The Call of the Rivers Rivers run through the geography of City. Springing out from , the waters meander and fl ow throughout , forming tributaries and creeks that end in Davao and empty into the . There are seven river systems which lend their names to the watersheds that defi ne the character of the city. These are the Sibulan, Lipadas, Talomo, Matina Pangi, Davao, Lasang, and Tuganay rivers. Of these seven, only three rivers are within . These are the Lipadas, Talomo, and Matina Pangi. The rest are shared by neighboring provinces. In this year’s edition of the IDIS calendar, we highlight six rivers which fi gure prominently in the lives of Dabawenyos. Included in this calendar are the Panigan and Tamugan rivers, both tributaries to the greater . These rivers will be tapped as the future source of the city’s drinking water. It is because of these rivers, and the watersheds where they belong, that the Davao City Watershed Management Council (WMC) is steadfast in its mandate to protect and sustainably manage the watershed areas. As these rivers have shaped the city’s past and present, so will they continue to shape the future of Dabawenyos.

Apo, draining towards Lizada in Toril District. It is also one of three rivers which are located within the city’s boundaries. Before the outbreak of World War II, the Lipadas river was utilized mainly for irrigation since Toril was home to large, Japanese-owned abaca, ramie, and coconut plantations. It was said that the river was the favorite sanctuary of carabaos who would wallow in its cold waters to escape the tropical heat.

These days, ramie and abaca have been replaced with bananas. Monocrop and other agribusiness plantations have overrun the catchment area of Lipadas River leading to concerns of pesticide contamination via the run-off coming from the plantations. In Daliaon Plantation barangay, for example, banana groves have completely replaced the forest timber which used to grow thickly on the slopes.

From 2006–2010, the DENR-EMB has conducted monitoring of the river’s surface water quality. From its headwaters in Mt. Apo Natural Park to Baracayo in Toril, the surface water is rated fi t for drinking. It is for this reason that the Davao City Water District (DCWD) once considered the river as an alternate source of drinking water. However, the small volume of river water is not suffi cient to service the entire city.

At its midstream, the water quality is rated B, which is good for recreational purposes. The downstream portion, which begins from Barangay Alambre down to the Davao Gulf, is rated C for fi shery, boating or industrial purposes.

What can you do to protect Lipadas River? Lobby the City Government Help lobby for the immediate review and enforcement of the Water Resources Management Ordinance, otherwise known as the Water Code. Apo range at the boundary of Davao and North Cotabato. As it fl ows downward to the Davao Gulf, it is joined by the Panigan and Kidale rivers, and Gumalang creek, resulting in a large volume of surface water that can be tapped for drinking purposes.

The DENR-EMB has classifi ed the quality of Tamugan’s surface water as Class A. It is for this reason that the river is being eyed as the future source of drinking water for the city. Tapping its surface waters will mean that the groundwater aquifers of Talomo River will be allowed to recharge, thus preserving the quality and quantity of the Dumoy aquifer for future generations.

At present, threats still remain. While the river use has been primarily limited to domestic purposes, the presence of nearby banana and pineapple plantations increase the risk for pesticide contamination in the surface water. The occasional extraction of sand and gravel at the downstream portion of the river are also potential problems.

Matina Aplaya. It is one of three rivers which are completely within the city’s territory.

In 2013, the river was the site of a fl ash fl ood which ravaged fi ve barangays that lay close to the river. Since then, the river has been the focus of reforestation efforts initiated by the communities. Particularly noteworthy is the Malibago riverbank reforestation initiated by the local barangay of Matina Pangi.

What can you do to protect Matina River?

Participate in Riverbank Reforestation Help sustain community initiatives on riverbank reforestation.
