This tool is expected to assist artists, cultural practitioners and stakeholders in Africa to focus their efforts on developing well-researched, well-analysed and thoroughly debated policy frameworks of relevance and significance to their circumstances, that ultimately result in rais- ing the standard of arts and cultural theory and practice in their respective countries. This cultural policy template is based on ideas, values and ideals articulated in international, continental and regional instruments, including the African Union's Plan of Action on Cultural Industries, the Belgrade Recommendation on the Status of the Artist, UNESCO’s Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the African Union Charter on the Arts. It addresses an explicit rights-based agenda for improving the welfare of artists and the performance of cultural industries in Africa. The cultural policy template is, therefore, also a call to action to improve the status of art- ists and to ensure that programmes of economic development and social mobilisation directly address the most urgent needs of the arts and culture sector. Above all, the template embodies the vision and principles of Arterial Network, which holds that together we can effect positive change and collectively improve the status of the arts and culture sector, when we have the tools and information to do so. Mulenga M Kapwepwe Chairperson of Arterial Network |vii| ADAPTING THE WHEEL: CULTURAL POLICIES FOR AFRICA MESSAGE FROM THE OBSERVATORY OF CULTURAL POLICIES IN AFRICA Looking back over the past decade, we can see that a significant new effort has been made to develop cultural policies in Africa. At a regional level, this momentum has been nurtured by the African Union, acting in the spirit of the UNESCO Universal Declaration on Cultural Diversity of 2001 and the UNESCO Convention on the Protection and the Promotion of the Diversity of Cultural Expressions of 2005. A focus on African cultures and cultural policies was relaunched at three conferences of African ministers of culture and two sessions of the pan-African Cultural Congress. African member states have also taken initiatives to provide technical assistance when requested; to help draft national cultural policies; and to update existing cultural policy docu- ments. Member states have been conscious of changing realities, priorities and challenges and have been eager to integrate cultural objectives into national development strategies. According to the cultural policy database of the Observatory of Cultural Policies in Africa (OCPA), many African countries have worked or are now working towards the development of national cultural policies. New regional organisations and networks have been created with a view to providing infor- mation that supports positive action in African countries; supporting regional co-operation; and promoting the exchange of information and knowledge between stakeholders on the African continent. These are: • OCPA, established in Maputo in 2002 under the aegis of the African Union (AU) and UNESCO to monitor cultural trends and national cultural policies in the region and enhance their integration in sustainable human development; • The African Academy of Languages launched in Bamako, Mali, in 2006, to promote African languages and language policies; and • Arterial Network, established in 2007 on Gorée Island, Senegal with the aim of building sustainable networks within and across arts disciplines and helping civil society players in African countries devise cultural policies. Other initiatives aimed at providing methodological support for the development of cultural policies were also launched. They include the OCPA compendium of reference documents for cultural policies in Africa of 2006; the 2008 OCPA guidelines for the design and evaluation of national cultural policies in Africa; and the UNESCO conceptual framework for cultural policies, published in 2010. |viii| MESSAGE FROM THE OBSERVATORY OF CULTURAL POLICIES IN AFRICA We welcome this initiative by Arterial Network, which serves to strengthen what has gone before and offers something new. The network’s publication of a template for cultural policy development offers a new approach and a useful alternative instrument to support national cultural policy formulation. It succinctly interrogates the definitions relating to cultural policy issues, and provides a useful range of recommended actions to follow in designing appropriate cultural policies to cover the various aspects of cultural life in Africa. The foundation is looking for frontrunners that will make a positive contribution to the following developments: cultivating positive effects on climate change; cultivating an open society based on solidarity; and promoting new economy. DOEN achieves its objectives through revenues it receives from the Dutch Postcode Lottery, the Sponsor Bingo Lottery and the BankGiro Lottery. Social change can only become sustainable if those affected by it engage creatively in the possibilities of transformation that emerge from it. Because artistic processes tap into peo- ple’s desires and open up space for imagining new, unexpected associations, the artists and organisations generating them have an important role in the production of meaning in their given context. It is against this background that DOEN contributes to strengthening the cultural infrastructure in Africa by stimulating creativity and cultural frontrunners. Its activities focus on project and long-term institutional funding to cultural organisations across the continent, cur- rently with an emphasis on East, West and North Africa. DOEN also supports and participates in several international networks that have a broader impact on the sector at large; helps to develop local funds for arts and culture; and creates synergies between its own programmes, such as those in the cultural and micro-finance sectors. The DOEN Foundation has supported Arterial Network since the first year of its existence. The Arterial Network provides a vital framework for artists and cultural organisations across Africa to join forces in developing their infrastructure; improve their capacity and working conditions; create support for the cultural sector; and develop policies

    Preparing Expert Leaders for International Civil Service and Global Careers EUCLID: An Overview EUCLID was constituted in 2008 as an intergovernmental organi- zation with a university mandate, as embodied in Article I of its defining text (United Nations Treaty Series 49006/49007*): “The Parties are participating in EUCLID (also properly called Pôle Universitaire Euclide and Euclid University) which has (international*) legal personality, not-for-profit status, and such capacities as may be necessary to exercise its functions and fulfill its objectives. In order to ensure the international usefulness of the programs offered, EUCLID is chartered to confer diplomas, degrees and com- pletion certificates accredited by the ministries of Education of the Participating Parties. EUCLID, a member of the Euclid (University) Consortium, receives the mandate to facilitate universal access to higher education and to foster the acquisition of knowledge and competencies under the supervision of the ministries of Education and Foreign Affairs of the Participating Parties.” Through direct participation and cooperative agreements, EUCLID currently serves 12 Participating States and 4 intergovernmental organizations (CAFRAD, ECOWAS, ICCI, LLPI), as well as select students from other governments and from the general public. As you can see, Euclid University is seeking to register the domain name Euclid.university; however, ICANN prohibits us from registering Euclid.university to any party, including Euclid University, the very IGO the prohibition intends to protect. This isn’t an isolated case. As you know, we and others have pointed out in other fora that this prohibition irrationally harms Euclid University and every other IGO. By way of further example, under current registry agreements, the International Olympic Committee would be prohibited from registering Olympics.hockey and the Red Cross from registering Redcross.care. To address these types of absurd situations, we filed a Registry Service Evaluation Process (RSEP) in 2015. Our non-controversial ask in that RSEP was for a specific IGO to be permitted to consent to the registration of its own reserved name. We didn’t seek the release of all IGO full names and acronyms or address what protections an IGO would have when any such names are released to third parties—issues the community has been grappling with for years.

We also consider the fol- lowing physical properties: soil texture (sand, silt, and clay), bulk density, coarse fragments and water retention.     Introduction to the ChM (Master of Surgery) in Clinical Ophthalmology The ChM (Master of Surgery) in Clinical Ophthalmology is one of the Edinburgh Surgery Online suite of postgraduate taught Masters programmes in the surgical specialities offered by the University of Edinburgh’s Medical School in partnership with the Royal College of Surgeons of Edinburgh (RCSEd). The ChM CO was also developed in conjunction with NHS Education for Scotland (NES). This two-year, part-time Masters programme, designed to support advanced ophthalmology trainees / residents / registrars in the UK and internationally, is taught entirely online with learning materials and teaching delivered via a password- protected virtual learning environment. The ChM in Clinical Ophthalmology is studied over 2 years part-time (or up to 4 years) by online distance learning and leads to the award of Master of Surgery (Magister Chirurgiae) [120 credits at Scottish Credit & Qualifications Framework (SCQF Level 12), equivalent to European Qualification Framework (EQF) Level 8)]. ChM CO Launched: September 2015. Inaugural cohort graduated in 2017. Second cohort graduated in 2018, third in November 2019 and fourth in December 2020. Target audience: Advanced trainees/residents/registrars in ophthalmology (UK ST3/4 grade and beyond or international equivalent) and early career ophthalmologists in independent practice with leadership potential.     HQ AGREEMENT – NON OFFICIAL (COURTESY) ENGLISH TRANSLATION | 1 AGREEMENT BETWEEN THE GOVERNMENT OF THE CENTRAL AFRICAN REPUBLIC AND EUCLID PERTAINING TO THE IMPLANTATION OF A HEADQUARTERS OFFICE IN BANGUI The Government of the Central African Republic on the one hand (hereafter referred to as “the Government”), and the international organization EUCLID (Euclid University / Pôle Universitaire Euclide) (hereafter referred to as “the Organization”) on the other hand; CONSIDERING the signature of the agreements of agreements concerning the formalization of the EUCLID intergovernmental framework between 2008 and 2010, and the participation of 10 governments (Benin, Burundi, Central African Republic, Comoros, Eritrea, Uganda, Saint Vincent, Senegal, Sierra Leone, Vanuatu) in EUCLID ; CONSIDERING that in agreement with the Government, a headquarters office (or a specialized, academic or regional headquarters, hereinafter “Office”) for EUCLIDE (also including the Euclid Consortium and EUCLID’s specialized institutes) has been envisaged for implementation in Bangui; Having noted EUCLID’s desire to develop its framework of collaboration with the University of Bangui and to maximize access to European Union development funds; Having also noted the agreement between the ECOWAS and EUCLID signed in September 2009; Desiring to settle by this agreement all questions relating to the establishment of this Office in Bangui; Have therefore agreed as follows: 1. The Government invites EUCLID to implant a headquarters office in Bangui and preferably to hire Central African Republic citizens for the jobs that will be created. 2. All laws and regulations of the Central African Republic shall be applicable to the EUCLID Office. 3. The Government shall facilitate, without visa or delay, the entry or stay in its territory for the duration of their functions or missions to the Office of the persons designated by the EUCLID Secretary General.
