Harmful Non-Indigenous Species in the United States September 1993 OTA-F-565 NTIS order #PB94-107679 GPO stock #052-003-01347-9 Recommended Citation: U.S. Congress, Office of Technology Assessment, Harmful Non-Indigenous Species in the United States, OTA-F-565 (Washington, DC: U.S. Government Printing Office, September 1993). For Sale by the U.S. Government Printing Office ii Superintendent of Documents, Mail Stop, SSOP. Washington, DC 20402-9328 ISBN O-1 6-042075-X Foreword on-indigenous species (NIS)-----those species found beyond their natural ranges—are part and parcel of the U.S. landscape. Many are highly beneficial. Almost all U.S. crops and domesticated animals, many sport fish and aquiculture species, numerous horticultural plants, and most biologicalN control organisms have origins outside the country. A large number of NIS, however, cause significant economic, environmental, and health damage. These harmful species are the focus of this study. The total number of harmful NIS and their cumulative impacts are creating a growing burden for the country. We cannot completely stop the tide of new harmful introductions. Perfect screening, detection, and control are technically impossible and will remain so for the foreseeable future. Nevertheless, the Federal and State policies designed to protect us from the worst species are not safeguarding our national interests in important areas. These conclusions have a number of policy implications. First, the Nation has no real national policy on harmful introductions; the current system is piecemeal, lacking adequate rigor and comprehensiveness. Second, many Federal and State statutes, regulations, and programs are not keeping pace with new and spreading non-indigenous pests.

Harris- There is a tendency at present in the biological sciences to shy away from systematics in favor of molecular biolof^ical studies. The Linnaoan system of dealing with the multitudinous forms of aiumate nature is being seriously questioned. Today, biologists are concerned with the synthesis of the living environment at levels of organiza- tion such as the "biota, community, population, organism, cell, and molecule."' No doubt emphasis in this line of endeavor will prove to be revealing as to the similarity and unity of organisms. As ad- vancements are made in this new approach to understanding the basic makeup of organisms, their similarity and life processes, there will still be a need for recognizing the great diversity of life forms.

    J. ENTOMOL. SOC. BRIT. COLUMBIA 106, DECEMBER 2009 3 Nine Heteroptera (Hemiptera) new to Canada, with additional new provincial records for three other species in Canada G.G.E. SCUDDER1 ABSTRACT Cenocorixa wileyae (Hungerford), Labops utahensis Slater, Phytocoris heidemanni Reuter, Pinalitus rubrotinctus Knight, Corythucha celtidis Osborn and Drake, Geocoris frisoni Barber, Zeridoneus petersoni Reichart, Aethus nigritus (F.), and Melanaethus subglaber (W alker) are reported as new to Canada. New provincial records are also given for three mirids, namely Clivinema fuscum Downes, Pilophorus amoenus Uhler, and Polymerus vulneratus (W olff). Labops utahensis is also recorded new for Oregon, and Aethus nigritus from South Carolina. INTRODUCTION In a previous paper (Scudder 2008a), I species in Canada. Building-Up of a DNA Barcode Library for True Bugs (Insecta: Hemiptera: Heteroptera) of Germany Reveals Taxonomic Uncertainties and Surprises Michael J. Raupach1*, Lars Hendrich2*, Stefan M. In the case of insects, most published DNA barcoding studies focus on species of the Ephemeroptera, Trichoptera, Hymenoptera and especially Lepidoptera. In this study we test the efficiency of DNA barcoding for true bugs (Hemiptera: Heteroptera), an ecological and economical highly important as well as morphologically diverse insect taxon. As part of our study we analyzed DNA barcodes for 1742 specimens of 457 species, comprising 39 families of the Heteroptera. We found low nucleotide distances with a minimum pairwise K2P distance ,2.2% within 21 species pairs (39 species). For ten of these species pairs (18 species), minimum pairwise distances were zero. In contrast to this, deep intraspecific sequence divergences with maximum pairwise distances .2.2% were detected for 16 traditionally recognized and valid species. With a successful identification rate of 91.5% (418 species) our study emphasizes the use of DNA barcodes for the identification of true bugs and represents an important step in building-up a comprehensive barcode library for true bugs in Germany and Central Europe as well.
