NORTH-EAST NIGERIA SITUATION UPDATE 01- 30 September 2019 (Internal) Security Situation The security situation during the reporting period remains volatile with major incidents recorded in Borno and Yobe States. The situation continues to be unpredictable. Several reported incidents have impacted humanitarian programme delivery this month. Deadly incidents on the Damaturu – Biu Road indicated a heightened presence of NSAGs. These incidents targeted both the Security Forces and civilians utilizing the route. Another major incident recorded during the reporting period was the killing of a humanitarian worker. The staff killed was reportedly one of the six staff of the INGO Action Contre la Faim abducted on 18 July 2019 at Kinnari village Mobbar LGA Borno State. The majority of incidents that occured during this reporting period highlight the risks associated with road travel in the Northeast. Over the past few months, government forces have alluded to humanitarian organizations’ support to NSAG elements, namely providing food items and medicines. Under such circumstances, there is a likelihood that government forces will impose tighter measures over the transportation and distribution of aid items by UN agencies, INGOs and local NGOs. These measures will impede the delivery of humanitarian programmes to the vulnerable population. Operation Activities Preparation for the roll-out of the revised protection monitoring tools in North-East Nigeria: On 30 September 2019, the protection team in Maiduguri in collaboration with the Division of International Protection (DIP-GPC) from UNHCR Headquarter Geneva and UNHCR Abuja organized a one-day training for 41 GISCOR protection monitors and coordinators on the revised protection monitoring tools at UNHCR Guesthouse Conference room. GISCOR renewed its engagement to fully implement protection monitoring using the new tools after been equipped with the necessary skills. The training was followed by the rollout of the revised protection monitoring tools in MMC camps on the 02 October 2019. UNHCR Partner Coordination meeting On 27 September 2019, UNHCR held a partner coordination meeting in UNHCR Conference Room in the presence of the eleven (11) implementing partners. Under UNHCR guidance and following a brief presentation of their programme achievement, partners reviewed and discussed risks identified during the partner monitoring visit, the financial report, the Zero-balance objective, and perspectives for the 2020 partner agreement. DURABLE SOLUTION: Preparation for the Voluntary Repatriation of Nigerian refugees in Niger From 10 – 14 September 2019, UNHCR Sub-Office in Maiduguri (Nigeria) and Sub-Office in Diffa (Niger) held the second cross-border meeting held in Maiduguri, to reinforce communication and information sharing systems with the aim to facilitate the voluntary repatriation for the Nigeria refugees in Niger in safety and dignity. They met with the Executive Chair of SEMA, State Secretary-General and Heads of Agencies and humanitarian partners at Maiduguri level. They also carried out a field visit to the host community in Damasak; Mobbar LGA and Gubio camp in Maiduguri and interacted with refugee returnees from Niger. The meeting enabled the participants to discuss cross-border issues including the security and operational situation on both sides of the border (Niger and Nigeria), and other critical issues such as the protection monitoring projects currently being implemented in the two operations, key protection issues, registration, statistics and documentation, implementation of the Abuja Action Statement, population movements tracking and data/information sharing as well as mechanisms urgently needed to be put in place for better information sharing. Update on Repatriation of refugees from Cameroon UNHCR conducted a reintegration monitoring assessment on returnees from Cameroon in conjunction with ADSEMA, NHRC, and CCEPI. The objective was to assess how well the returnees were settling in their communities and as well as promoting interventions and programmes that would address challenges to @unhcrnigeriapage @unhcrnigeria @unhcr_nigeria www.unhcr.ng | www.data2.unhcr.org/en/country/nga 1 NORTH-EAST SITUATION UPDATE | 01 – 30 SEPTEMBRE 2019 returnee’s return and reintegration. They visited Madagali, Michika, Mubi North, Mubi South and Yola North, assessed the conditions in the areas of return, held meetings with local authorities and humanitarian organisations, and conducted key informant interviews and focus group discussions with different segments of the returnees (Children, Adults, males and Females Heads of HHs) across all the return areas. Separate interviews were also conducted with children, adults, males and female leads of households. 31 returnee families of 186 individuals including 23 families of 130 individuals who returned from Cameroon on 22 August participated in the assessment. Protection Environment Protection by presence - UNHCR through its partner GISCOR has commenced protection activities in Dikwa and Gwoza with the deployment of eleven (11) protection monitors (07 in Dikwa and 4 in Gwoza). Since September 20, the Protection desk is available to provide an accessible and confidential space for protection counselling and receive feedback. A Protection coordinator, along with Protection Action Group Members (PAG) are in place for effective protection delivery. Protection Monitoring was conducted in 21 sites covering 434 individuals (102 Men; 125 Women; 90 Boys and 117 Girls) IDPs, refugee returnees and host community members. In Yobe State (Damaturu and Gujba) PM covered eight (8) informal sites and host communities comprising 3,092 IDPs families. 2,003 families were profiled of which 347 were found to lack Non-food items. The team identified 16 cases requiring assistance on mental health, medical assistance, and malnutrition issues. The cases were referred for assistance. Child Protection: In Borno State, of the 405 child protection cases identified; 55 were referred and 318 managed. The typology included child labor cases, child hawking/begging, unaccompanied and separated orphan children, child abuse cases and out of school children in Munguno, Pulka, Damboa, MMC. In response to these identified cases, the partner organized sensitization and awareness-raising sessions on negative effects of child labor/hawking/begging. Out of school children were referred to child protection actors for school enrolment. In Adamawa State, 401 child protection cases were identified namely unaccompanied and separated children, child begging/labour, cases of persons with specific needs (PSN) and legal documentation issues. It included 315 cases of out of school children. 153 were managed while 162 were referred. UNHCR and partners addressed or referred the issue to the appropriate state agencies and NGOs. Main protection concerns identified during this reporting period include: Documentation: From 26 August to 06 September, the partner NPC with UNHCR support completed the registration of 20,880 children below the age of 18 (10,137 Male; 10,743 Females) to be issued birth certificates in Bama LGA. From 02 - 12 September 2019, 1,017 Indigene Certificates were issued to PoCs in Madagali, Michika and Mubi LGA through the LGA Chairman: 291 in Madagali; 322 in Michika and 405 in Mubi North. Awareness-raising sessions: Borno State - 2,690 individuals were reached through 54 awareness-raising sessions (915 men; 2456 Women; 774 Boys; 890 Girls) in camps and host communities at Gubio; Pulka, MMC, Bama, Munguno, Damboa, Rann, Damasak and Ngala. Topics covered included protection, individual rights, SGBV, child protection, documentation and disease prevention. In Adamawa State - 1,462 were reached through 14 awareness-raising sessions conducted in Yola South, Madagali, Michika, Girei, Mubi North and Mubi South LGAs on the importance of post distribution-monitoring assessment; farming as a means of livelihood; community health and good living within the community, and girl child education. In Yobe State,877 PoCs were reached with six awareness-raising sessions conducted in host communities of Damaturu and Gujba LGA. The awareness sessions centered on the importance of girl child education; Income-Generating Activities as means to enhance self-reliance; SGBV Reporting Mechanisms; Protection from Sexual Exploitation and Abuse (PSEA); Peaceful Coexistence and child protection. Sexual Gender-Based Violence and response Field missions: on 11 September, and from 23 to 27 September, SGBV Staff undertook field missions to Pulka, Bama and Ngala locations in Borno State to provide technical support to UNHCR implementing partners, volunteers and Protection Action Groups (PAG) members on prevention and response to SGBV/ Protection Against Sexual Exploitation and Abuse (PSEA), ZTVA and other SGBV thematics such as human rights Accountability Monitoring. Eighty-four (84) participants from the partners BOWDI, GISCOR, AUN FHI 360 and NHRC staff attended the training. 2 2 UNHCR remains grateful to all donors supporting its interventions to meet the needs of affected population in North-East Nigeria. NORTH-EAST SITUATION UPDATE | 01 – 30 SEPTEMBRE 2019 Borno State: Bakasi IDP Camp - On 16 September, 500 IDPs women and girls received dignity kits to cover their needs for six months. SGBV incidents identification, reporting, and referral: 74 SGBV cases were identified, reported and or referred. All cases were well documented, and the survivor received assistance and or referral.
