LARCHMONT YACHT CLUB 2020 Interclub Dinghy National Championship Friday, April 16 to Sunday, April 18, 2021 Rescheduled from April 2020 – Manhasset Bay YC NOTICE OF RACE 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020 (RRS) and The Technical Regulations of the Interclub Dinghy as revised April 20, 1997. 1.4 Technical Regulation 2.3.1 Hull Weigh, is revised as adopted in April 2018 to - Boats fully equipped for racing (i.e. with centerboard, rudder, boom, mast, lines and all fixed fittings) shall weigh at least 240 lb. This weight is meant to exclude sail, paddle, anchor, tools and any other personal effects. 1.5 Appendix V1, Penalty at the Time of an Incident, will apply on both windward-leeward courses. On a no-gybe course, Rule 44.3, Scoring Penalty, will apply with the following modifications: (i) no yellow flag need be displayed (ii) the scoring penalty, based on the number of participants that day, will be 10% if the penalty would have been a One-Turn Penalty in rule V1, and 20% if the penalty would have been a Two-Turns Penalty in rule V1. 1.6 Electronic compasses and video cameras are permitted. Use of all other electronic equipment, including GPS- enabled electronic devices, VHF radios and cell phones, is prohibited while racing. Photographic evidence is not permitted for protest hearings. 1.7 All boats must exhibit their proper sail numbers. Sail numbers must also be displayed in contrasting colors on the bow no less than 10″ in height and within 8” of the stem. Each boat shall have a 20’ painter of floating line suitably secured for recovery and towing. 1.8 Boats shall be sailed with 2 people whose minimum combined crew weight shall be 315 pounds. (i) Should live crew weight fail to make this minimum, non-movable ballast may be carried to make up the difference. A maximum of 15 lb. of negative buoyancy ballast may be carried. Any additional weight must be neutral or positive buoyancy. Crews shall be weighed dressed for racing, which includes wearing life jackets. Weight jackets are not permitted (ii) In the event that a boat is overweight, the excess weight of the boat (over 240 pounds), up to a maximum of 15 pounds, may be deducted from the minimum crew weight. In order to take advantage of this rule, boats and crew must be approved by, and may be weighed by, the Winter Sailing Committee before 1000 Saturday, April 17. 2 ELIGIBILITY & ENTRY 2.1 The regatta is open to boats of the Interclub Class 2.2 Eligible boats may enter by completing the online entry form https://larchmontyachtclub.formstack.com/forms/2020_icnationals 2.3 The entry fee is $50.00 due by 1000 Saturday, April 17, 2021. 2.4 Any questions regarding entries should be directed to Cynthia Parthemos at [email protected] 3 SCHEDULE OF EVENTS Friday, April 16 1600 - 2000 Check-in - Boat weigh in and sail measurement – Pandemonium Patio Saturday, April 17 0800 - 1000 Check-in - Boat weigh in and sail measurement 1030 Competitors’ meeting 1200 First warning Refreshments after Racing Sunday, April 18 1100 First Warning 1500 No warning signal after this time Award ceremony after the completion of racing 4 SAILING INSTRUCTIONS Sailing instructions will be posted on the club website by 1800 Thursday, April 15, at: https://www.larchmontyc.org/Default.aspx?p=dynamicmodule&pageid=204&ssid=100216&vnf=1 https://www.larchmontyc.org at available during check-in. 5 FORMAT AND COURSES 5.1 The event will be sailed in single fleet format. 5.2 Courses will be Windward-Leeward or a No-Gybe course as described in the sailing instructions. 6 CAPSIZING 6.1 It is mandatory that boats in the vicinity of any overturned boat go to the rescue of her crew. Failure to comply may lead to disqualification from that race. For boats of the Larchmont Fleet, failure to comply may lead to disqualification and/or the rescinding of a skipper’s invitation to participate in LYC Winter Sailing. 6.2 Boats going to the rescue of a capsized boat shall report their action to the race committee and will be given credit for that race for finishing in the position at the time of rescue or, if that cannot be determined, by taking their average for the day or other suitable redress as determined by the protest committee. This changes rule A5. 7 SCORING 7.1 One completed race will constitute a series. 7.2 The race committee intends to run multiple races. If fewer than five races have been completed, a boat’s series score will be the total of her race scores. If five or more races are completed, a boat’s series score will be the total of her race scores excluding her worst score. 8 PERSONAL FLOTATION AND BOAT SAFETY 8.1 Skippers and crew shall wear non-inflatable, USCG- or CE-approved personal flotation at all times while on the water, except briefly while changing or adjusting clothing or personal equipment. This changes rule 40 and the preamble to the Part 4 rules. 8.2 Boats shall not leave the dock prior to the race committee’s departure 8.3 Any boat leaving the racing area to retire for the day must inform the race committee on the signal boat or on a safety boat. 9 PROTESTS 9.1 A protesting boat shall comply with rule 61.1 and shall also report her intention to protest to the race committee at the conclusion of the race. 9.2 A written protest need not be completed and filed with the protest committee. This changes rule 61.2. 9.3 Protest hearings will be held within 30 minutes after the race committee arrives at the dock. At the end of the protest time, hearings will begin even though all parties are not present 10 PRIZES 10.1 Prizes will be awarded to the top five finishers. In addition, a prize will be awarded for first place in the Masters (skippers must be at least 55 years old), and Juniors (skippers under the age of 21). 10.2 Other prizes may be awarded. 11 COVID-19 PROTOCOLS Skippers and crews shall comply with the Club's current Covid-19 Protocols, as posted on the Club's website. A breach of this rule shall not be grounds for protest by a boat. This changes RRS 60.1(a). 12 DISCLAMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
