Dear Colleagues,

It is a pleasure to welcome you to the 12th World Council of Jewish Communal Service (WCJCS) Quadrennial conference. We are so pleased at the opportunity to meet, connect and interchange with colleagues coming from many countries and speaking many languages. We look forward to once again experiencing how our Jewish and professional commonalities transcend all these differences.

Jewish communal professionals throughout the world today face challenges generated by a series of mega-shifts in the Jewish people, in the global economy, and in the relations between Israel and the Diaspora. Our conference theme - Energizing the Present, Envisioning the Future: Strengthening Jewish Community - reflects our conviction that Jewish communal professionals can take initiative to make critical contributions to the Jewish people. Each of us plays a critical role in his or her own community, and together we can comprise an energized field for making a positive difference in the lives of throughout the world.

We have prepared a rich program filled with opportunities for exploring issues of Jewish Peoplehood, and for learning from examples of the outstanding work being done in the field. The magic of the Quadrennial is the cross-fertilization that ensues when diverse individuals with shared values deliberate together. The excitement in the hallways and meeting rooms is real. We are here to support and sustain each other at this urgent time.

The WCJCS was founded in 1967 and we are now gathering for our twelfth Quadrennial. We have a rich heritage and an energized present, and we are now in the course of envisioning our future as an organization. During the conference we will be inviting you to join us in this process, and we look forward to your involvement and input – as well as to your partnership in making it all happen after the Quadrennial is over.

We are indebted to the WCJCS Board members, planning committees, presenters and professional staff who have made this gathering possible. We wish you all a productive and rewarding experience that will provide renewed energies for the important work you do in your communities.

Conference Opening The conference will officially begin at 9:45 AM on Sunday June 24th at the Inbal Jerusalem Hotel with a joint opening plenary together with the Jewish Agency for Israel Assembly. Following the opening plenary shuttle busses will transport participants back to the Ramada Jerusalem Hotel where the program will resume after lunch. The Opening Reception will take place at the Jerusalem Biblical Zoo together with the Jewish Agency for Israel Assembly (transportation will be provided to/from the Ramada Jerusalem Hotel).

Translation The official language of the conference is English. Simultaneous translation into Hebrew/English will be offered during all plenary and select concurrent sessions. Simultaneous translation will only be offered in Ballroom B.

Receivers can be collected outside the hall. Please leave your passport /identity card as security.

Security All standard security measures are taken by the Jerusalem Ramada Hotel and the Quadrennial organizers.

REMOVING BARRIERS TO EMPLOYMENT OF PEOPLE WITH DISABILITIES: 12:15-19:00 1 BEST PRACTICES AND EMERGING POLICIES In Israel and in other countries legislative and administrative reforms have been undertaken to remove disincentives as well as regulatory and other barriers to the employment of people with disabilities. This session will present a number of successful programs which have enabled person with disabilities to enter the workforce and achieve economic self-sufficiency. 12:15-19:00 2 BEST PRACTICES IN RESILIENCE AND PREPAREDNESS Join us on a visit to Sderot in the Gaza Region to meet with Israeli professionals who both live and work in the area as well as with experts from France following the attack in Toulouse. This is a unique opportunity to hear first-hand accounts that will provide a comprehensive overview of the resilience and preparedness models (reactive and proactive) and interventions in these respective communi- ties.

The tour will include a visit to an Israel Trauma Coalition (ITC) Resilience Center – an innovative, Israeli model of inter-sectorial and inter-disciplinary collaboration. The discussion will focus on how communities can and should prepare, cope and respond to a crisis of any kind. We believe that the discussion will promote common principles of a generic model of preparedness and response. Come participate in a roundtable discussion about three time frames: mapping the community and creating a preparedness program, coping and responding during a disaster or crisis (will include the issue of volunteers), and the rehabilitation process.

Originally developed and perfected within the world of health care, Cultural Competency allows an organization to respond in a focused, integrated and strategic manner to the diversity of its clients while simultaneously reflecting its organizational mission. This program conducted by staff of the Jerusalem Inter Cultural Center, CAUSE-NY/ JCRC-NY, Alyn Children’s Hospital and others is designed to allow for participants to better understand how to: a - Utilize this methodology in order to develop a Culturally Competent organization, staff and lay leadership. b - How to utilize this tool of cultural competency in enabling an agency to have the capacity to: (1) Value diversity, (2) conduct self-assessment, (3) manage the dynamics of difference, (4) acquire and institutionalize cultural knowledge, and (5) adapt to diversity and the cultural contexts of communities they serve. One aspect of this community development planning is the close attention to Jewish identity building and expression in the city. Modi’in, for many has become a community development laboratory for expressing Jewish Identity with a myriad of organizations, institutions and individuals, creating and developing programs, projects and activities towards building Jewish Identity for its citizens. Elements of the visit will include: • The voice of the Mayor’s office “Community Development to Jewish Identity” - speaking about community development in Modi’in, what was planned, some of the challenges, questions that were addressed and their solutions and so on. The deputy mayor is very active in the strengthening of Jewish identity and expression in the city and he will take the participants from the community development narrative and bridge it to the Jewish Identity as part of the community development.

In addition we will present a new initiative called “JGlobal”, a Global Jewish Platform for young adults to meet, connect, create and recreate. JGlobal is the first worldwide framework that will enable any young Jew anywhere in the world to be connected to other young Jews globally. It will bring innovation and creativity into the common goal of ensuring Jewish continuity and ARDS strengthening the Jewish people. Impact investments are those “made with the primary intention of creating a measurable social impact, with the potential for some financial upside”. With financial returns reaching market rates in many cases, impact investments can offer unprecedented new opportunities to do well while doing good - over and over again. Tenpartners’ foundation of WA collaboration, grass-roots and nondenominational communal action, and financial sustainability engages and builds the next generation of active Jewish lay leaders. Tenpartners won the 2011 Jewish Futures competition presented at the annual GA in Denver, CO. In addition we will hear from Naomi Stuchiner and Israel Sykes, co-authors of the book “From Darkness the Dawn: How Beit Issie Shapiro Changed the World of Disabilities in Israel”.
