THE MINISTER OF EXTERNAL AFFAIRS AND MINISTER OF OVERSEAS INDIAN AFFAIRS (SHRIMATI SUSHMA SWARAJ): On the issue which was raised yesterday in the House, I, with utmost responsibility and categorically and equivocally would like to inform this House that the Government of India has no connection to the visit by Shri Ved Prakash Vaidik to Pakistan or his meeting with Hafiz Saeed there. Neither before leaving for Pakistan nor at his arrival there, he informed the Government that he was to meet Hafiz Saeed there. This was his purely private visit and meeting. It has been alleged here that he was somebody‟s emissary, somebody‟s disciple or the Government of India had facilitated the meeting. This is totally untrue as well as unfortunate. SHRI Bhubaneswar Kalita: Will the Minister of RAILWAYS be pleased to state: (a) whether it is a fact that North East Frontier Railway (NFR) is in the process of providing more trains with new generation coaches; (b) if so, the details thereof along with names of the trains which would be provided with these coaches and the cost thereof; and (c) the extent to which these coaches would provide safety and comfort to the passengers? THE MINISTER OF RAILWAYS (SHRI PIYUSH GOYAL): (a) to (c) A Statement is laid on the Table of the House. Statement (a) to (c) Yes, Sir. The passenger coaches plying over Indian Railways have been designed with the necessary safety features considering the operating conditions over Indian Railways. However, with a view to providing safer and more comfortable journey to passengers, Indian Railways have decided to proliferate new generation coaches, namely, Linke Hofmann Busch (LHB) coaches, which are technologically superior, safer and have better riding and aesthetics as compared to conventional Integral Coach Factory (ICF) coaches. LHB coaches have higher carrying capacity, higher speed potential, and increased codal life as compared to ICF coaches. LHB coaches also have better safety features than ICF coaches because of a superior design that reduces the chances of derailment and reduces the possibility of grievous injury or death in case of accidents. The Production Units of Indian Railways, from the year 2018-19 onwards, are producing only LHB coaches. Replacement of trains operating with conventional coaches into Linke Hofmann Busch (LHB) coaches is being done in a phased manner. -

Telangana State, India The Indian Railways are under pressure to meet the transportation demand due to enhanced economic growth in the country. Accidents in transportation industry happen every day and given bad impact to the industry. Public transports become an alternative to the urban people, as the traffic congestion getting worse today which will results on increasing number of locomotives, as to fulfil the service demands, at the same time will increase number of train drivers, shifts, rail traffic congestion and other challenges. Another important issue will rise from this situation; safety. Safety is important as technology advancement increasing daily. It is important for us to understand and investigate the performance of the train driver in order to ensure safety. Human performance and reliability become very important today when error and accident ABSTRACT causation sometimes were blamed to the human. Human element continues to be the major contributing factor for train accidents. The overall message from this paper is that railway accident investigations provide a useful source of data on human factors issues and their impact on railway safety, from this we have to learn the lessons and take appropriate measures and avoid the accidents. KEYWORDS INTRODUCTION Indian Railways are not so aggressive in launching the high Indicative Accidents: Averted collisions speed trains; IR is running the trains with a maximum speed of Breach of block rules 150 Km/hr ensuring safety. -

Consequential accidents on Indian Railways during 2005-06 to 2009-10, indicate a total of 965 cases. Out of which 832 accidents recorded on human failure i.e. 86.21 percent. This need to be curbed. Human element continues to be the major contributing factor for train accidents. Safety is important as technology advancement increasing daily.
