Robredo gave honor to the police personnel of Mobo, Masbate for their act of gallantry and bravery in defending the Mobo Municipal Police Station from attackers believed to be members of the New People’s Army (NPA) at about 2:30AM last August 14, 2011. Only four of the 11 policemen namely P/Sr. Inspector Leus Angelo Prima, chief of police of Mobo, Masbate, SPO1 Arturo Mendoza, PO2 Antonio Ridon, Jr., and PO1 Marwin Marcellana were able to attend the awarding ceremony held at the DILG Conference Hall on August 18, 2011. (Turn to page 7) P a ge 2 HA M O DY O NG VOLUME 3, ISSUE 4 DILG strengthens partnership with CSOs/POs/NGOs In recognition of the role of private sectors as partners for national growth and development, the Department of the Interior and Local Government (DILG) designed a scheme to institutionalize the partnership among Civil Society Organizations, People’s Organization, Non-government Organizations, the private sectors and local government units in the region. To carry out this scheme, the DILG V spearheaded the conduct of an assessment and planning workshop between the DILG, CSOs and LGUs on September 6-7, 2011 at La Piazza Convention Hall, Legazpi City. The overall objective of the activity was to strengthen the link between and among the government and civil society groups in Bicol, identify the factors that either reinforce or hinder the partnership and the output of which was the formulation of a Mutual Plan of Action jointly creating the rules of engagement that will define the partnership. The Mutual Plan of Action will serve as a living testimony that contains the things to be done to promote good governance in the Region. In behalf of Secretary Robredo, DILG 5 Director Blandino M. Maceda acknowledged the continued role of NGOs and POs in the implementation of DILG programs in the past and even up to the present. He said the present programs of the Department offers a lot of opportunities for CSOs/POs where joint undertaking can be had on certain projects particularly in terms of augmentation of services and resources or resource-sharing and capability building under the principle of interdependence considering the DILG, CSOs, POs serve the same clients. “Moreover, complex problems on local development can be solved through better partnership based on trust” CSOs/POs and NGOs are multiplier forces of the DILG in the implementation of programs in the LGUs” Director Maceda said.
