Introduction The formation and subsequent actions of the Nazi government left a devastating and indelible impact on Europe and the world. In the midst of general technological and social progress that has occurred in Europe since the Enlightenment, the Nazis represent one of the greatest social regressions that has occurred in the modern world. Despite the development of a generally more humanitarian and socially progressive conditions in the western world over the past several hundred years, the Nazis instigated one of the most diabolic and genocidal programs known to man. And they did so using modern technologies in an expression of what historian Jeffrey Herf calls “reactionary modernism.” The idea, according to Herf is that, “Before and after the Nazi seizure of power, an important current within conservative and subsequently Nazi ideology was a reconciliation between the antimodernist, romantic, and irrantionalist ideas present in German nationalism and the most obvious manifestation of means ...modern technology.” 1 Nazi crimes were so extreme and barbaric precisely because they incorporated modern technologies into a process that violated modern ethical standards. Nazi crimes in the context of contemporary notions of ethics are almost inconceivable. -

Peter Scoblic Beacon and Warning: Sherman Kent, Scientific Hubris, and the CIA’s Office of National Estimates Would-be forecasters have increasingly extolled the predictive potential of Big Data and artificial intelligence. This essay reviews the career of Sherman Kent, the Yale historian who directed the CIA’s Office of National Estimates from 1952 to 1967, with an eye toward evaluating this enthusiasm. Charged with anticipating threats to U.S. national security, Kent believed, as did much of the postwar academy, that contemporary developments in the social sciences enabled scholars to forecast human behavior with far greater accuracy than before. The predictive record of the Office of National Estimates was, however, decidedly mixed. Kent’s methodological rigor enabled him to professionalize U.S. intelligence analysis, making him a model in today’s “post- truth” climate, but his failures offer a cautionary tale for those who insist that technology will soon reveal the future. The intention of this thesis is not to define fascism. Rather, it is to suggest that looking at fascism’s goals and aspirations might reveal under-examined elements of fascism. This thesis shows that a useful way to analyse the ideology of fascism is through an examination of its ideals and goals, and by considering the nature of a hypothetical fascist utopia. The most common ways of examining fascism and attempting to isolate its core ideological features have been by considering it culturally, looking at the metaphysical and philosophical claims fascists made about themselves, or by studying fascist regimes, looking at the external features of fascist movements, parties and governments. In existing studies there is an unspoken middle ground, where fascism could be examined by considering practical issues in the abstract and by postulating what a fascist utopia would be like. -

It took more than ten years, and the efforts of many, to launch the project. In 1987, finally, the new "voyagers to the West" arrived in Washington, D.C. In mid- November 1987 the Institute was officially opened. The addresses printed in this small volume were the highlights of the opening ceremony. Handout Introduction to the Weimar Republic Directions: Write a D next to information about the Weimar Republic that represents characteristics of a democracy and an X next to information that describes problems or challenges for a democracy. From Monarchy to Democracy D X After World War I, Germany’s political leaders sought to transform Germany from a monarchy to a democracy, called the Weimar Republic (1918–1933). The Weimar Constitution divided power into three branches of government. Elections were held for the president and the Reichstag (the legislature), while the judicial branch was appointed. The Weimar Constitution D X Adopted on August 11, 1919, the new Weimar Constitution spelled out the “basic rights and ob- ligations” of government officials and the citizens they served. Most of those rights and obliga- tions had not existed in Germany under the kaiser, including equality before the law, freedom of religion, and privacy. Despite the inclusion of these rights in the Weimar Constitution, individual freedom was not fully protected. Old laws that denied freedoms continued, including laws that discriminated against homosexual men and “Gypsies” (the name, considered derogatory today, used to describe two groups of people called the Sinti and Roma). The Reichstag D X Germans voted for a party, rather than a candidate, to fill the Reichstag (the German legisla- ture). The elections determined the percentage of seats each party received in the Reichstag, but the parties themselves selected the individuals who filled each allotted seat. For example, if a party received 36% of the vote, they would get 36% of the seats in the Reichstag. -

Gordon A. Craig President American Historical Association 1982 11 } Gordon Alexander Craig, president of the American Historical Association, is the J. E. Wallace Sterling Professor of the Humanities at Stanford University. He was born in Glasgow, Scotland, in 1913; at the age of twelve he immigrated to the U.S. from Canada with his parents. He attended Princeton University where he re ceived his AB in 1936, the MA in 1939, and his PhD in 1941. During this period he was also a Rhodes Scholar to Oxford where he received a B.Litt. in 1938. His field is ndern Europe with research interests focusing on Germany since 1648, diplomacy, and military affairs. Professor Craig taught as an instructor at Yale Uni versity from 1939 to 1941; after two years he returned to Princeton to teach there. He remained at Princeton for the next twenty years: from 1941 to 1943 as an instruc tor, from 1943 to 1949 as associate professor, and from 1950 to 1961 as full professor. Concurrently he was a visiting professor at Columbia University in 1947—48 and in 1949—50. In 1961 he imjved to Stanford where he teaches three days a week to classes of four hundred students. He is widely regarded as aong the greatest of the uni versity’s teachers, and in recognition of his vital con tribution to scholarship and teaching he became the first J. E. Wallace Sterling Professot of the Humanities in 1969, a rank he still holds. He chaired the history de partment from 1972 to 1975 and again from 1978 to 1979, and had a great impact in strengthening the department.
