As such, Sweden aims to be inclusive both socially and spatially, though commitment to these goals has been questioned. When discussing the case studies in the Swedish national context, it is pertinent to understand the Swedish administrative system. Municipalities are self-governing entities with extended jurisdictions. The regional level is by comparison small, and the state or national level is again strong, but can in a number of issues only with difficulty interfere in local, municipal affairs. The administrative system has by OECD (2017) been described as an ‘hourglass’, with a strong central government, considerable autonomy for the 290 municipalities, and rather limited responsibilities granted to regional authorities. Findings The concept of spatial justice or its direct Swedish translation ‘rumslig rättvisa’ is not used in Swedish national policy discourse. Neither is it used in the respective actions – in Stockholm and Västerbotten – that have been investigated in the case studies. It should also be noted that in both Stockholm and Västerbotten, the term ‘justice’ (rättvisa) is politically loaded and would connote leftist politics, whereas words such as ‘equal’ or ‘equal access’ is politically more neutral. Thus, instead of justice or spatial justice, other terms are used in the respective actions. Outlook The interpretation from stakeholders in both case studies are that the actions were successful within the scope of the respective project, but that more needs to be done to make an actual impact. Both actions have a realistic and pragmatic approach. In both cases, the actions rely on placed-based strategies for implementation and we argue that the results are achieved, to a large extent, as a function of them being related to localized decision-making and local administrations. In Stockholm, the action is clearly built on a local municipal initiative drawing first on a local mapping of the problem at hand, then drawing on local (and external) expertise to come up with ‘realistic’ suggestions for how to address the issues. This ‘place-baseness’ in largely related to the national political and administrative context. When comparing the two cases, the Swedish multilevel administrative system stands out as important to understand the opportunities and limitations for the respective actions, and as mentioned above the role of municipalities is crucial. In the Swedish context, municipalities are democratic, self-governing entities with extended rights (and obligations) in a row of policy fields. 1 1. The reports are available at: https://relocal.eu The purpose of this report is to compare the results of the two case studies (see above for full bibliographic references) in Sweden of the RELOCAL project and discuss them in light of the national policy context. The respective case studies are analysis of two quite different actions – one in Stockholm and one in Västerbotten. Stockholm is the capital of Sweden and its largest city with a population of nearly one million persons. It has been a major destination of the many immigrants who have come to Sweden during recent decades. The Stockholm case study focus on the work done by the city to come up with grounded suggestions for how the city could become more socially sustainable and to what extent this implies a spatially just development, and the Västerbotten is a large, sparsely-populated region in northern Sweden where the population is increasingly concentrating into a few coastal municipalities making service provision in inland communities a challenge. Västerbotten case focus on digitization of inland, rural, municipalities and how this impacts on a spatially more just development (of e.g. public services). Nevertheless, when the results of the case studies are compared from a spatial justice perspective, a number of similarities (and differences) arise. The concept of spatial justice is key in the RELOCAL-project and understood as ‘an equitable spatial distribution of resources and opportunities, and fairness in the relations of power that shape and transform the social space’ (Madanipour et al 2017, p.74). Both case studies have moreover been guided by the overall hypothesis that ‘the processes of localisation and place-based public policy can make a positive contribution to spatial justice and democratic empowerment’, and by two overarching research questions: ‘Can spatial justice, as a fair and equitable distribution in space of socially valued resources and the opportunities to use them, be achieved through place-based strategies?’ and if so ‘Are these achievements place-bound or can they be also achieved across places and times?’ (ibid.). I am pleased to submit the Municipal Pension Reporting Program’s (formerly the Public Employee Retirement Commission) biennial report on the status of the commonwealth’s local government pension plans for your review and information. Similar to prior years, my department will be providing additional analysis of this data in early 2021. Pennsylvania’s pension plans for local government employees in total represent one of the largest retirement systems in the nation. Currently, there are more than 3,300 local government pension plans in Pennsylvania and the number continues to grow. Unfortunately, the struggle to properly fund the plans also continues to grow. Many municipalities face financial hardships as well as the reality of more retired members drawing from pension plans than active members contributing to the plans. This status report provides a snapshot of the condition of local government pension plans throughout the commonwealth. Reported data shows that 98 percent of the pension plans in Pennsylvania are considered small (fewer than 100 members).

They are: 1. Municipal Plan ICSP – is the most costly and in-depth approach but would provide the plan with legislative authority. 2. Stand-Alone ICSP – is a possibly costly option but it gives the municipality complete control over the goals and objectives. 3. Collaborative ICSP – is the most cost effective option and has the added benefit of guaranteeing that where appropriate partners are working toward common goals. This guide is divided into three sections to provide specific details for each of the three ICSP options available. Note that the guide outlines the required content of an ICSP but it does not provide a step-by-step process . The specifics of the process must be developed by each municipality to address their individual situation. For the purposes of this guide the term “municipality” will include Inuit Community Governments. KEY COMPONENTS OF A SUCCESSFUL ICSP The ICSP is designed to be a comprehensive planning document that is constantly referred to and updated as necessary to keep it relevant and useful. By following the Ten Steps outlined in the Framework along with the specific aspects outlined in the appropriate section of this ICSP Guide, municipalities should be able to develop effective and efficient plans.     SWEDEN 2020 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution protects “the freedom to practice one’s religion alone or in the company of others” and prohibits discrimination based on religion. In March, the European Court of Human Rights (ECHR) declined to hear the case of two midwives who said the regional hospitals, and by extension the state, had infringed on their religious beliefs and freedom of choice by denying them employment due to their opposition to abortion, which is legal in the country. In September, the Malmo Administrative Court overturned the Bromolla Municipality’s ban on prayer during working hours. In November, the Malmo Administrative Court overturned the ban on hijabs, burqas, niqabs, and other face- and hair-covering garments for students and employees in preschools and elementary schools introduced by Skurup and Staffanstorp Municipalities. In January, a government inquiry proposed a ban on the establishment of new independent religious schools, beginning in 2023, and increased oversight on existing schools having a religious orientation. The Migration Agency’s annual report, released in February, reported large regional variations in the assessment of asylum cases of Christian converts from the Middle East and elsewhere. Some politicians from the Sweden Democrats, the country’s third largest political party, made denigrating comments about Jews and Muslims. Prime Minister Stefan Lofven and other politicians condemned anti-Semitism and religious intolerance. För en bra förvaltning krävs bra information om rovdjurens antal och utbredning. I Västerbotten tillgodoses det behovet bland annat genom regelbundna inventeringar av björnstammen med hjälp av DNA-analys av in- samlad spillning. Första gången skedde detta 2004, andra gången 2009 och hösten 2014 var det dags igen. Spillningsinventeringar är svåra att genomföra utan en tät samverkan mellan Länsstyrelsen, jägarna, björnforskarna och ett laboratorium som genomför analyserna. Metoderna utvecklas ständigt. Västerbotten är med i arbetet att driva utvecklingen framåt och att öka vår kunskap om björnarna, inte bara i länet, utan också långt utanför. Ett led i detta arbete har varit att använda en ny metodik vid DNA-analyserna. Denna metod, som grundar sig på skillnader mellan olika björnindivider med avseende på enstaka byggste- nar i arvsmassan, har visat sig fungera mycket väl. Metoden har en hög analysframgång, den är förhållandevis billig och den ger en mängd information om björnstammens storlek, utbred- ning och struktur och i förlängningen även dess dynamik. Denna rapport ska ge en samlad bild över det arbete som genomfördes i Västerbotten 2014 och de resultat som har erhållits. De som har samlat spillning ges här tillfälle att sätta de egna proverna in i ett större sammanhang och att reflektera över vad som var bra och vad som kan bli bättre.

    Kommunfördjupning Stockholms stad . Stockholms stad har drygt 974 000 invånare. Här finns 90 000 arbetsställen och 709 000 anställda år 2020. Av samtliga anställda arbetar drygt en fjärdedel på Norrmalm. På Södermalm och Östermalm arbetar 14, respektive 13 procent, följt av 11 procent på Kungsholmen. I Västerort arbetar flest personer på arbetsställen i Rinkeby-Kista (6 procent) och för Söderort i stadsdelsområdet Hägersten-Älvsjö (8 procent). Stockholms stad har ett diversifierat näringsliv med en bred mix av olika branscher. Över 80 procent av samtliga branscher finns i kommunen. Detta är både en styrka och konkurrenskraft. Hög branschbredd skapar en robusthet på arbetsmarknaden och en motståndskraft inför eventuella nedgångar i något branschsegment. I innerstaden och Kista finns kunskapsintensiva näringar som man specialiserat sig inom och i vissa delar av ytterstaden finns verksamhetsområden med näringar inom t.ex. bygg, handel och logistik. Eftersom pendlingsförutsättningarna i länet är goda är människor villiga att pendla mellan jobb och arbete. Detta talar för att alla stadsdelar inte behöver ha en komplett arbetsmarknad. Snarare är det mixen tillsammans, där flera mer eller mindre specialiserade stadsdelar utgör en diversifierad stad. Detta förutsätter i sin tur fortsatta investeringar i infrastruktur och hållbart resande för att smidigt underlätta pendling och stärka matchningen mellan arbetsgivare och arbetstagare. Privata aktiebolag är den ägarkategorin som står för de allra flesta arbetstillfällena – ungefär 50 procent av samtliga anställda i Stockholm jobbar på ett privat aktiebolag. Offentlig verksamhet står för en femte del av samtliga arbetstillfällen men utgör tillsammans knappt 1 procent av samtliga arbetsgivare och 3 procent av stadens arbetsställen. De internationella företagen står för ca 20 procent av stadens arbetstillfällen, medan svenska privata företag står för resterande 60 procent.
