    KAEDAH PEROLEHAN RANCANGAN TELEVISYEN DI RTM: ISU DAN CABARAN SYARIKAT PRODUKSI TEMPATAN Arizah Jamil, Zairul Anuar Md. Dawam & Mohd Nor Shahizan bin Ali ABSTRAK Sejak tahun 1984, Radio dan Televisyen Malaysia (RTM) melalui Unit Perolehan Rancangan telah menetapkan beberapa syarat dan kaedah kepada pembekal-pembekal rancangan atau syarikat produksi yang ingin memasarkan dan menjual rancangan televisyen mereka di RTM 1 (TV1), RTM 2 (TV2) dan TVi. Kaedah perolehan rancangan televisyen bermula dengan sistem agihan jam, sistem tender terbuka, sistem konsortium, sistem tender terhad dan yang terkini adalah mengikut sistem pitching. Namun begitu, setiap kaedah perolehan tersebut telah menimbulkan beberapa isu seperti isu monopoli, isu pengagihan slot jam yang tidak jelas, kewujudan syarikat yang menjual slot jam yang diperoleh kepada syarikat lain (Ali baba), isu pengelasan syarikat dan isu penilaian ketika proses pembentangan dilakukan. Malah, isu-isu yang berlaku ketika pelaksanaan tersebut menyebabkan perubahan sistem pengurusan dalam kaedah perolehan yang dilakukan oleh RTM. Isu-isu ini telah memberikan cabaran kepada pihak penerbit atau syarikat produksi dalam usaha untuk memasar dan menjual produk atau rancangan televisyen mereka ke RTM. Justeru, artikel ini membincangkan lima jenis sistem pengurusan dalam kaedah perolehan rancangan yang pernah dilaksanakan oleh pihak RTM dan seterusnya isu dan cabaran yang dihadapi oleh syarikat produksi tempatan dalam setiap pelaksanaan kaedah perolehan tersebut. Artikel ini diharap dapat membantu para penerbit memahami kaedah perolehan rancangan televisyen yang dilakukan oleh RTM, sekali gus membantu mereka memperoleh slot televisyen yang ditawarkan. As part of the everyday life of the community, television provides a community-driven medium to construct its identity. In relation to the existence of mass media in the community and the issue of forming a national identity, there are unique problems that exist in the Sebatik Island of the Indonesian and Malaysian frontiers. These Indonesian people have no access to the broadcasting media, especially television, from Indonesia. This situation has persisted for several years, so the citizens of Sebatik Island use television broadcasts from Malaysia as their primary source of media communication. This study aims to examine how the people of Sebatik Island construct their national identity through the Malaysian television programs they watch daily.The methodology used in this study is ethnography with data collection techniques through observation and interviews of eight informants in September 2017. The result shows that the “mixed national identity” of Sebatik society is infl uenced by various factors and one of them is Malaysian television. Malaysian television programs also play a role as a socialization agent, among with other agents such as the presence of the community, the country, the organization, the culture, and the ideology.

This study also analyzes factors that contribute to Islamic awareness among the Malay Muslim artists in Malaysia and its impacts on their life. A qualitative approach is used for this multidisciplinary historical and socio-religious research. Content analysis of the primary data, such as interviews and newspaper, and also the secondary data, for example magazine and television programs was used to critically analyze the Malay Muslim artists’ transformation to practice and return to Islamic teaching.

Mamat Khalid's Kala Malam Bulan Mengambang (2008), which focuses upon an intriguing story of an investigative journalist having to confront mysterious disappearances, conspiracies and ghostly presence is a rambunctious black-and-white send-up of (Hollywood) film noir. The film is a strikingly self-reflexive display of generic possibilities as cultural performance, for it flaunts an intertextual style, consciously showcasing its production process, and constantly 'quotes' from other cultural texts. This essay argues that Kala Malam Bulan Mengambang works as both a parody and a satire. As a parody, the film's target is concerned with formal and aesthetic elements. Mamat deftly interweaves a melange of film genres, ranging from Hollywood noir to old Malay horror. As a satire, the film is comedy with an edge, with its target being social and political in some way. Within its narrative, the film pokes fun at contemporary Malaysian society and politics in a subtle, underlying manner, thus providing the viewer with a fascinating subtext. By exploring the film's generic discursivities in terms of Mamat's parodic strategy and satirical mode, the ultimate aim of this essay is to sanction a more appropriate generic label for the film.
