Sec. Robredo honors PNP Mobo cops

In a simple ceremony, Secretary Jesse M. Robredo gave honor to the police personnel of Mobo, Masbate for their act of gallantry and bravery in defending the Mobo Municipal Police Station from attackers believed to be members of the New People’s Army (NPA) at about 2:30AM last August 14, 2011.

Only four of the 11 policemen namely P/Sr. Inspector Leus Angelo Prima, chief of police of Mobo, Masbate, SPO1 Arturo Mendoza, PO2 Antonio Ridon, Jr., and PO1 Marwin Marcellana were able to attend the awarding ceremony held at the DILG Conference Hall on August 18, 2011. DILG strengthens partnership with CSOs/POs/NGOs

In recognition of the role of private sectors as partners for national growth and development, the Department of the Interior and Local Government (DILG) designed a scheme to institutionalize the partnership among Civil Society Organizations, People’s Organization, Non-government Organizations, the private sectors and local government units in the region.

To carry out this scheme, the DILG V spearheaded the conduct of an assessment and planning workshop between the DILG, CSOs and LGUs on September 6-7, 2011 at La Piazza Convention Hall, Legazpi City. The overall objective of the activity was to strengthen the link between and among the government and civil society groups in Bicol, identify the factors that either reinforce or hinder the partnership and the output of which was the formulation of a Mutual Plan of Action jointly creating the rules of engagement that will define the partnership. The Mutual Plan of Action will serve as a living testimony that contains the things to be done to promote good governance in the Region.

In behalf of Secretary Robredo, DILG 5 Director Blandino M. Maceda acknowledged the continued role of NGOs and POs in the implementation of DILG programs in the past and even up to the present. He said the present programs of the Department offers a lot of opportunities for CSOs/POs where joint undertaking can be had on certain projects particularly in terms of augmentation of services and resources or resource-sharing and capability building under the principle of interdependence considering the DILG, CSOs, POs serve the same clients. “Moreover, complex problems on local development can be solved through better partnership based on trust” CSOs/POs and NGOs are multiplier forces of the DILG in the implementation of programs in the LGUs” Director Maceda said.

Robredo said that the present image of the PNP has positively changed a lot with the organizational and program reforms that have been put in place and urged police officers to continue making a good image by serving and protecting the people. He told all the members of the PNP to do what is right and obey only lawful orders. He also warned local government executives not to use the police to advance their personal interest and against the law. “I will not allow local executives to use their power over the police by threatening to relieve them if they refuse to follow illegal orders,” Sec. Robredo said.

DILG family, stakeholders celebrate National Crime Prevention Week

he DILG family spearheaded the celebration of the National Crime Prevention Week from September 1-7, 2011. The celebration started off with a foot parade from Penaranda Park to Divine Word College High T School Gym on September 1 where the opening program was held. This was participated in by members of the DILG Family (DILG, PNP, BJMP, BFP, NAPOLCOM, RTS), Philippine Drug Enforcement Agency (PDEA), Commission on Higher Education (CHED), Department of Education (DepEd) and various sectors. Mayor Geraldine B. Rosal of Legazpi City was present during the opening ceremonies.

This year’s celebration focused its activities on the youth in order to address the escalating problems of youth violence and school crimes. Thus, series of educational fora were held in four of the most populated public secondary schools in Albay on September 6 and 7, 2011. Topics on deterring the in-school youths from offense, misdeed, law-breaking activities and anti drug abuse were discussed. The students were also coached how not to be victims of crimes and violence. Slogan and poster-making contests were also held participated in by secondary school students from private and public schools in Albay based on the theme “Pinoy Ako, Crime Prevention Misyon Ko!”

The Philippine Drug Enforcement Agency (PDEA) on the other hand conducted drug prevention dialogues in selected barangay peace and order councils in Legazpi City and Daraga Albay. Also, the inmates of Legazpi City Jail signed the pledge of commitment on September 6, 2011 promising to become law- abiding citizens once they are released from jail. They further pledged to promote peace and order and will work towards a common goal in crime prevention. This was facilitated in by JCSUPT Emilie P. Aranas, chief of BJMP 5. Meanwhile, heads of the Regional Management Coordinating Council (RMCC) member-agencies (DILG, PNP, BJMP, BFP, NAPOLCOM, RTS) and other heads of NGAs, NGOs, academe and students, signed a pledge of commitment in the fight against crime.

Is there a requirement to conduct public hearing or consultation in case of conveyance of LGU real property?

Opinion:

Please be informed that there is no specific requirement of the conduct of public hearing or consultation in case of conveyance of LGU real property under the Local Government Code of 1991.

However, as conveyance requires the execution of contract, Section 22 (c) [Corporate Powers] of RA 7160 requires the local chief executive to secure prior authorization from the sanggunian. It is in this stage that before it issues the authorization, the sanggunian may conduct a public hearing or consultation to weigh the HAMODYONG propriety and reasonableness of the measure.
