Confirmation of the Minutes of the meeting on 1 September 2020 The Minutes were approved and would be signed by the Chairman at the next meeting held in person. 2350. Matters arising from the September PC meeting 1. Belchamp Otten Community Woodland project (Item 2332.1) – Former Councillor Mark Skellett had confirmed that all three landowners approached at Belchamp Otten had declined to take part in this project. The PC were not in a position to purchase land for the project, because of their limited resources and they also noted potential problems with public liability if residents used equipment to prepare and maintain such a site. Although supportive of the idea, the Council therefore concluded that this project could not be taken forward at this time. They wished to record their thanks to Mark Skellett for his work on this project. 2. ECC Salt Bag Partnership for 2020 (Item 2334.3) – Members wished to thank John Clarke for agreeing to store the salt bags at his property.

The right to respond to planning applications is a very important one to both Parish Council's and to the residents that they represent. 2. The proposed revisions maintain the right for Parish Council's to comment on all planning applications. However they will remove the right for a Parish Council to request that certain applications be considered by the full Planning Committee rather than by an individual planning officer. This currently occurs where the local Parish Council views differ from those of the Planning Officer dealing with the application. 3.The removal of the right to request that an application be considered by the Planning Committee applies to the construction of 1-2 dwellings, to Listed Building and Conservation Area applications and applications for extensions and smaller works. In small rural communities most planning applications will fall into this category and to remove this important facility, except where the planning development manager deems the proposals 'significant,' is not acceptable. In a small community even comparatively small developments and changes can have a significant impact much more so than in larger residential areas.

The majority of settlements are believed to have been isolated farmsteads along the river valley and particularly at crossing points of the Stour. During the Saxon and medieval periods many of the settlement and field patterns were formed and farmsteads established whose appearance and form make a significant contribution to the landscape character of the Stour Valley.

In attendance: Diane Smith (Clerk) and one member of the public. 2331. Apologies for Absence and Declarations of Interest Apologies had been received from Councillors Scott Bridge, Norman East and David Middleditch and District Councillor Iona Parker. There were no Declarations of Interest. The Chairman welcomed Cllr Sarah Mardon to the Parish Council. The Clerk confirmed that, as the meeting was being held online, Cllr Mardon had already completed her Declaration of Acceptance of Office and her Register of Members’ Interests documents. 2332. Public Forum 1. Belchamp Otten Community Woodland project – This had been raised at the January 2020 PC meeting (Items 2297.1 and 2309 refer) and an update was requested. Former Councillor Mark Skellett had agreed to contact the landowners of 3 potential locations. One landowner had declined to take part but it was not known if there had been any responses from the remaining two landowners. The Clerk would obtain an update. 2. Recycling educational event – This had been raised in January 2020 (see Items 2297.2 and 2310) and an update was requested. The Clerk reported that Covid-19 Lockdown restrictions had resulted in the Village Fete being cancelled and had prevented the arranging of a public meeting to cover this topic.
