As a key innovation, CPTU had been overseen the role-out of Bangladesh’s electronic Government Procurement System (e-GP) since 2012. Bangladesh’s e-GP System currently digitize the entire contracting process, from the advertisement to final payment. It collects and publishes vast amount of detailed records placing it among the advanced procurement systems according to the emerging global standard: Open contracting Data Standard. So far, the e-GP system has primarily been rolled out in four major agencies-Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Water Development Board (BWDB) and Bangladesh Rural Electrification Board (BREB). In order to assess the impact of e-GP System of Bangladesh, CPTU assigned MIDAS for a consulting services for collection of tender related data from the three Government agencies-RHD, LGED and BWDB. As per contract with CPTU, MIDAS was responsible for only collecting the data from the three agencies. Analysis of collected data would be carried out directly by the World Bank. MIDAS successfully completed the total assignment which was carried out in three Phases as follows: 1st Phase: Collection of information through Tender Listing Survey (TLS) 2nd Phase: Training of field staff for data collection 3rd Phase: Sample Survey of paper-based (manual) tenders and preparation of database and checking-rechecking Audit The following sections cover phase-wise various aspects and other aspects of the completed assignment. 2.0 First Phase: Tender Listing Survey (TLS) The assignment commenced with TLS. With assistance of concerned three government agencies and CPTU, MIDAS completed Tender Listing Survey (TLS) in the first phase of the assignment. In TLS, basic information of all paper-based (manual) tenders executed during 5-year period (2011-12 to 2015-16) were collected from RHD, LGED and BWDB in all the 64 districts of Bangladesh. The following sections detail various activities carried out by MIDAS for TLS. Prepared by: MIDAS Page-1 Final Report on Completed Database and Survey 2.1 TLS Data Collection through Format A format for collecting information under TLS was developed consisting of the following basic information: a. Contract Amount as awarded (in BDT) The format developed in Excel, was sent to all 64 District Offices of Executive Engineer of RHD, LGED and BWDB with instruction of sending back the filled-in format to MIDAS and CPTU. MIDAS team made regular contacts and follow-up over telephone and email with the districts offices of the three agencies so that filled-in formats are sent back with in the stipulated time. After repeated persuasion and follow-up by MIDAS team, MIDAS finally received all TLS data either in soft copy through email or hard copy through postal mails from the district offices. Ms. Nipa Monalisa Receptionist, MIDAS 2.2 TLS Statistics After receiving TLS data, MIDAS compiled these in computerized format using excel for facilitating sampling of final survey in the third phase. After compilation of TLS data, MIDAS again sent these to CPTU and World Bank. A total of 33,285 basic tender records for the 5-year period (FY 2011-12 to 2015-16) were collected under TLS. The following table and pie chart present the distribution of number of tenders executed by RHD, LGED and BWDB. It can be seen that out of 33,285 number of tender records collected in TLS, majority of 21,498 (64%) are from LGED, followed by 7,549 (23%) and 4,238 (13%) records from RHD and BWDB respectively. Moreover, with the introduction of e-GP system, it is evident from the table that the number of paper-based tenders sharply declined from 12,198 in FY 2012-13 to only 954 in FY 2015-16. It is learned that tendering process for RHD has been completely digitized, as such, there are no manual tenders in RHD since FY 2014-15. The report also focuses on various factors in the aetiology of anaemia in the country. Design and setting: All the available data have been examined in detail, including data from national nutrition surveys, as well as small studies in different population groups. Results: Over the past three decades a number of studies including four national nutrition surveys (1962/64; 1975/76; 1981/82 and 1995/96) have been carried out to investigate the prevalence of anaemia among different population groups in Bangladesh, and have demonstrated a signi®cant public health problem. Since the 1975/76 survey the average national prevalence of anaemia has not fallen; in 1995/96, 74% were anaemic (64% in urban areas and 77% in rural areas). However, age-speci®c comparisons suggest that the rates have fallen in most groups except adult men: in preschool children in rural areas it has decreased by about 30%, but the current level (53%) still falls within internationally agreed high risk levels. Among the rural population, the prevalence of anaemia is 43% in adolescent girls, 45% in non- pregnant women and 49% in pregnant women. The rates in the urban population are slightly lower compared with rural areas, but are high enough to pose a considerable problem.

    Introduction to 1st strand Roots and memory - the history of Bangladesh and the 1971 war of independence Dialogue between first and third generation on the history of Bangladesh and the 1971 war of independence. We begin the oral history with people’s memories of East Pakistan and events leading to the liberation war. We see here the importance of language as both a unifying and divisive factor. Bengali became a rallying point for those in East Pakistan who wanted a fairer political and social deal within Pakistan generally. Urdu became, in contrast, a source of division with the attempt to establish it as the national language very soon after the creation of Pakistan. Although the majority of Bengalis in East Pakistan were Muslims, similar attempts to forge national unity through the politicisation of Islam failed to unite the two wings divided by over a thousand miles of Indian territory. As the interviews make clear, the liberation war was not just fought in the Bengal delta. By 1971 a small but grow- ing Bengali community had been established in the UK and in many places, such as London, Luton, Birmingham and Manchester, they worked with or lived near Pakistanis, who had migrated from the Punjab and Kashmir. It is interesting to note that Bengalis were active in political activity before 1971 as they supported Awami League’s Six Point programme (1966), which demanded greater autonomy for East Pakistan and campaigned for Sheikh Mujibur Rahman’s release after he was arrested in 1968 (the Agartala conspiracy case). During the war of Bangladesh in 1971, the community played an important role in highlighting the atrocities tak- ing place in Bangladesh, lobbying British government and the international community and raising funds for refugees and Bengali freedom fighters.
