Under the provision ofNational Agricultural Insurance Scheme (NAIS) and as decided by the State Level Coordination Committee on Crop Insurance (SLCCI) in its meeting held on 10.12.2008, the Governor of Mizoram is pleased to implement National Agricultural Insurance Scheme (NAIS) in the State of Mizoram during Rabi 2008-2009 on the following conditions. During Rabi 2008-2009 Season Mustard, French Bean, Field Pea and Potato will be covered under this Scheme. TheAgriculture Insurance Company ofIndia Limited (AIC) will be the Implementing Agency (AI) ofthis scheme as decided by the Govt. ofIndia. 1. Risks Covered and Exclusion: As contained in the scheme, these would be as under: (i) Natural Fire and Lighting. (ii) Storm, Hailstorm, Cyclone, Typhoon, Tempest, Hurricane, Tornado, etc. (iii) Drought Dry Spells, (iv) Pests/Diseases. Loses arising out of war and nuclear risks, malicious damage and other preventable risks shall be excluded. 2. Farmers Covered: The Scheme is applicable to all the farmers growing Mustard, French Bean, Field Pea and Potato Crops in the notified areas. a) On Compulsory Basis: The scheme is on compulsory basis to Loanee farmers availing Seasonal Agricultural Operation (SAO) loans from the Financial Institutions i.e. Commercial Banks, Cooperative Bankf, Regional Rural Banks and Primary Agricultural Cooperatives (PACs) for the insured crops within the stipulated period. b) On Voluntary Basis: For the Non-Loanee farmers, it is optional. "Additional Coverage (Level-Il)" indicated Sum Insured beyond the value ofThreshold Yield and up to value ofAverage Yield, which attracts Actuarial Premium Rates. However, in case ofLOANEE FARMERS, the ENTIRE CROP LOAN AMOUNT shall be COMPULSORILY covered as "Sum Insured", at the LOWER Premium Rate, regardless of the Sum Insured Limits stated above.     Interning Insurgent Populations: the buried histories of Indian Democracy Nandini Sundar Darzo (Mizoram) was one of the richest villages I have ever seen in this part of the world. There were ample stores of paddy, fowl and pigs. The villagers appeared well-fed and well-clad and most of them had some money in cash. We arrived in the village about ten in the morning. My orders were to get the villagers to collect whatever moveable property they could, and to set their own village on fire at seven in the evening. I also had orders to burn all the paddy and other grain that could not be carried away by the villagers to the new centre so as to keep food out of reach of the insurgents…. I somehow couldn’t do it. I called the Village Council President and told him that in three hours his men could hide all the excess paddy and other food grains in the caves and return for it after a few days under army escort. They concealed everything most efficiently. Night fell, and I had to persuade the villagers to come out and set fire to their homes. Nobody came out. Then I had to order my soldiers to enter every house and force the people out. Every man, woman and child who could walk came out with as much of his or her belongings and food as they could. But they wouldn’t set fire to their homes. Ultimately, I lit a torch myself and set fire to one of the houses.

They point to the particular historical trajectory of interaction of state-making leaders and other social forces, and the divergent authority structure that took shape, as underpinning this difference. In Manipur, where social forces retained their authority, the state’s autonomy was compromised. This affected its capacity, including that to resolve group conflicts. Here powerful social forces politicized their narrow identities to capture state power, leading to competitive mobilisation and conflicts.

They are vast storehouses for non-timber forest products; the diversity of which complicates development of appropriate management policies and practices. These products have enormous social, economic and ecological values to the residents, communities and forests. Yet, they are neither adequately recognized as natural resources, nor managed as such. Present study was conducted during March 2013 – 2015 at Lengteng Wildlife Sanctuary and highlights 18 timber species, 17 species of fuel-woods, 38 edible plants, 57 wild fruits and 10 commonly used medicinal plants. Key words: Lengteng Wildlife Sanctuary, timber, fuelwood, fruits, fodder, edible plants. INTRODUCTION The contribution of Non-Timber Forest Products to improve livelihoods can best be assured through a process of gradual domestication of NTFP-plants in human-modified (agro) forest types. The way NTFPs contribute to peoples’ livelihoods can best be understood by taking livelihoods rather than NTFPs as the central focus of study. Various terms (e.g., non-traditional, secondary, minor, non - wood, and special or specialty) have been used to describe products that come from the forests that are not timber based.
