New housing should therefore primarily complement the existing housing stock. A wide-ranging supply is conceivable for fi rst-time owners and owners who are trading up, comprising small and large housing units, cheap and expensive houses, houses to let and for sale, dwellings and apartments. Apart from large-scale development projects, building plots will also be made available for people who wish to construct their own home. A spatial and programmatic study was conducted on the instructions of QuaWonen housing corporation. The study used parcelling studies to examine both the basic criteria at the structural level as well as the desired spatial qualities. Some of the questions considered were: does the water have a formal or an informal character, should the programme be mixed or clustered and should the housing type be open or closed.
