I am happy to say, we have steamed way past this figure three years ahead of time. It has enabled the Indian Railways to retain the position it had achieved last year as a world leader in freight capacity utilisation, leaving behind countries even in the developed world. Members will appreciate the magnitude of the increased freight transport effort when I state that with only a very marginal increase in the wagon fleet, the first two years of the 7th Plan together, have produced an additional 41.1 billion net tonne kilometres. This has surpassed by as much as 56% in these two years alone, the transport increase of 26.2 billion in the entire five year period taken together, of the 6th Plan.

PALA: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government proposes to complete installation of bio- toilets in all the trains by December, 2018 and if so, the details thereof; (b) the percentage of trains where bio-toilets have been installed as on date and the details of the same; (c) whether the Government has taken serious note of the study conducted and submitted to them by IIT-Madras which has found that the bio-toilets are ineffective and ill maintained and if so, the details thereof and if not, the reasons therefor; and (d) the other measures being taken by the Government to rectify the issues concerned with the bio-toilets? ANSWER MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAJEN GOHAIN) (a) The earlier plan to install bio-toilets in the entire fleet of coaches by the year 2021-22 has been advanced to the year 2019. Further, Indian Railways has set in-house target to complete the work of installation of bio-toilets in all coaches by June 2019. (b) As of now, approximately 60% of the total passenger carrying coaches over Indian Railways have been installed with bio-toilets. Reddy who was a member of the 11th to 13th Lok Sabhas representing the Nandyal Parliamentary Constituency of Andhra Pradesh. He was a member of the Committee on Finance; Committee on External Affairs; Committee on Transport and Tourism; Committee on Energy and the Committee on Provision of Computers to members of Parliament. At the time of his demise, Shri Reddy was a sitting member of the Andhra Pradesh legislative Assembly. He was earlier also a member of the Andhra Pradesh Legislative Assembly during 1992 to 1996. Shri B.V.N. Reddy passed away on 12 March, 2017 in Nandyal, Andhra Pradesh at the age of 53. We deeply mourn the loss of Shri B.V.N. Reddy and I am sure the House would join me in conveying our condolences to the bereaved family. The Members then stood in silence for a short while.
