Louis Robert Sullivan was born at Houlton, Maine, May 21, 1892. He was educated in the public schools of Houlton and was graduated from Bates College, Lewiston, Maine, in 1914. During the following academic year he taught in a high school and on November 24, 1915, he married Bessie Pearl Pathers of Lewiston, Maine. He entered Brown University as a graduate student and was assistant in zoology under Professor H. E. Walters, and in 1916 received the degree of master of arts. From Brown University Mr. Sullivan came to the American Mu- seum of Natural History, as assistant in physical anthropology, and during the first years of his connection with the Museum he laid the foundations for his future work in human biology, by training in general anatomy with Doctor William K. Gregory and Professor George S. Huntington and in general anthropology with Professor Franz Boas. From the very beginning, he showed an aptitude for research and he had not been long at the Museum ere he had published several important papers. These activities were interrupted by our entrance into the World War. Mr. Sullivan was appointed a First Lieutenant in the Section of Anthropology, Surgeon-General's Office in 1918, and while on duty at headquarters asisted in the compilation of the reports on Defects found in Drafted Men and Army Anthropology.

Chapter 5 Improved Infrastructure and Logistics Support I. REGIONAL DEVELOPMENT CHALLENGES AND OPPORTUNITIES Davao Region still needs to improve its infrastructure facilities and services. While the Davao International Airport has been recently completed, road infrastructure, seaport, and telecommunication facilities need to be upgraded. Flood control and similar structures are needed in flood prone areas while power and water supply facilities are still lacking in the region’s remote and underserved areas. While the region is pushing for increased production of staple crops, irrigation support facilities in major agricultural production areas are still inadequate. Off-site infrastructure in designated tourism and agri-industrial areas are likewise needed to encourage investment and spur economic activities. Accessibility and Mobility through Transport There is a need for the construction of new roads and improvement of the existing road network to provide better access and linkage within and outside the Region as an alternate to existing arterial and local roads. The lack of good roads in the interior parts of the municipalities and provinces connecting to major arterial roads constrains the growth of agriculture and industry in the Region; it also limits the operations of transport services due to high maintenance cost and longer turnaround time. Traffic congestion is likewise becoming a problem in highly urbanized and urbanizing areas like Davao City and Tagum City. While the Region is physically connected with the adjoining regions in Mindanao, poor road condition in some major highways also hampers inter-regional economic activities. The expansion of agricultural activities in the resettlement and key production areas necessitates the opening and construction of alternative routes and farm-to-market roads.

Contesting Land and Identity In The Periphery: The Moro Indigenous * People of Southern Philippines MYRTHENA L. FIANZA Department of Political Studies Mindanao State University (Main campus, Marawi) Philippines INTRODUCTION Over the past decades, the resurgence of intergroup conflict in the Philippines has led to a significant current in the direction of ethnicity and identity in the study of land tenure problems where the post-colonial state is involved, particularly in land use and resource allocation among indigenous communities. In the Philippine contemporary tenure situation, it is necessary to look at other categories or identities to understand how social unrest has been catalyzed in other areas of the country, as state action and politics in the center are also presently being shaped, more than ever before, by the demands of ethnicity or indigenous voices at the fringe or periphery. This course leads to approaching conflicts as rooted to the land question triggered by the issue of equitable access to land and resources or rights to a territory that contesting groups view should be acquired or reclaimed not solely on the basis of economic rights to private property in the Western liberal sense, or from a more progressive standpoint of redistributive (“land to the tiller”) reform, but as a determinant of the survival of a community and their culture, the basis of their identity as a people. The study proceeds from the perspective that views land as “tied up with the very ethnicity of indigenous peoples, inasmuch as their distinct cultures have developed in interaction with and in adaptation to specific environments” (Cariňo,1994: 5).

Little Panay- Katipunan- Kasilak to Farm Market Road in Panabo City Panabo City, Davao del Norte April 2014 Initial Environmental Examination Report CHAPTER 1 INTRODUCTION 1.1 PROJECT BACKGROUND The subproject covers the three barangays namely Barangays Little Panay, Katipunan and Kasilak. These three (3) barangays has attained a technical assistance grant from the Local Government unit of Panabo and Department of Agriculture through Mindanao Rural Development Program (MRDP), a poverty-reduction program for the rural poor, women and indigenous communities in mindanao which is funded largely through a World Bank loan. The proposed subproject has a full stretch of 8.002 Km. starting from Purok 3, Purok 5 of Barangay Little Panay passing Purok 4 to San Miguel of Barangay Katipunan and will end at Purok 3-B of Barangay Kasilak. The road influences the entire area of the subproject barangays that has a total of 2,382 hectares. Rehabilitation of the farm to market road from barangay Little Panay to purok 4 barangay Kasilak play a significant role in rural and agricultural development in such a way that will make the areas and its immediate environs into a more usable and will achieve its maximum potential in terms of agricultural production. Although not all residents utilized this road at present but with the rehabilitation of access, the constituents of the subproject barangays and its neighbors will benefit directly or indirectly with it. This will cause the alteration particularly of its increase in land valuation, increase revenues and farmers’ income at least 25% starting year 2013.
