Special Traffic and Transport Arrangements for the Car Racing Event to be held in Central District from 9 March 2019 to 11 March 2019

Notice is hereby given that, to facilitate car racing, the following special traffic and transport arrangements will be implemented from 1.15 am on 9 March 2019 (Saturday) to 5.15 am on 11 March 2019 (Monday):

(I) Temporary Traffic Arrangements

Road Closure and Traffic Diversion

From 8.00 am on 9 March 2019 to 4.00 pm on 9 March 2019

The following roads will be temporarily closed to all vehicular traffic (i) Vehicles on West eastbound are prohibited from turning right to Eastern Street southern; and (ii) Vehicles on Eastern Street North southbound are prohibited from going straight to Eastern Street southern.

The following temporary traffic diversions will be implemented (i) Vehicles on Connaught Road West eastbound or Eastern Street North southbound heading for Eastern Street westbound or Connaught Road West westbound will be diverted via Connaught Road West eastbound, Western Fire Services Street northbound, Western Fire Services Street eastbound, Western Fire Services Street southern and Connaught Road West westbound.

From 1.15 am on 9 March 2019 to 5.15 am on 10 March 2019

The following roads will be temporarily closed to all vehicular traffic (i) The eastbound entrance of Central Wan Chai Bypass at Man Kat Street at-grade road; (ii) Central Wan Chai Bypass westbound to Central exit; and (iii) Kong Chung Lane.

The following temporary traffic diversions will be implemented (i) Vehicles from Man Kat Street eastbound heading for Wan Chai (N) will be diverted via Connaught Road Central eastbound, eastbound and Gloucester Road eastbound. (ii) Vehicles from Man Kat Street eastbound heading for Island Eastern Corridor will be diverted via Connaught Road Central eastbound, Harcourt Road eastbound, Gloucester Road eastbound and . (iii) Vehicles from Central Wan Chai Bypass westbound heading for Central will be diverted via Connaught Road West westbound, Eastern Street, Connaught Road West eastbound and Connaught Road Central eastbound. (iv) Vehicles from Tin Hau or Island Eastern Corridor heading for Central will be diverted via Victoria Park Road westbound, Gloucester Road westbound, Harcourt Road westbound and Connaught Road Central westbound; and (v) Vehicles not exceeding 11m in length from Man Kat Street eastbound heading for Airport Express Carpark will be diverted via Connaught Road Central eastbound, Man Yiu Street northbound, Man Cheung Street westbound, existing U-turn facility at Man Cheung Street eastbound, Man Yiu Street northbound and Finance Street westbound.

From 5.15 am on 10 March 2019 to 5.15 am on 11 March 2019

The following roads will be temporarily closed to all vehicular traffic (i) The slow lane of Central Wan Chai Bypass westbound to Central exit; and (ii) Kong Chung Lane (except franchised buses).

The following temporary traffic diversions will be implemented (i) Vehicles not exceeding 11m in length from Man Kat Street eastbound heading for Airport Express Carpark will be diverted via Connaught Road Central eastbound, Man Yiu Street northbound, Man Cheung Street westbound, existing U-turn facility at Man Cheung Street eastbound, Man Yiu Street northbound and Finance Street westbound.

From 1.15 am on 9 March 2019 to 5.15 am on 11 March 2019

The following roads will be temporarily closed to all vehicular traffic (i) Man Kwong Street eastbound and westbound east of Central Pier No.6; (ii) Man Kwong Street service road between Central Pier No.5 and Central Pier No.6 (except taxis); (iii) The section of Man Kwong Street eastbound near Central Ferry Pier No.5 (except buses); (iv) Vehicles exceeding 4.7 metres in height will be prohibited from entering Chung Kong Road between Rumsey Street and Man Kwong Street; (v) Vehicles exceeding 7 metres in length will be prohibited from entering Chung Kong Road between Rumsey Street and Man Kwong Street; (vi) Vehicles exceeding 7 metres in length will be prohibited from entering Man Kwong Street eastbound, Man Fai Street and Man Kwong Street service road (except buses); (vii) The slow lane of Man Kwong Street westbound near Central Ferry Pier No.4; (viii)Vehicles exceeding 7 metres in length will be prohibited from entering Man Kwong Street westbound; (ix) All vehicles will be prohibited from turning left from Man Kat Street into Man Cheung Street eastbound (except franchised buses); (x) The section of Man Yiu Street southbound between Man Kwong Street and Connaught Place; (xi) Part of the lanes of Man Yiu Street northbound between Connaught Road Central and Man Po Street; (xii) Man Yiu Street northbound between Man Po Street and Man Kwong Street; (xiii) Man Po Street; (xiv) Part of the fast lane of Finance Street; (xv) Part of the second leftmost lane and fast lane of Man Cheung Street eastbound near Man Yiu Street northbound; (xvi) Vehicles exceeding 11 metres in length will be prohibited from turning left from Man Cheung Street eastbound into Man Yiu Street northbound; (xvii) Vehicles exceeding 11 metres in length will be prohibited from entering Man Cheung Street eastbound from its junction with Finance Street to a point about 140 metres east of the same junction (except franchised buses); (xviii) The section of Man Cheung Street westbound between Man Yiu Street northbound and IFC Mall ( Station) (except part of Man Cheung Street service road westbound); (xix) Vehicles exceeding 11 metres in length will be prohibited from turning right from Man Cheung Street service road westbound into Man Cheung Street eastbound; (xx) The U-turn slip road of Man Cheung Street westbound near Man Kat Road; (xxi) Yiu Sing Street; (xxii) The general pick-up/ drop-off and loading/ unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park; (xxiii) Lung Wo Road eastbound between Man Yiu Street and D11 Road; (xxiv) The layby on Lung Wo Road eastbound east of Edinburgh Place (east of City Hall); (xxv) Lung Wo Road westbound between D11 Road and Man Yiu Street (except vehicles heading for Tim Wa Avenue and Legislative Council Road); (xxvi) The layby on Lung Wo Road westbound east of Edinburgh Place (east of City Hall); (xxvii) The layby on Lung Wo Road westbound west of Edinburgh Place (east of City Hall); (xxviii) The fast lane of Edinburgh Place (east of City Hall) northbound; (xxix) The fast lane of P2 Road westbound between Lung King Street and D11 Road; (xxx) All vehicles will be prohibited from entering Legislative Council Road northbound (except vehicles heading for Legislative Council Road); (xxxi) All vehicles will be prohibited from entering Tim Wa Avenue northbound (except vehicles heading for Tim Wa Avenue); (xxxii) Part of the slow lane of Harcourt Road eastbound near Cotton Tree Drive; (xxxiii) Part of the slow lane of Cotton Tree Drive northbound near Harcourt Road; (xxxiv) Connaught Road Central elevated road eastbound to Man Po Street; (xxxv) Part of the second leftmost lane of Central-Wan Chai Bypass westbound near Central exit; (xxxvi) Part of the fast lane of Island Eastern Corridor westbound near Provident Centre link to Central-Wan Chai Bypass westbound; (xxxvii) The fast lane of Central Wan Chai Bypass westbound Wan Chai (N) exit; (xxxviii) The rightmost lane of Expo Drive Central eastbound near Expo Drive East; (xxxix) Vehicles on Expo Drive Central eastbound are prohibited from turning right to Expo Drive East southbound; (xl) The rightmost lane of Expo Drive East northbound between Convention Avenue and Expo Drive Central; (xli) Part of the lanes of Expo Drive East southbound between Convention Avenue and Expo Drive Central; (xlii) U-turn facility of Expo Drive East northbound between Convention Avenue and Expo Drive Central; and (xliii) U-turn bus lane facility of Expo Drive East northbound between Convention Avenue and Expo Drive Central.

The following temporary traffic diversions will be implemented (i) Chung Kong Road from its junction with Rumsey Street to a point at about 170 metres west of the same junction will be converted from eastbound traffic to westbound traffic; (ii) Part of Man Kwong Street service road between Central Ferry Piers Bus Terminus and Man Yiu Street will be converted to westbound traffic; (iii) Legislative Council Road between Lung Wo Road and the access of The Legislative Council Complex will be converted from two-way traffic to southbound traffic; (iv) The U-turn slip road from Man Cheung Street westbound into Man Cheung Street eastbound will be converted from northbound traffic to southbound traffic; (v) Vehicles on Fenwick Pier Street westbound heading for Man Cheung Street will be diverted via flyover, Harcourt Road westbound, Connaught Road Central westbound and Man Yiu Street northbound; (vi) Vehicles on Harcourt Road westbound or Pedder Street northbound heading for Central Ferry Piers will be diverted via Connaught Road Central westbound and Man Kwong Street eastbound; (vii) Vehicles on Connaught Road Flyover eastbound heading for Central will be diverted via Central-Wan Chai Bypass eastbound, Expo Drive eastbound, Expo Drive East eastbound, Fleming Road southbound, flyover, Harcourt Road westbound and Connaught Road Central westbound; (viii)Vehicles on Cotton Tree Drive northbound heading for Man Cheung Street will be diverted via westbound, Jackson Road northbound, Connaught Road Central westbound and Man Yiu Street northbound; (ix) Vehicles on Cotton Tree Drive northbound (north of Lambeth Walk) heading for Man Cheung Street will be diverted via Harcourt Road eastbound, Gloucester Road eastbound, Fenwick Street northbound, Fenwick Pier Street westbound, flyover, Harcourt Road westbound, Connaught Road Central westbound and Man Yiu Street northbound; (x) Vehicles on Man Kwong Street eastbound heading for Connaught Road Central will be diverted via Man Kwong Street westbound and Man Kat Street eastbound(except buses); (xi) Buses on Man Kwong Street eastbound heading for Connaught Road Central will be diverted via Central Ferry Piers Bus Terminus, Finance Street westbound and the re-routed slip road. The access of Central Ferry Piers Bus Terminus on Man Yiu Street will be temporarily suspended. The exit on Man Kwong Street will be temporarily converted to an access and a temporary exit to Finance Street will be provided; (xii) Vehicles on Man Cheung Street eastbound heading for Connaught Road Central will be diverted via Man Yiu Street northbound, Finance Street westbound and the re-routed slip road; (xiii) Vehicles on Connaught Road West eastbound heading for China Merchants Tower, Shun Tak Centre will be diverted via Connaught Road Central eastbound, Rumsey Street northbound and Chung Kong Road westbound; (xiv) Vehicles (length not exceeding 11 metres) on Man Yiu Street northbound heading for Finance Street will be diverted via Man Cheung Street westbound, U-turn, Man Cheung Street eastbound and Man Yiu Street northbound; and (xv) Vehicles on Shing Sai Road flyover heading for Central will be diverted via Shing Sai Road at-grade eastbound, Connaught Road West eastbound and Connaught Road Central eastbound; (xvi) Vehicles on Western Harbour Crossing Sai Ying Pun exit eastbound heading for Central will be diverted via Connaught Road West eastbound and Connaught Road Central eastbound; (xvii) Vehicles on Hill Road flyover eastbound heading for Central will be diverted via Connaught Road West eastbound and Connaught Road Central eastbound; (xviii) Vehicles heading for Pok Fu Lam via Western Harbour crossing are advised to use Shek Tong Tsui Exit, and use Connaught Road West, Ka On Street, West, Queen Street, Connaught Road West and Western Street to Pok Fu Lam; (xix) Vehicles heading for Sai Ying Pun via Western Harbour crossing are advised to use Shek Tong Tsui Exit, and use Connaught Road West, Ka On Street, Des Voeux Road West, Queen Street, Connaught Road West and Eastern Street to Sai Ying Pun; (xx) Vehicles on Expo Drive Central eastbound heading for Expo Drive East southbound will be diverted via Expo Drive East northbound, roundabout and Expo Drive East southbound; and (xxi) Vehicles from Central - Wan Chai Bypass westbound heading for P2 road via Wan Chai (N) exit will be diverted via Lung King Street southbound, Fenwick Pier Street eastbound, Harbour Road eastbound and Fleming Road northbound.

(II) Temporary Public Transport Service Arrangements

(i) Franchised Bus

Temporary bus route “FE1” will be operated from 5.30 am to 1.00 am of the following day daily on 9 March 2019 and 10 March 2019

Temporary bus route “FE1” will be operated between Central Ferry Piers and Exchange Square Bus Terminus with five temporary bus stops at Central Ferry Pier no. 3, Central Ferry Pier no. 5, Hong Kong Station PTI, Exchange Square Bus Terminus and Connaught Road Central (near Li Po Chun Chambers).

The following temporary bus diversion will be implemented from 1.15 am on 9 March 2019 to 5.15 am on 11 March 2019:

The following temporary HKI GMB diversion will be implemented from 1.15 am on 9 March 2019 to 5.15 am on 11 March 2019:

Route Direction Diversion Routes To Hong Kong Station Diverted via Man Cheung Street 1,1A,2,3,3A westbound, U-turn, Man Cheung Street eastbound and Man Yiu Street northbound before resuming its normal routeing. To The Peak Diverted via Man Cheung Street re-routed Route 1A To MacDonnell Road slip road and Connaught Road Central Route 2 To May Road eastbound before resuming its normal Route 3 To Po Shan Road routing. Route 3A To Route 8X To Central (Exchange Diverted via Connaught Road West Square) Bus Terminus eastbound, Connaught Road Central eastbound, Mat Kat Street, Connaught Road Central eastbound, Connaught Place northbound, Man Yiu Street northbound Route Direction Diversion and Harbour View Street before resuming its normal routing. Route 22S To Central Ferry Piers Diverted via Harbour View Street, Connaught Road Central eastbound, U-turn, Connaught Road westbound, Man Kwong Street eastbound and terminated at Central Pier No.5. To Pokfulam Gardens Departing from Central Pier No.5, via Man Kwong Street eastbound, Central Ferry Piers Bus Terminus, Finance Street, Man Cheung Street re-routed slip road, Man Kat Street, Connaught Road Central eastbound, Connaught Place northbound and Connaught Place eastbound before resuming its normal routing. Route 22X To Central Ferry Piers Diverted via Connaught Road Central eastbound and Man Kwong Street eastbound and terminated at Central Pier No.5. Route 28 To Causeway Bay Diverted via Connaught Road West (Sun Wui Road) eastbound, Connaught Road Central eastbound, Man Kat Street and Connaught Road Central eastbound before resuming its normal routing. Route 54 To Central Ferry Piers Diverted via Man Kwong Street eastbound and terminated at Central Pier No.5. To Queen Mary Departing from Central Pier No.5, via Hospital Man Kwong Street eastbound, Central Ferry Piers Bus Terminus, Finance Street, Route Direction Diversion Man Cheung Street re-routed slip road, Man Kat Street, and Connaught Road Central eastbound before resuming its normal routing.

(iii) Taxi

The taxi stand and taxi pick-up/drop off point outside Central Pier No.6 will be suspended. The taxi stand will be temporarily relocated to the existing GMB stop location nearby and the taxi pick-up/drop off point will be temporarily relocated outside Central Pier No.5.

(III) Suspension of On-street Parking Spaces

Motorcycle parking spaces at the general pick-up/ drop-off and loading/unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park and at Man Kwong Street near Central Ferry Pier 6 will be suspended. Motorcycle parking spaces will be temporarily re-provided adjacent to the Star Ferry Multi-Storey Car Park and at the taxi stand of Man Kwong Street near to the Central Ferry Pier 2 respectively.

(IV) Removal of Illegal Parking Vehicles

Any vehicle found illegally parked within the precinct of the special traffic arrangements as specified above might be towed away by the Police without prior notice.

(V) Attention and Appeals

Appropriate temporary traffic signs will be erected on site to guide motorists. The public transport operators will display notices to advise passengers of the above arrangements.

Motorists are advised not to drive to the above areas unless really necessary. Members of the public travel between Sheung Wan/ Sai Wan and Wan Chai/ North Point are advised to use The Central – Wan Chai Bypass Tunnel and should avoid driving into the vicinity of Central/ Admiralty.

Commuters are advised to pay attention to the arrangements of bus route diversions and suspension / relocation of stops. Members of the public planning to go to the affected areas are advised to use public transport and railway services as far as possible. Members of the public are also advised to plan their routes early and allow more travelling time to cater for unexpected delay..

Depending on the prevailing traffic situation, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversion, alterations and suspension of public transport services, may be introduced by the Police at short notice. Members of the public are advised to watch out for the latest traffic news on radio and television. Motorists should exercise tolerance and patience in case of traffic congestion and follow instructions given by the Police.
