They provide the basis for the analysis of the data from which this report was generated. Volume 3(i) - Summary of memoranda: This contains the summary of each memorandum highlighting the sponsor, the sponsor’s stakeholder category, state of the sponsor and the summary of the recommendation/position by the sponsor. The synopsis of the memoranda is collated according to the issues and by online sources. Volume 3(ii) - Weighted coding of responses showing weighted coding values by location This contains the coding of variety of responses to the issues raised according to the various categories identified in the memoranda. For example, under Creation of States, four broad categories of responses were identified namely: Oppose, Support, Return to Regions, Maintain Status Quo. This appendix also contains the weighted analysis of respondents namely individuals, groups, traditional institutions, political parties and governments. There were five categories of Sponsors identified namely: Individual, Group, Traditional Institution, Party, Government. Each category was assigned a weight – Individual 1; Group 2; Traditional Institution 3; Party 4; Government 5. The associated weights were applied to the responses to obtain the data in Volume 3(ii) that were used to plot 3-D column graphs which gave a pictorial and statistical view of the responses. 3 TOTAL RESPONSES ON ISSUES ACROSS GEO-POLITICAL ZONES The Table below shows the breakdown of responses to issues across the geo-political zones.
