This notice may be cited as the Customs and Excise (Ports (d) Mutare. of Entry and Routes) (Amendment) Order, 2020 (No. 20). 2. Part I (Ports of Entry) of the Customs and Excise (Ports of Entry and Routes) Order, 2002, published in Statutory Instrument 14 of 2002, hereinafter called the Order, is amended as follows— (a) by the insertion of a new section 9A after section 9 to read as follows: “Customs dry ports 9A. (1) Customs dry ports are appointed at the places indicated in the Thirteenth Schedule for the collection of revenue, the report and clearance of goods imported or exported and matters incidental thereto and the general administration of the provisions of the Act. (2) The customs dry ports set up in terms of subsection (1) are also appointed as places where the Commissioner may establish bonded warehouses for the housing of uncleared goods. The bonded warehouses may be operated by persons authorised by the Commissioner in terms of the Act, and may store and also sell the bonded goods to the general public subject to the purchasers of the said goods paying the duty due and payable on the goods.

INTRODUCTION This is a final report on the work done under Work Package 3 of the ADA project “Solar Energy Zimbabwe” according to the contracts signed between Development Technology Centre (DTC) of the University of Zimbabwe and AEE INTEC-Gleisdorf on one side and Domestic Solar Heating P/L (DSH) and AEE INTEC- Gleisdorf on the other side. The objectives of Work Package 3 are: 1) to obtain a detailed knowledge about the demand for solar hot water systems in the institutional sector as well as about the technical, social and economic barriers, which hamper the installation of the systems, 2) to come up with recommendations which help to overcome the barriers and which will assist the stakeholders to develop a strategy which facilitates the installation of solar water heaters. This report presents the results of the survey to tackle objective (1). The findings from the survey will be useful in tackling objective (2) of the Work Package. The field work for the study and the reporting was carried out in joint collaboration between DTC and Domestic Solar Heating P/L.

Minister of Finance and Economic Development 1 1 2 FOREWORD In presenting the 2017 National Budget on 8 December 2016, I indicated the need to strengthen the outline of the Budget Statement presentation as an instrument of Budget accountability and fiscal transparency, in the process improving policy engagement and accessibility for a wider range of public and targeted audiences. Accordingly, I presented a streamlined Budget Statement, and advised that extensive economic review material, which historically was presented as part of the National Budget Statement, would now be provided through a new publication called the Annual Budget Review. I am, therefore, pleased to unveil and Table the first Annual Budget Review, beginning with Fiscal Year 2016. This reports on revenue and expenditure outturn for the full fiscal year, 2016. Furthermore, the Annual Budget Review also allows opportunity for reporting on other recent macro-economic developments and the outlook for 2017. As I indicated to Parliament in December 2016, the issuance of the Annual Budget Review, therefore, makes the issuance of the Mid-Term Fiscal Policy Review no longer necessary, save for exceptional circumstances requiring Supplementary Budget proposals. 3 Treasury will, however, continue to provide Quarterly Treasury Bulletins, capturing quarterly macro-economic and fiscal developments, in addition to the Consolidated Monthly Financial Statements published monthly in line with the Public Finance Management Act. This should avail the public with necessary information on relevant economic developments, that way enhancing and supporting their decision making processes, activities and engagement with Government on overall economic policy issues.

    1948 The Standard Bank Limited, Victoria Falls 1973 THOMAS MEIKLE, 1864-1939 The founder of the Meikle Organisation sailed from Scotland with his parents in 1869. The family settled in Natal where Thomas and his brothers John and Stewart gained their first farming ex­ perience. In 1892 the three brothers set off for Rhodesia with eight ox- wagons. Three months later they had completed the 700 mile trek to Fort Victoria. Here they opened a store made of whiskey cases and roofed over with the tarpaulins that had covered their wagons. Progress was at first slow, nevertheless, branches were opened in Salisbury in 1893, Bulawayo and Gwelo in 1894, and in Umtali in 1897. From these small beginnings a vast network of stores, hotels, farms, mines and auxilliary undertakings was built up. These ventures culminated in the formation of the Thomas Meikle Trust and Investment Company in 1933. The success of these many enterprises was mainly due to Thomas Meikle's foresight and his business acumen, coupled with his ability to judge character and gather around him a loyal and efficient staff.
