AND IN THE MATTER OF an application by the Town of Beaumont, in the Province of Alberta, to annex certain territory lying immediately adjacent thereto and thereby its separation from Leduc County. Miller Reade, Case Manager SUMMARY After examining the submissions from the Town of Beaumont, Leduc County, the City of Edmonton, the City of Leduc, affected landowners, and other interested parties, the Municipal Government Board (MGB) makes the following recommendation for the reasons set out in the Board report, shown as Appendix D of this Board Order. Recommendation That the annexation be approved in accordance with the following: The Lieutenant Governor in Council orders that (a) effective January 1, 2017, the land described in Appendix A and shown on the sketch in Appendix B is separated from Leduc County and annexed to the Town of Beaumont, (b) any taxes owing to Leduc County at the end of December 31, 2016 in respect of the annexed land and any assessable improvements to it are transferred to and become payable to the Town of Beaumont together with any lawful penalties and costs levied 120annexorders:M012-16 Page 1 of 93 BOARD ORDER: MGB 012/16 FILE: AN13/BEAU/T-01 in respect of those taxes, and the Town of Beaumont upon collecting those taxes, penalties and costs must pay them to Leduc County, (c) the assessor for the Town of Beaumont must assess, for the purpose of taxation in 2017 and subsequent years, the annexed land and the assessable improvements to it, and makes the Order in Appendix C. December 2020 (FINAL) Executive Summary This application has been prepared by the City of St. Albert respecting the annexation of approximately 24 quarter sections of land from Sturgeon County. The lands that are the subject of the annexation are required to meet the City’s long-term residential, commercial, industrial, and institutional growth needs to a 45-year horizon. The City initiated the annexation process in 2017 with a Notice of Intent to Annex (Appendix B). The Ten-Year Facilities Plan must also be reviewed and be made available upon request by Alberta Education. The most recent Ten-Year Facilities Plan was approved in June 2008. Over the past six years, the rate of residential growth in Edmonton has increased significantly, creating challenges for the District. An updated Ten-Year Facilities Plan is required to capture the current challenges and opportunities facing the District (Attachment I). RECOMMENDATION That the proposed Ten-Year Facilities Plan 2015-2024 and Three-Year Capital Plan 2015- 2018 be approved for submission to Alberta Education. BACKGROUND Infrastructure Planning Principles In September 2013, the Board of Trustees approved the Infrastructure Planning Principles to guide capital, facility and student accommodation planning. The principles are as follows: 1. Accountability: Infrastructure decisions shall be transparent, evidence based and reflect meaningful engagement with stakeholders. 2. The discussion of a city museum has been part of the municipal conversation for decades. As a result, there has been a lot of informative and Titerative work conducted to frame the project over the last number of years. This report strives to complement this existing work by focusing on two evolving contexts - evolving museum practices and the evolving Edmonton context. The first part of this report reviews changing practices in museums. Traditional museum models still dominate the field today, yet there is tremendous potential to create a model that is more responsive to its local context. An analysis of progressive museums around the world is intended to evolve the thinking on the Edmonton City Museum and open up new possibilities for consideration.
