Legacy Plan 1 Introduction
LEGACY PLAN 1 INTRODUCTION In 2021, Lithuania will host the biggest sports event in the country’s history – the FIFA Futsal World Cup Lithuania 2021™. The three host cities, Vilnius, Kaunas and Klaipeda, will welcome the best futsal national teams in the world. Hosting such an event will have a significant impact on Lithuanian futsal, the host cities and the country itself. 2 PURPOSE The legacy plan will help to identify and predict the impact that the FIFA Futsal World Cup Lithuania 2021 will have on futsal in the country and on Lithuania’s profile in international sport. The aim is to leave a legacy for futsal in Lithuania, and to grow professionalism in the sport and the rate of participation. 3 CURRENT SITUATION Futsal in Lithuania is currently semi-professional. A total of ten teams participated in the futsal A league in 2019/2020. The Lithuanian Football Federation (LFF) also organises the LFF Futsal Cup, in which a minimum of 14 futsal teams participate each year. Looking at children’s participation, 210 girls’ teams (2,000 girls) and 283 boys’ teams (2,750 boys) participated across various grassroots futsal competitions in the 2019/2020 season. Research conducted by Kantar in 2019 showed that a third of respondents (30%) are aware of the FIFA Futsal World Cup Lithuania 2021 being held in the country. There is an opportunity for this event to bring new fans to futsal, especially as Lithuania will be competing in a Futsal World Cup or FIFA event for the very first time. 4 VISION Our legacy plan is based on the goal to present the tournament as the greatest achievement in the history of Lithuanian football and as a unique opportunity for Lithuanians to experience world-class futsal live. -

FUTSAL GUIDE INTRODUCTION TO FUTSAL FUTSAL was first played in 1885. Roger Grain in Montevideo, Uruguay defined the modern standard set of rules in 1932. FUTSAL’s essential elements consist of five players a side on basketball-sized courts, indoor and outdoor surfaces without the use of sidewalls, and a no-bounce ball. The sport is a great skill developer, demanding quick reflexes, fast thinking, and pinpoint passing. The no-bounce ball requires players to propel the ball using skill and the proper technique, rather than rely on the bounce of the ball. FUTSAL promotes and develops skills as: • Ball mastery and control • Accurate and quick passing and receiving • Dribbling • Shooting skills • Balance • Coordination • Agility • Ability of Anticipation • Individual and team play • Fair Play • Tactical awareness • Transition from Attack to Defense and from Defense to Attack World class FUTSAL player Falcao The priority in FUTSAL is to motivate players in a safe environment conducive to learning. The more pleasure especially kids derive from their participation, the more they wish to play and practice on their own. While their instinct to play is natural, their affection and appreciation for FUTSAL must be cultivated. FUTSAL can be the base to such goals because it: • Allows players numerous opportunities to frequently touch ball. • Presents many opportunities to create chances and scoring goals. • Encourages regaining possession of the ball as a productive, fun and rewarding part of the game (defending). • Maximizes active participation and minimizes inactivity and boredom. • Makes the game more coach friendly because the game is simpler, thus making it easier to recruit more volunteer "coaches". -
