Excerpt of Speech by Deputy Prime Minister, Teo Chee Hean, at Committee of Supply 2018 Strengthening our Institutions and Helping Our People Succeed The PMO-Strategy Group is working closely with our agencies and other central agencies such as the Ministry of Finance and the Public Service Division to adopt a systems approach to planning and coordination. This includes areas such as scenario planning, budget, manpower, population, land, security, climate change and new opportunities in the Digital and Future Economy. We have formed the Smart Nation and Digital Government Group last May to accelerate our Smart Nation efforts. Dr Fatimah Lateef and Mr Lee Yi Shyan cited demographic challenges, which stem from our low total fertility rate. Agencies have worked together to strengthen our support for marriage and parenthood in the key areas of housing, pre-school, and support in the workplace and the community. Minister Josephine Teo will give an update of our population priorities and strategies to ensure that we are well-prepared for the future later on during this Committee of Supply for PMO. Climate change is also a whole-of-nation issue where all countries need to take action now to safeguard our collective future. Together with other countries, Singapore will do our part to reduce our emissions. To do so in a cost-effective manner, the carbon tax is a decisive move. Its merits were discussed extensively during the Budget debate. The transition period and support will also help our companies and consumers make the adjustments. Minister Masagos Zulkifli will provide more details in his speech on our implementation plans in the Committee of Supply for the Ministry of the Environment and Water Resources. -

Technology and the City: Foundation for a Smart Nation Lacking land and natural resources, the Singapore government has consistently turned to information and communications technologies (ICT) and innovation to STUDIES URBAN SYSTEMS transform Singapore into a highly liveable city. Starting with early computerisation efforts in the 1960s, the government launched a succession of national ICT masterplans and e-government masterplans. These guided the use of ICT to enhance Singapore’s international competitiveness, upgrade the workforce, attract knowledge-intensive activities, and improve public sector service standards. The application of ICT has also helped to shape the physical environment and development of the city-state, enhancing integrated planning and development in Singapore. Various ICT systems, data hubs and digital tools have been developed to support for a Smart Nation Foundation and the City: Technology the work of the public sector in areas ranging from urban Technology planning, land management, housing, transport, to municipal services. With the launch of the Smart Nation vision in 2014, many initiatives have been carried out by the public sector in and the City: collaboration with various stakeholders—the private sector, civil society and citizens. Its mission was to build social cohesion among Singaporeans across race, language and religion; help the Government to connect with residents; and nurture the spirit of gotong royong. Singapore may have changed since 1960 but PA’s mission has not changed. Indeed, PA’s role has become more important. With the threat of terrorism and the risk of new fault lines beyond race or religion, we need to continue strengthening our social cohesion. Our people have more diverse needs, aspirations and interests. Our globalised society is profoundly affected by what happens outside Singapore. We need to stay in close touch with the concerns and aspirations of our people. Apart from sound policies, we need effective last mile delivery of government services and community engagement. This, in essence, is our Community 2020 Masterplan – a Movement for SGFuture. I thank grassroots leaders, volunteers and community partners for all your contributions to nation-building in the past 50 years. We must continue to strengthen our grassroots movement and engage groups beyond the grassroots network to build an even stronger and more united Singapore. PUBLIC SECTOR DATA SECURITY REVIEW COMMITTEE REPORT ANNEX A: EXISTING GOVERNMENT EFFORTS IN USING DATA SECURELY 1 The Committee focused on data security, rather than cybersecurity, as there are ongoing work streams to strengthen the Government’s cybersecurity posture. The Committee’s work built on existing efforts by the Government to improve its data security and cybersecurity standards. 2 The Committee recognises that the Government has been actively strengthening data security and cybersecurity in the public sector, even prior to the formation of the Committee. Some examples of these data security and cybersecurity initiatives include: a. The introduction of Internet Surfing Separation policy in 2016; b. Disabling of USB ports from being accessed by unauthorised devices in 2017; c. Increase in the types of IT audits around data management in 2017; and d. Measures to detect and respond more quickly to cyber threats that target critical Government databases in 2018 Box A1: Difference between Data Security and Cybersecurity Data security refers to the process of protecting the confidentiality, integrity and availability of data. This is different from cybersecurity, which is intended to maintain the confidentiality, integrity and availability of systems. While they are two distinct concepts, both data security and cybersecurity are closely linked and have overlapping elements. An example of a cyber-incident is the Norsk Hydro cyber-attack, where intruders brought down Norsk’s IT systems and website for 31 hours. Norsk was unable to connect to its production systems, affecting its operations significantly, even though no data was exfiltrated. On the other hand, an example of a data incident that is not a cyber-incident is when a public officer inadvertently sends a confidential email to unauthorised parties. -

Singapore's Deputy Prime Minister Visits Hong
3 BILATERAL EXCHANGES Singapore’s Deputy Prime Minister visits Hong Kong Singapore’s Deputy Prime Minister and Minister for Finance, Mr Heng Swee Keat, accompanied by Minister for Foreign Affairs and Minister-in-charge of the Smart Nation initiative, Mr Vivian Balakrishnan, and Senior Minister of State for Trade and Industry and Education, Mr Chee Hong Tat, visited Hong Kong on May 28-29. During his visit, Mr Heng met with the Chief Executive, Mrs Carrie Lam, to explore ways to strengthen co-operation. In the meeting, Mrs Lam said that the people-to-people exchanges and trade ties between Hong Kong and Singapore had always been close and that the two places shared similar backgrounds and developments. Pointing out that Hong Kong was committed to developing innovation and technology and had devoted substantial resources and rolled out a number of specific measures, Mrs Lam expressed the hope to explore more collaboration in areas such as biotech, fintech and start-ups with research centres, education institutes and enterprises in Singapore.
