K6igi iilalnimetatud standardite kavandite saamise soovist palume teatada Standardiametile 27 . miirtsiks. EESTI STAI\DARDINOT]KOGU KOOSOLEK Eesti Standardindukogu koosolek toimus 20 veebruaril. Koosoleku piievakorras oli kaks ktisimust: j 1 Eesti standardimisalade piiritlemine ja vastavate struktuuride loomine 2 Eesti standardite ettevalmistamise kord P6him6tteliselt kiideti heaks standardimisalade piiritlemine. Seejuures tehti ettepanek tiipsustada juhatuse poolt vliljapakutud standardimisalade nimetusi ja valdkondi. Eesti standardite ettevalmistamise korra arutamisel t6deti, et seda on vdimalik kasutusele v6tta peale tehniliste komiteede tiiiilehakkamist. See eeldaks kokkulepet Eesti standardin6ukogu uute iilesannete osas. FIRMA RESOI]RCE konsultandi Hr. SAMPO GROUP Risk Management 2 n6uoBn JA vALTKU KoRD AKREDTTEERTMTsEL JA TT]NNUSTAMISEL OSALEVATELE ASSESSORITELE I Eesmiirk Antud juhiste eesmiirgiks on esitada n6uded katse- ja kalibreerimislaborite ning sertifitseerimis- ja kontrollorganisatsioonide akrediteerimisel v6i tunnustamisel osalevatele assessoritele ning nende valikule. 2 N6uded assessorile EVS poolt kasutatavad assessorid peavad olema autoriteetsed mitmeaastase kogemusega oma eriala spetsialistid ja lisaks sellele omama teadmisi akrediteerimisala nSuetest ning kvaliteedisiisteemi tilesehitusest. Reegliptiraselt omandatakse need teadmised vastavatel kursustel. 3 Koolitus Akrediteerimisel ja tunnustamisel osalevad eksperdid peavad l?ibima vastavad kursused enne assessoriks valimist. Kursused peavad vastama rahvusvahelistele akrediteerimisala koolitusele esitatavatele n6uetele. EVSi osalusel toimuvatele kursustele valitakse soovija-te hulgast kandidaadid vastavalt teatud ala spetsialistide vajadusele. Kursuse soovitavaks osalejate anvuks on 20 kuni 25. Kursustel osalejad peavad eelnevalt olema tuttavad Euroopa standardite seerias EN 45000 tooduga. Koolituse edukalt liibinud eksperdid kantakse assessori kandidaatide nimekirja. 4 Ekspertide heakskiitmine assessoriks Assessori kandidaadid peavad osalema viihemalt tihel akrediteerimisel v6i tunnustamisel staztitirina, omamata otsustamis6igust. Koolituse liibinud ja staz66rina osalenud kandidaat esitatakse EVS akrediteerimis- ja sertifitseerimisndukogule heakskiitmiseks. Heakskiitmise saanud assessorid kantakse EVS assessorite nimekirja. Nimekiri sisaldab jiirgmisi andmeid assessori kohta: - curruculum vitae, - tdtikoha andmed (aadress, arnet, telefon, fax), - elukohaaadressjatelefon, - andmed hariduse kohta (l6petatud k6rgkool, eriala, lOpethmise aasta), - assessori koolitus, - assessoriks heakskiitmise otsus, - hindamisel osalemised. Nimekirjas esitatud andmed ei kuulu iildisele avaldamisele. Nimekirja andmete 6igsuse ja seisukorra eest vastutab EVS metroloogia ja akrediteerimise osakonna tdiitaja. Nimekiri on arrnrti failis "ASSESSOR" v6i eraldi ktiitena. 5 Assessorite heakskiitmine hindamiskiilastuseks HindamiskUlastuseks valib EVS sobiva assessori kinnitatud assessorite nimekirjast. Sealjuures tuleb tagad4 et oleks tagatud assessori erapooletus antud labori v6i organisatsiooni suhtes. Sellel eesmiirgil tuleb jelgida et assessor ttitiiilesande lahendamisel: - ei ole teise osapoole (tunnustatav labor/organisatsioon jne.) tittttaja l?lhisugulane, - ise v6i tema liihisugulane ei saa erilist kasu v6i kahju (nitteks omab tunnustatava labori aktsiaid), - ise v6i tema liihisugulane ei esinda teise osapoole huvisid, - ei ole ttidvahekorras teise osapoolega s.h. ei ole haldusn6ukogus, - ei saa kingitusi teiselt osapoolelt. Assessorid kooskdlastatakse taotlejalaboriga/organisatsiooniga. Juhul kui labor/organisatsioon ei ole n6us hindajateg4 valitakse uued hindajad. Uute hindajatega mitten6ustumisel otsustatakse akrediteeerituse/tunnustatuse otstarbekus antud laboris v6i organisatsioonis. Hindamiskiilastuseks s6lmitakse assessorigaleping.Irpingu blankett on lisas 1. LISA I LEPING Eesti Standardiamet ja on kokku leppinud akrediteerimise/tunnustamise kohta alljiirgnevat: 1. Saladuspidamise kohustus Ilindaja poolt koostatud aruanne kuulub EVSile. Hindaja on kohustatud pidama konfidentsiaalsena k6iki hindamise kIigus saadud andmeid. 4 9. Hindaja erapooletus Hindaja t6endab, et on erapooletu hinnatava laborilorganisatsiooni suhtes. I 0. The incorporation of the principles of the CE in the links of the value chain of the various sectors of the economy strives to ensure circularity, safety, and efficiency. The framework proposed is aligned with the goals of the 2030 Agenda for Sustainable Development regarding the orientation towards the mitigation and regeneration of the metabolic rift by considering a double perspective. Firstly, it strives to conceptualize the CE as a paradigm of sustainability. Its principles are established, and its techniques and tools are organized into two frameworks oriented towards causes (cradle to cradle) and effects (life cycle assessment), and these are structured under the three pillars of sustainability, for their projection within the proposed framework. Secondly, a framework is established to facilitate the implementation of the CE with the use of standards, which constitute the requirements, tools, and indicators to control each life cycle phase, and of key enabling technologies (KETs) that add circular value 4.0 to the socio-ecological transition.

These systems can deliver unprecedented awareness, agility, productivity, and resilience within the production process by exploiting the ever-increasing availability of real-time manufacturing data. Optimized collection and analysis of this voluminous data and subsequent distribution of extracted information to guide decision- making throughout the enterprise necessitate, however, a complex and dynamic process. To establish and maintain confidence that smart manufacturing systems function as intended, performance assurance measures will be vital. The activities for performance assurance span manufacturing system design, operation, performance assessment, evaluation, analysis, decision making, and control. Changes may be needed for traditional approaches in these activities to address smart manufacturing systems. This paper reviews the current methods and tools used for establishing and maintaining required system performance. This paper then identifies trends in data and information systems, integration, performance measurement, analysis, and performance improvement that will be vital for assured performance of smart manufacturing systems.     The Ecodesign Directive (2009/125/EC) European Implementation Assessment The Ecodesign Directive (2009/125/EC) European Implementation Assessment In May 2017, the Committee on Environment, Public Health and Food Safety (ENVI) of the European Parliament requested to undertake an implementation report on Directive 2009/125/EC establishing a framework for the setting of ecodesign requirements for energy-related products. Frédérique Ries (ALDE, Belgium) was appointed rapporteur. The procedure reference is 2017/2087(INI). Implementation reports by Parliament committees are routinely accompanied by European implementation assessments, drawn up by the Ex-Post Evaluation Unit (EVAL) of the Directorate for Impact Assessment and European Added Value, within the European Parliament's Directorate-General for Parliamentary Research Services. Abstract This European implementation assessment (EIA) has been provided to accompany the scrutiny of the implementation of the directive establishing a framework for the setting of ecodesign requirements for energy-related products (the 'Ecodesign Directive'). The EIA consists of the opening analysis and two briefing papers. The opening analysis, prepared in-house by the Ex-Post Evaluation Unit within EPRS, situates the directive within the EU policy context, provides key information on implementation of the directive and presents the opinions of selected stakeholders on implementation. The paper also contains a short outline of consumer opinions and behaviours.
