Why Are Gender Reforms Adopted in Singapore? Party Pragmatism and Electoral Incentives* Netina Tan Abstract In Singapore, the percentage of elected female politicians rose from 3.8 percent in 1984 to 22.5 percent after the 2015 general election. After years of exclusion, why were gender reforms adopted and how did they lead to more women in political office? Unlike South Korea and Taiwan, this paper shows that in Singapore party pragmatism rather than international diffusion of gender equality norms, feminist lobbying, or rival party pressures drove gender reforms. It is argued that the ruling People’s Action Party’s (PAP) strategic and electoral calculations to maintain hegemonic rule drove its policy u-turn to nominate an average of about 17.6 percent female candidates in the last three elections. Similar to the PAP’s bid to capture women voters in the 1959 elections, it had to alter its patriarchal, conservative image to appeal to the younger, progressive electorate in the 2000s. Additionally, Singapore’s electoral system that includes multi-member constituencies based on plurality party bloc vote rule also makes it easier to include women and diversify the party slate. But despite the strategic and electoral incentives, a gender gap remains. Drawing from a range of public opinion data, this paper explains why traditional gender stereotypes, biased social norms, and unequal family responsibilities may hold women back from full political participation. Sent to the Department of the Prime Minister and Cabinet 18 August 2020 A proposal to enhance Australia’s capability to manage epidemics The critical importance of expert statistical input 1 2 Nicholas Fisher and Dennis Trewin Executive summary Given the high level of global mobility, pandemics are likely to be more frequent, and with potentially devastating consequences for the Australian community and its way of life. Whilst parts of Australia are experiencing a second wave of COVID-19, the country is in relatively better shape than most others. The number of people who have died or been seriously ill as a consequence of the virus, whilst tragically high, is nonetheless comparable with most of the best-performing countries. That said, we believe there is a critical need for strategic statistical oversight of the whole process of anticipating, managing and learning from the current pandemic to improve the quantitative information and advice provided to policy makers. This proposal outlines quantitative aspects of a plan to enable Australia to deal more efficiently and effectively with future such events, thus enhancing both the social and the economic welfare of its people. Indeed, expeditious action may well assist materially in managing possible future waves of the current pandemic, and its aftermath. A dispassionate assessment of Australia’s health and economic response to the pandemic over the last six months reveals some very significant inadequacies in the data, statistical analysis and interpretation used to guide Australia’s preparations and actions. Data to answer some of the most basic of questions about prevalence in population have not been available and remain unavailable. -

All comments welcomed, please contact author at [email protected] Abstract In the age of democracy, the resilience of Singapore’s hegemonic party autocracy is puzzling. The People’s Action Party (PAP) has defied the “third wave”, withstood economic crises and ruled uninterrupted for more than five decades. Will the PAP remain a deviant case and survive the passing of its founding leader, Lee Kuan Yew? Building on an emerging scholarship on electoral authoritarianism and the concept of institutionalization, this paper argues that the resilience of hegemonic party autocracy depends more on institutions than coercion, charisma or ideological commitment. Institutionalized parties in electoral autocracies have a greater chance of survival, just like those in electoral democracies. With an institutionalized leadership succession system to ensure self-renewal and elite cohesion, this paper contends that PAP will continue to rule Singapore in the post-Lee era. 2 “All parties must institutionalize to a certain extent in order to survive” Angelo Panebianco (1988, 54) Introduction In the age of democracy, the resilience of Singapore’s hegemonic party regime1 is puzzling (Haas 1999). A small island with less than 4.6 million population, Singapore is the wealthiest non-oil producing country in the world that is not a democracy.2 Despite its affluence and ideal socio- economic prerequisites for democracy, the country has been under the rule of one party, the People’s Action Party (PAP) for the last five decades. -

Juneidi Computer Engineering Department, Palestine Technical University Khadoorei1, Hebron, West Bank Palestine. e-mail: [email protected] Received 20 July 2020; Accepted 5 October 2020 Abstract Since the start of the year 2020 the world is facing an outbreak of Covid-19 pandemic, technical specialists all over the universe have been scrambling to develop services, apps, and system’s protocols for contactors tracing, with the objective to identify and to notify everyone that gets close with an individual carrier. Some of these apps are lightweight and temporary, while others are diffuse and aggressive. Some of tracing services are developed locally by small interested programmers, while others are large-scale international operations. To date, we have recognized more than 25 large automated contact tracing efforts around the globe, included with details about what they were, how they worked, and the procedures and conditions that were put in place around them. This paper will deal with general data of the most prominent applications in terms of technical approaches used in the world and compare them with regard to the efficiency of tracking covid-19 and compare them with concerning of the people’s privacy who use these apps. Singapore 2017 International Religious Freedom Report
SINGAPORE 2017 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution, laws, and policies provide for religious freedom, subject to restrictions relating to public order, public health, and morality. The government continued to ban Jehovah’s Witnesses and the Family Federation for World Peace and Unification (Unification Church). The government restricted speech or actions it perceived as detrimental to “religious harmony.” There is no legal provision for conscientious objection, including on religious grounds, and Jehovah’s Witnesses reported 12 conscientious objectors remained detained at year’s end. In April an Indian imam who uttered an Arabic prayer during which he asked for “help against Jews and Christians” was fined and deported for acts “prejudicial to the maintenance of religious harmony and likely to disturb public tranquility.” Three foreign Islamic preachers were banned from entering the country in October and November, and two foreign Christian speakers were banned from preaching in September because the government reportedly viewed their teaching as damaging to social harmony. The government changed a voluntary program into a mandatory requirement that all Muslim religious teachers and centers of learning register with the Islamic Religious Council of Singapore (MUIS). Parliament discussed the existing prohibition on wearing the hijab for certain civil servants, but the prohibition remained. In September former Parliamentary Speaker Halimah Yacob, who wears the hijab, became president. The post was reserved in this presidential cycle for eligible Malays, who are mostly Muslim. The government made multiple high-level affirmations of the importance of religious harmony, launched an initiative to foster understanding of different religious practices, and created a fund and documentary to explore religious differences and prejudices. -
