limits of the sea areas A1 and A2 of the Global Maritime Distress and Safety System

64. GDMSS Sea areas A1 and A2 are applied in the seaport waters. 65. GDMSS Sea areaA1 extends to 28 miles from the lighthouse "Temryuk" (45°19.81’ N 37°13.86’ E).GDMSS Sea areaA2 GMSSB extends to 130 miles from the lighthouse "Temryuk". 66. Communication with vessels GDMSS Sea areas A1 and A2 is provided with the coast station (identification number MMSI 002734446), call sign «Taman-Radio- MRCC» on VHF channels 3 and 74.

X. Information on technical capabilities of the seaport with regard to vessels acceptance and waters depths within port area

67. The seaport accepts vessels: At berths – up to 150 meters long, up to 22 meters wide and with draft to 5,3 meters; At Area No. 2 – with draft up to 16 meters; at Area No. 3 – with draft up to 22,6 meters. 68. Information on actual seaport waters depths and depths at berths of the seaport as well as allowed drafts of vessels is brought by the Harbour Master to the notice of seafarers annually and on any change by placement at the following URL: http://kavkaz.azovseaports.ru . 69. Information on the seaport technical capacity with regard to vessels acceptances given in the Annex No. 3 to these Compulsory Regulations. 70. At Areas No. 2 and No. 3 of the seaport waters ship-to-ship operations of oil and oil products, cargo handling operations on general and bulk cargoes transshipment are carried out according to the Rules for the provision of cargo transshipments services approved by the Order of the Ministry of Transport of the Russian Federation dated April 29, 2009 No. 68, with use of floating cranes or ship’s handling facilities.

XI. Information on dangerous cargoes handling.

71. In the seaport waters operations with dangerous cargoes of IMO hazard classes 2-9 are carried out. 72. Vessel with dangerous cargo onboard, moored at berth of the seaport, must keep the main engine constant stand-by for providing immediate unberthing. 73. When thunderstorm in the seaport all operations with dangerous cargoes are suspended.

XII. Information on navigation in ice-covered waters and in their approaches

74. The beginning and end of the period of icebreaking support for vessels in the seaport waters and approaches to it is declared by the Harbour Master. 75. To provide the icebreaker support of vessels in the Sea of Azov, the icebreaker main office is established. Information on the approach of the vessels to the convoy meeting point (hereinafter referred to as - CMP) is transmitted 72 hours and confirmed 24 hours before the expected time of approach to CMP in accordance with paragraph 18 of these Compulsory Regulations. The time and order of ships navigation through the ice are determined by the Harbour Master at 10.00 every day and are placed at the following: http://kavkaz.azovseaports.ru . In the event of ice situation change and the need to make changes, the time and order of navigation through the ice are specified with subsequent placement in the Internet network. 76. Depending on the forecast ice situation in the seaport waters, the Harbour Master establishes restrictions on the condition of ice navigation of vessels in the seaport waters in accordance with Annex No. 7 to these Compulsory Regulations and establishes the location of the CMP. Notification of restrictions on ice navigation and the location of CMP is placed at the following http://kavkaz.azovseaports.ru. not later than five days before the expected date of introduction of restrictions on ice navigation and the location of CMP. 77. Vessels proceeding to the seaport approach CMP under the recommendations of the Harbour Master. Ships that do not have the opportunity to proceed to the CMP independently, on the request of the Shipowner (the ship's Master) are provided with icebreaker assistance. A vessel proceeding to the seaport or from the seaport within the period of icebreaker support must have the opportunity to manually control the main engine. 78. Vessels of 30 years or older must have a confirmation of the category of ice support issued by the organization authorized to classify and survey vessels in accordance with Article 22 of the MSC of the Russian Federation. 79. Icebreaker assistance of the vessel is provided in accordance with paragraph 75 of these Compulsory Regulations on the basis of: time of vessel approach to CMP; time of receipt of an application for entry into the seaport or exit from the seaport; the priority of the ships movement, set by general rules; restrictions for ships depending on the condition of ice navigation. When approaching the CMP, the ship maintains a radio communication with the icebreaker and acts in accordance with its instructions. If necessary, assistance in establishing the radio communication of the vessel with the icebreaker is provided by the Harbour Master. 80. Taking into account the actual ice situation in the water area of the seaport and the approaches to it and ship’s technical particulars, vessels can proceed under the recommendations of the Harbour Master on the route on their own. Vessels, proceeding on their own, shall advise the Harbour Master on the passage of the appointed by the Harbour Master recommended points of the recommended route and to report the ice situation on the route. 81. Vessels sailing under convoy by the command of icebreaker conducting the assistance must change VHF communication channels advised by icebreaker’s Master. 82. Breaking the ice around the vessel is permitted by ice-breaker only. 83. Fuel, food and water provisions on board should ensure the vessel's autonomy for at least 15 days from the time of approaching the CMP for the vessel’s call at the seaport. When a vessel is in the icebreaking area for more than 15 days from the time of approaching the CMP, the Harbour Master takes urgent measures to conduct the vessel to the seaport.

XIII. Information on transmitting data by the Masters of the vessels which are in the seaportif there is a threat of acts of unlawful interference within the seaport

84. If there is a threat of acts of unlawful interference within the seaport, the Master of the ship or the Security Officer must immediately inform the Port Official responsible for the security as well as the Harbour Master of seaport. 85. Terminal Operators must give to the Harbour Master the information on the security level of port facilities, Masters of the ship give information on the security level of ships in the seaport, as well as any changes in their levels of security. 86. Notices on arising a threat of the acts of unlawful interference within the seaport and changes in the security level of a ship, as well as confirmation of the receipt of such notifications, should be made immediately from the time of arising the circumstances specified in the notifications on VHF channels. 87. Masters of the ships which are in the seaport should immediately advise the Harbour Master, the Port Official responsible for security, on working VHF channels, as well as by additional means of communication on all incidents involving the detection of suspicious objects or explosive devices, signs of preparation and execution of acts of unlawful interference, unlawful entry onboard, any information on the preparation of terrorist acts, as well as all violations of the established order or suspicious persons in the seaport, of which Harbour Master inform all concerned.

XIV. Information on transmitting navigational and hydro meteorological data by the Masters of the vessels which are in the seaport

88. Transmitting the hydro meteorological information to the vessels lying in the seaport is carried out by VTS two times a day at 9:30 and 15:00 local time on VHF communication channel 10and as and when it changes.

89. Transmitting the urgent navigational and hydro meteorological information and as well as gale warnings to the vessels berthing and anchoring at the seaport, to berth operators is carried out by VTS and the Harbour Master on VHF channel 10.

90. Vessels must confirm receiving vital and gale warnings immediately from the moment of their receiving.

Tamansky navigable waterway includes: - Fairway No. 50 (elbow in the direction of 7°-187°, 67°-247° and 139°-319°) from the point of its connection with the recommended route №12 (on the line of light buoys No. 51 and No. 52) as far as crossing of its elbow in the direction139°-319 ° with right edge of the Kerch-Yenikal Canal; - Area of passage between fairways Nos.50, 52 with under-bridge passage zone. It is formed by crossing the Yenikal elbow of KYC with elbow of fairway No.50 in the direction 139°-319° and situated on the Yenikal elbow of KYC the standard light buoys No. 19 and No. 20. The Area of 2.3 miles longis located in the Kerch-Yenikal Canal water area in position: 1. Lat. 45° 19.02 'N and Long. 36° 32.30' E; 2. Lat. 45° 19.12 'N and Long. 36° 32.22' E; 3. The Kerch-Yenikal Canal includes: Pavlovsky elbow, the Burun elbow, the Yenikal elbow, the Chushkinsky elbow. Length of the channel is 24.3 km, width is 120.0 m, depth is up to 9.3 m. Capacity of the channel is up to 150 vessels per day. Beginning in the Black Sea. The coordinates of the channel head are 45° 13.16 'N and 36° 27.73' E. Ends in the Sea of Azov. The coordinates of the channel end are 45° 27.12 'N and 36° 41.12' E. The northern area includes: the inner boot basin, restricted by the northern and western breakwaters, the turning circle, the approach channel to the northern area, the area of the perspective development of the northeastern cargo district, fairway No. 28, marked by leading lights (water area of the southeastern elbow in the direction 323.5° -143,5° as far as crossing with the elbow in the direction 67° -247° of the fairway No. 50). The turning circle traffic zone of the northern area is located in the inner boot basin of the northern area and limited to a radius of 150 meters (0.8 cable) with the center at the point with coordinates 45° 20.42 'N and 36° 40.25' E. The planned depth is 6.5 meters. The approach channel to the northern area is located in the water area of the fairway No. 28 (the south-eastern elbow in the direction 323.5° -143.5°). Particulars: length along the mid-channel - 751.9 m, width - 120.0 m, planned depth - 7 m. The southern area includes: Area of the water area located to the south of the northern area of the seaport and formed by the operational water areas of berths No. 24 and No. 25. No breakwaters. It has a separate approach fairway (direction 287° -107°), marked by leading lights. The approach channel to the southern area is located in the southern part of Area No. 1 of the . It is a natural connecting navigable waterway between the southern area of the port and the fairway No. 50 of the Tamansky navigable waterway.
