Neither before leaving for Pakistan nor at his arrival there, he informed the Government that he was to meet Hafiz Saeed there. This was his purely private visit and meeting. It has been alleged here that he was somebody‟s emissary, somebody‟s disciple or the Government of India had facilitated the meeting. This is totally untrue as well as unfortunate. I would like to reiterate that the Government of India has no relation to it whatsoever. *MATTERS UNDER RULE 377 (i) SHRI BHARAT SINGH laid a statement regarding need to start work on multipurpose project for development of various facilities in Ballia Parliamentary constituency, Uttar Pradesh. Mr. Speaker Sir, I rise to present the Budget Estimates 2006-07 for the Indian Railways at a point in time when, there has been a historical turn around in the financial situation of the Indian Railways. Our fund balances have grown to Rs. 11,000 cr and our internal generation, before dividend has also reached a historic level of Rs. 11,000 cr. With this unprecedented achievement, we are striding to realize the Hon’ble Prime Minister’s dream of making Indian Railways the premier railway of the world. Sir, this is the same Indian Railways which, in 2001 had deferred dividend payment, whose fund balances had reduced to just Rs. 350 cr and about which experts had started saying that it is enmeshed a terminal debt trap. You might term this a miracle, but I was confident that : “Mere zunu ka natija zaroor niklega, isee siaah samandar se noor niklega.” 2. Sir, the whole nation can see today that track is the same, railwaymen are the same but the image of Indian Railways is aglow. This has been the result of the acumen, devotion and determination of lakhs of railwaymen. Sir, the general perception so far has been that Railways’ finances cannot be improved without increasing second class passenger fares. But my approach is entirely different. In my view, improvements can only be brought about by raising the quality of services, reducing unit costs and sharing the resultant gain with customers. Therefore, instead of following the beaten path, we decided to tread a new one.

    NORTH CENTRAL RAILWAY Shri Narendra Modi Hon'ble Prime Minister HAMIRPUR PARLIAMENTARY CONSTITUENCY Uttar Pradesh, the most populous state of the nation, is served by North Central Railway along with Northern, North Vinay Kumar Tripathi Eastern and East Central Railways. Indian Railways (IR) plays a General Manager very important role in development of the state and provide North Central Railway connectivity for freight and passengers, including international tourists. IR has a history of more than 160 years in the state and has the highest route kilometers - 9100 route kilometers-with in it, which is 14% of entire Indian Railways network. IR has made Uttar Pradesh proud by giving it Nation's first semi high speed train Gatimaan Express, which initially ran between Agra and Delhi. It has now been extended upto Jhansi - a move that will boost tourism in Bundelkhand region of Uttar Pradesh. After Gatiman, the nation's first engineless semi high speed train set "Vande Bharat Express" which is running from New Delhi to Varanasi is also serving the state of Uttar Pradesh. Efforts for further development of railway infrastructure in Uttar Pradesh have been intensified in last seven years with 461% more investment in comparison to previous years. Results of such a massive investment are becoming visible with enhanced infrastructure and modern passenger amenities. Soon the era of congestion and inconvenience will be matter of past and a new Railway equipped with state-of-the art facilities will be able to serve the citizens in a better manner and provide them enhanced value for their money.
