I. BACKGROUND:

Lasang River is a long meandering river originating from the mountains in the northwestern part of and flowing southward to its main outlet, the .

Sand and gravel are abundant along the river channel. Sandbars are evident along the Paradise Embak, Mabuhay and Manay portion of the river while a delta exists at the mouth. In 1984-1985, the river’s sharp contours located downstream from the Lasang Bridge to Tambongan area were corrected by DPWH. A channel cut-off which is a combination of widening, deepening and straightening were applied as one of the river’s flood control measures.

The river is primarily used for irrigation purposes. An ogee-shaped diversion dam at Brgy. Manay was constructed by NIA. The dam served the ricefields and banana plantations. It is also used domestically for washing clothes and recreation such as bathing to the populace living near 1

the river. It is also used to water the fishponds surrounding the river’s mouth.A portion of the river is adopted by MD PANABO AGRI – VENTURES.

MD PANABO AGRI – VENTURES, INC. (MD PAVI), an affiliate of the MARSMAN DRSYDALE AGRIBUSINESS GROUP (MDAG), is located at Kasilak, Panabo City, Davao del Norte as its main plantation and office address. MD PAVI has two (2) farm sites namely Kasilak and Manay with a combined hectarage of four hundred seventy-two (472) and established on 13 December 1999.

II. RESPONSIBILITIES

LGU-Brgy. Kasilak shall:

1. Lead in the site preparation and ensure right of way for those who will participate in the tree planting activities; 2. Commit to participate in tree planting and ensure survival of trees planted; 3. Participate in all activities for the protection, conservation and development of the river.

MD PAVI shall:

1. Assist DENRXI in the conduct of ground delineation and identification of plantable area within the easement of Lasang River; 2. Participate in tree planting and ensure survival of trees planted; 3. Provide tree guards, quality of seedlings used for tree planting; 4. Participate in all activities for the protection , conservation and development of the river; and 5. Prepare a monitoring report of the project.

EMB shall:

1. Provide technical expertise to all participating members in rehabilitating, protecting, conserving and managing the river; 2. Conduct seminars and assist in the preparation of IEC materials on RA 9003, RA 9275 and other related laws; 3. Commit to participate in the tree planting activities.
