(NASDAQ: SBGI) announced today the launch of STIRR, a free, ad-supported streaming service that will include access to some of the most popular national news, sports, entertainment and digital first channels, a robust video on demand (VoD) library and a new local channel featuring programming based on a user’s location, ensuring that viewers can still access the local news and lifestyle programming that is relevant to their everyday life. STIRR is launching on iOS and Android devices, Amazon FireTV, Apple TV, Roku and on the web at: www.STIRR.com providing viewers with a variety of linear networks that cater to all interests, such as movies, news, sports, sci-fi and action, family-friendly programming, and comedy. STIRR plans to add new linear networks monthly growing to over 50 by the end of 2019. “We are entering a new era of broadcast television and our number one priority at Sinclair is to help advance the industry and increase access to broadcast content in the midst of a digital age,” said Sinclair CEO Christopher Ripley. “With the launch of STIRR, we intend to offer audiences an easy, convenient and free way to watch live local and national channels, as well as access a deep selection of on-demand programming.” In addition to national networks, the service will be anchored by a new unique local channel called, “STIRR CITY,” offering a curated 24/7 program lineup based on where a viewer lives. The new STIRR CITY channel lineup includes live local news, local and regional sports, entertainment and city-focused lifestyle programming provided by the local Sinclair TV station in that city. “Despite the explosive growth of new national over-the-top (OTT) services, local TV station’s programming, especially local news, has remained some of the most popular and desired content to audiences and advertisers alike,” said Adam Ware, STIRR’s General Manager. “By creating the STIRR CITY channel format, local TV stations can now extend their programming strength to OTT. STIRR will offer viewers both a new local channel and an extensive local on-demand library relevant to the place they call home.” In addition to Ware, Sinclair tapped digital media veterans Ben Lister, Director of Content Acquisitions, and Stacie Anthony, Editor in Chief, who are leading efforts at STIRR’s Santa Monica headquarters. Introduction and Summary Consumers today enjoy a wealth of choices in the multichannel video programming distribution marketplace. This vibrantly competitive environment represents a dramatic departure from decades past, when claims as to the existence of bottlenecks were used to justify intrusive government intervention. One rising, and perhaps unexpected and largely unreported, source of multichannel competition is over-the-air broadcasting. Of course, dramatic changes in the media marketplace have been occurring for many years – and yet, due to its size, procedures, and inherent inertia, the "Communications Regulatory Complex" simply is unable to keep pace, especially in the face of considerable reflexive opposition by those who oppose any deregulatory changes. But with regard to broadcasting, cable, direct broadcast satellite (DBS), telco TV, and other media outlets, continued imposition of legacy regulatory restrictions of various types are in increasing tension with their First Amendment rights. Over the last ten years, the number of U.S. households that utilize an antenna to view their local television stations has increased by over a third, from nearly 11.8 million to 16 million.     Local Information Programming and the Structure of Television Markets Federal Communications Commission Media Ownership Study #4 Jack Erb* Office of Strategic Planning and Policy Analysis Federal Communications Commission Email: [email protected] May 20, 2011 Abstract: We analyze the relationship between the ownership structure of television markets and the amount of local news and public affairs programming provided in the market (at both the overall market and individual station levels). We find that commercial television stations that are cross-owned with major newspapers in the same market tend to air more local news programming, but that the station-level increase does not translate into more local news programming at the market level. Television-radio cross-ownership has a moderate (but statistically significant) positive impact on local information programming at the station level, and each additional in-market radio station controlled by the television station owner corresponds to additional local news minutes aired by the television station. However, local news programming at the market level is likely to be lower, as the scale economies enjoyed by the cross-owned stations are outweighed by the crowding out of local news programming on other stations. Multiple ownership (i.e., situations in which a single parent controls two or more stations in the same market) does not appear to impact the amount of local information programming at either the market or station level (though this result appears somewhat dependent upon model specification). But we do find that multiple ownership and broadband subscribership have a positive impact on the relative mix of local vs.

INTRODUCTION What people think about the law is important because ours is a "public opinion" society, "which makes heavy use of referenda, and in which government does not lift a finger or move a muscle without reading the tea leaves of public desire."' The public's perception of justice influences the courts, the laws, the judges, and essentially the democratic process. So what influences the public's perception of justice? Television. For the majority of Americans, television is the most important source of information, and for many it is the only source of information. 2 This is particularly true when it comes to gathering information about the law. Because the majority of Americans have had no personal experience with the legal system,3 and because the majority of Americans get their information about the world solely from television, 4 the portrayal of justice on television is extremely important not only to the continued viability of the legal system, but also to the individual's understanding of that system.
