As the country that has been experiencing several changes of governmental system, especially after the coup of 1960, made Turkey as an attractive country to look at how they implement democracy. Democracy, which is the most widely used system in the world, has ups and downs in its application especially within Turkey that has long been ruled under the monarchy of Ottoman empire and republic party system, that considered as authoritarian before it leads to the coup of military. These cases refer to the development of democratization’s implementation within the country, and this paper will discuss how the waves and reverse waves of Turkey's democratization in the context of political parties’ participation in Turkish state's political stage, after the military coup in 1960 by implementing the theory of world’s democratization waves by Samuel P. Huntington. This paper also aims to analyze the development of Turkey democratization by observing several events that happened started after the military coup in 1960 and the rest until the it comes to contemporary issues by the rise of AKP party in 2002. DP’nin 27 Mayıs 1960’da Türk Silahlı Kuvvetleri tarafından gerçekleştirilen bir askerî darbe sonucunda devrilmesi hem Türkiye’de yerleştirilmeye çalışılan de- mokratik sistemin kesintiye uğramasına yol açmış hem de asker-sivil ilişkilerini etkileyerek sonraki müdahalelere kapı aralamıştır. Çalışmada, 27 Mayıs 1960’dan sonraki süreçte Türk Silahlı Kuvvetleri’nin, Türk siyasetinde etkin bir rol oynama çabalarından bahsedilerek 1969 Mayıs’ında Demokrat Partililere siyasî hakları- nın geri verilmesi meselesinde meclisi ve yürütme organının başı olan Hükümeti etkileme faaliyeti incelenecektir. Global Environment Facility GEF/C.10/7 October 3, 1997 GEF Council November 4-6, 1997 Agenda Item 10 RELATIONS WITH CONVENTIONS RECOMMENDED COUNCIL DECISION The Council, having reviewed document GEF/C.10/7, Relations with Conventions, welcomes the collaboration between the GEF and Conventions secretariats, and encourages the GEF secretariat and Implementing Agencies to continue their efforts towards active dialogue with the Parties to the Conventions at the appropriate convention meetings. The Council takes note of the initiatives of the Secretariat and Implementing Agencies to respond to the additional guidance received from the Conference of the Parties to the Convention on Biological Diversity and requests them to continue their efforts to develop project activities consistent with such guidance. The Council also takes note of the reviews being undertaken by the Conventions of their financial mechanisms, and invites all GEF Participant states, in their capacity as Parties to the Conventions, to contribute to the review process. However, the aim of this paper is to puzzle out the Turkey aim in implementing the open-door policy by Turkey government under president Recep Tayyip Erdogan. This paper find out several if there is some reason behind why Turkey implementing the policy toward Syria refugees there are first, become the reason to enter as the full members of EU, second, in order to gain bargaining position and lifting the name of Turkey as the country who care about humanitarian cases in international scale, and third as the evidence of Turkey if Turkey has ratifying the UN convention on human right. -

The first studies in this field took place at the beginning of the 20th century, with analysis of important personalities that changed the course of the history and shaped societies‟ futures with their extraordinary abilities and characteristics. It was predominantly these characteristics, as well as behavioral and situational approaches, that formed the basis of these first studies. The objective of this study is to determine which of the six presidents of the Republic of Turkey, who have served or are serving as Head of State, has more of the charismatic leadership characteristics, employing an interdisciplinary methodology in which multi-criteria decision-making methods and techniques are used.
