Who has the critical vote? Power ranking of MEPs in the Agricultural Committee of the European Parliament A. Kovacs¹; I. Fertő²; L. Kóczy²; B. Sziklai²; A.A. Nás² 1: Tec de Monterrey, Department of International Business, Mexico, 2: Hungarian Academy of Sciences, Institute of Economics, Hungary Corresponding author email: [email protected] Abstract: We analyze the voting power of the members of the agricultural committee of the European Parliament using a spatial Banzhaf power index. Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones. To the President of the European Commission Mrs. Ursula von der Leyen, Rue de la Loi / Wetstraat 200 1049 Brussels To the Executive Vice-President of the European Commission Mr. Vladis Dombrovskis Rue de la Loi / Wetstraat 200 1049 Brussels Brussels, 22 October 2020, Subject: the EU must impose an import ban on Chinese companies using forced labour Dear President von der Leyen, Dear Vice-President Dombrovskis, For years, the Chinese regime has been detaining millions of human beings in camps, just because they were born Uyghurs. For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour. We look forward to your response. Yours sincerely, 1. Raphaël Glucksmann, S&D 2. Dietmar Köster, S&D 3. Francisco Guerreiro, Greens 4. Sylvie Guillaume, S&D 5. Aurore Lalucq, S&D 6. • Dear President of the European Parliament, Dear President of The
Dear President of the European Parliament, Dear President of the European Council, Dear President of the European Commission and Dear President of the French Republic, We all have a responsibility for the shared future of Europe. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify.

  • Brussels, 14 April 2020 Dear Ms Elżbieta Witek, Marshal of the Sejm
Brussels, 14 April 2020 Dear Ms Elżbieta Witek, Marshal of the Sejm of the Republic of Poland, Dear Members of the Polish Parliament, Dear Colleagues, As Members of the European Parliament, we are writing to express our deep concern regarding the Parliamentary Document no 39 on amending the act of June 6, 1997 - the Penal Code - known as the “Stop paedophilia” bill - and Parliamentary Document No 36 on the amendment to the Act of 7 January 1993 on family planning, protection of the human fetus and conditions for the termination of pregnancy -known as “Stop Abortion” bill - that will be debated in a first reading in the Sejm of the Republic of Poland in your sitting of the 15-16 April 2020. We are convinced that measures that roll back protections for women’s human rights and self- determination are of grave concern as they undermine a core European Union value, that of advancing gender equality. Under human rights law measures that undermine or restrict exist- ing rights are not permitted and these draft bills violate Poland’s obligation to ensure ever greater protection of human rights. We are deeply concerned that the “Stop Abortion” bill provide for the prohibition of termina- tion of pregnancy due to severe or fatal foetal anomalies, currently a legal ground for abortion in Poland. Poland’s Act of 1993 on Family Planning, Protection of Human Fetus and the Con- ditions of Legal Pregnancy Termination is one of the most restrictive laws on abortion in the European Union. The bill would in effect result in a near total denial of access to legal abortion in Poland as most legal abortions are performed under this ground.

  • A Look at the New European Parliament Page 1 INTERNATIONAL TRADE COMMITTEE (INTA)
THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

  • Pro-Violence and Anti-Democratic
Foreword The standard media image of violent extremism may seem to be far from the ordinary work of the Swedish Media Council. While extremism is often described in dramatic terms of terrorism, attacks and riots, the Council’s work concerns more everyday things, such as age limits for cinema films and media awareness teaching in pre-school. But no person is born to be a perpetrator of violence for political or religious purposes. Being recruited to and radicalised within the framework of pro- violence and anti-democratic extremist groups is a question of adopting, more or less uncritically, an image of the world where hate is the driving force and violence the legitimate means. In today’s information society, the Internet has become, to an ever increasing extent, the tool for spreading anti-democratic messages for the purpose of recruiting new members. This fact places great demands on people young and old to retain a critical view of information and sometime sharply angled messages that we come across in both traditional and digital media. In October 2011, the Government mandated the Swedish Media Council to describe the presence of anti-democratic messages on the Internet and in social media. The focus is on messages aimed at young persons, and that encourage violence for political or ideological reasons. The aim is to create broader knowledge about extremist Internet milieux, their content, and how recruitment strategies are formulated and communicated. The overall purpose is to strengthen young persons in preparation for encounters with such messages. To carry out the work, the Swedish Media Council has employed three researchers, each of whom has contributed one constituent study about three different extremist Internet milieux.
